(five) there are other bad performances. Article 3 A civil servant under any of the following circumstances may temporarily not participate in full-time training:
(1) Being seriously injured or suffering from serious diseases and being treated;
(two) female civil servants during pregnancy, childbirth and lactation. Chapter II Examination and Approval Article 4 Off-the-job training for civil servants shall be examined and approved in accordance with the administrative authority of appointment and removal of civil servants, and shall be copied to the personnel department of the government at the same level for the record after being approved by the examination and approval authority. Article 5 The examination and approval procedures for off-the-job training of civil servants are as follows:
(a) the unit put forward opinions and fill in the "Shenzhen national civil service off-the-job training approval form";
(two) the unit according to the appointment and removal of civil servants management authority for approval;
(3) With the approval of the examination and approval authority, the unit informs the civil servants who have left their posts (hereinafter referred to as those who have left their posts) to go through relevant procedures for leaving their posts. Article 6 After receiving the notice of leaving the post, the personnel who leave the post shall stop their official duties, complete the official handover procedures within 10, return public property and documents, and accept financial audit and official audit if necessary.
Those who leave without going through formal handover procedures or accepting financial audit shall be dismissed. Article 7 Where a resigned person applies for resignation after receiving the resignation notice, it shall be handled in accordance with the relevant regulations. Chapter III Training Article 8 Persons who leave their posts must receive off-the-job training within the prescribed time limit. Ninth full-time training is organized and managed by the municipal personnel department; The school of municipal administration is responsible for teaching; The training fee is paid by the municipal and district finance. Tenth off-the-job training held twice a year, each time for three months. Under special circumstances, off-the-job training can be held at any time. Article 11 The main contents of off-the-job training are:
Public rights, obligations, discipline and professional ethics;
(2) Modern management knowledge and skills;
(3) others. Article 12 After the off-the-job training, the relevant departments should make the following treatment according to the actual situation of the off-the-job personnel:
(a) qualified training, the unit can rearrange its work, do not obey the arrangement to be dismissed;
(two) qualified training, where the unit has difficulty in rearranging the work, can be transferred out of the civil service;
(three) the training is unqualified or fails to participate in the training, and the unit shall be dismissed. Chapter iv treatment article 13 during the period of leaving the post, there is no reward salary, and his personnel relationship is temporarily retained in his unit. Article 14 If a resigned person goes to an enterprise or institution for employment within one year, he shall go through the relevant procedures according to the procedures for transferring civil servants.
If a person who has left his post has not been re-employed for more than one year, his unit shall be dismissed and his personnel relationship shall be transferred to the talent service center of the city or jurisdiction. When re-employed, the center is responsible for transferring its personnel files and collecting management fees according to regulations. Fifteenth employees should hold the notice of resignation to the municipal personnel department to apply for the certificate of resignation, and apply for the business license of individual industrial and commercial households with this certificate. Article 16 If a resigned person is transferred to an enterprise or institution within one year, his length of service shall be calculated continuously; For those who have worked for more than one year, the working time before leaving the company and the re-working time will be combined to calculate the continuous working age. Seventeenth resigned employees have purchased quasi-cost or full-cost welfare housing, and have not applied for resignation or dismissal within one year. The original purchase contract remains unchanged, and they receive housing subsidies according to the pre-departure standards.
Those who have left their posts have purchased quasi-cost or full-cost welfare housing and applied for resignation or dismissal to keep the original housing, and should pay the difference to the original property right unit according to the relevant provisions of the municipal government. Article 18 If a resigned employee originally rented a welfare house and did not apply for resignation or dismissal within one year, the original lease contract will remain unchanged and he will receive housing subsidies according to the pre-resignation standard.
Resignations who rent welfare housing and apply for resignation or dismissal shall, in principle, recover the original housing; If you need to continue renting, you can apply for renting a meager profit room. Article 19 The social insurance benefits for employees who leave their posts will remain unchanged. Chapter V Discipline Article 20 A person who leaves his post shall not make trouble without reason, pester the leader, disturb the work order or wait for revenge.
The person in charge of the unit shall not take revenge on civil servants by using the right to approve off-the-job training.
No unit or individual may interfere with full-time training. Twenty-first people who leave their posts shall not reveal state secrets, take away their own scientific research achievements, internal data and equipment without permission, or damage their legitimate rights and interests. Twenty-second in violation of the provisions of article twentieth and article twenty-first of this chapter, shall be investigated for responsibility according to the relevant provisions. Twenty-third people who leave their posts are dissatisfied with the decision to leave their posts and the treatment after training, and may apply to the municipal or district personnel dispute arbitration institution for arbitration in accordance with the relevant provisions. Chapter VI Supplementary Provisions Article 24 Units implementing the civil service system and their staff shall be governed by these Provisions.
