What does the District People's Social Security Bureau do?
The Human Resources and Social Security Bureau of Suiyang District, Shangqiu City is the working department of the district government.

The main responsibilities of the District People's Social Security Bureau are:

(a) to implement the national, provincial and municipal human resources and social security laws, regulations and policies, formulate the development plans and policies of human resources and social security in the whole region, undertake the drafting of relevant normative documents, and organize the implementation, supervision and inspection.

(2) Formulate the development plan of human resources market, the development of human resources service industry and the policies of human resources mobility in the whole region, promote the establishment of a unified, open, competitive and orderly human resources market system, and promote the rational flow and optimal allocation of human resources.

(3) To be responsible for the promotion of employment in the whole region, formulate plans and policies for the overall urban and rural employment development in the whole region, improve the public employment and entrepreneurship service system, co-ordinate the establishment of the vocational skills training system for urban and rural workers in the whole region, formulate the employment assistance system in the whole region, and take the lead in formulating employment policies for college graduates in the whole region; In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(four) to promote the establishment of a multi-level social security system covering urban and rural areas in the region. Implement social insurance such as pension, unemployment, work injury and other supplementary insurance policies and standards; Formulate the overall measures for endowment insurance in the whole region and the unified renewal measures for endowment insurance, unemployment insurance and industrial injury insurance in the whole region; Organize the formulation of management and supervision systems for social insurance and other supplementary insurance funds such as pension, unemployment and work injury, prepare the draft budget and final accounts of relevant social insurance funds, and participate in the formulation of relevant social security fund investment policies; In conjunction with relevant departments, we will implement the national insurance plan and establish a unified social insurance service platform.

(five) to be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds in the whole region, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of payments of related social insurance funds.

(six) to make overall plans for the mediation and arbitration system of labor and personnel disputes and labor relations policies in the whole region, improve the consultation and coordination mechanism of labor relations, and formulate implementation rules and supervise the implementation according to the provisions of the state on working hours, rest and vacation and special labor protection policies; Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(7) Take the lead in deepening the reform of the professional title system, formulate policies for the management of professional and technical personnel, continuing education and postdoctoral management in the whole region, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in Suiyang; To organize and formulate the training, evaluation, use and incentive system of skilled personnel in the whole region; Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of institutions in the whole region, in accordance with the management authority, responsible for standardizing the post setting, open recruitment, employment management, assessment, rewards and punishments and other personnel comprehensive management work of institutions, and formulating the management policies for the staff of institutions and organs.

(nine) to assist the relevant departments to do a good job in the recruitment, open selection and open transfer of civil servants; In conjunction with relevant departments, organize the implementation of the national, provincial, municipal and district commendation and reward system, comprehensively manage the commendation and reward work of district committees and district governments, undertake the commendation and reward activities carried out in the name of district committees and district governments according to the authorization, and undertake the administrative appointment and removal procedures of some district management leading cadres.

(ten) in conjunction with the relevant departments responsible for the implementation of the region's organs and institutions (excluding civil servants) and government staff income distribution policy, to guide the region's enterprises and institutions staff salary decision, normal growth and payment guarantee mechanism; To be responsible for the implementation of welfare and retirement policies for staff of government agencies and institutions (excluding civil servants), government workers and employees of enterprises and institutions in the whole region; Formulate the technical grade assessment policy for employees of government agencies and institutions in the whole region.

(eleven) in conjunction with the relevant departments to implement the comprehensive policies and plans for the work of migrant workers in the whole region, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers; Coordinate and guide the employment and entrepreneurship of migrant workers in the whole region and develop family service industry to promote employment.
