The personnel administrative department of the people's government of a city or county (city, district) divided into districts shall be responsible for the organization, implementation and management of the training of national civil servants within their respective administrative areas.
All departments of the people's governments at or above the county level shall, in accordance with these Provisions, be responsible for the implementation and management of the training of national civil servants in their own departments. Article 4 The training of national civil servants shall follow the principles of integrating theory with practice, combining learning with application, teaching according to needs and paying attention to actual results.
National civil servants have the right and obligation to participate in training. Article 5 National civil servant training is divided into four categories: initial training, on-the-job training, specialized business training and knowledge updating training. Article 6 Initial training refers to the training provided by state administrative organs at all levels to newly hired non-leadership personnel below the chief clerk.
After the initial training, the following training objectives should be achieved:
(1) Improve political quality;
(two) to enhance professional ethics, familiar with the national civil service code of conduct;
(three) to understand the functions, operation processes and working environment of the state administrative organs, and to master the working methods, procedures and basic skills. Article 7 The initial training shall be conducted during the probation period, and the training time shall not be less than 10 day (60 class hours). Training achievement is one of the contents of probation assessment. Article 8 On-the-job training refers to the training of national civil servants who have been promoted to leadership positions according to the requirements of corresponding positions. The promotion of national civil servants in non-leadership positions shall be carried out with reference to the provisions on job training.
After on-the-job training, the following training objectives should be achieved:
(a) improve the political and professional quality;
(two) improve the ability of organization, decision-making, coordination and innovation;
(3) Broaden and supplement the necessary new knowledge and skills. Article 9 On-the-job training shall be completed within half a year after taking office, and the on-the-job training time shall be no less than 30 days (180 class hours). Due to special reasons can not participate in the training in time, by the unit to the provincial and municipal people's government personnel administrative departments to apply for an extension of training, the longest extension of six months. Article 10 Specialized business training is the training of specialized knowledge and business skills for national civil servants according to different jobs and businesses.
After specialized business training, the following training objectives should be achieved:
Improve the level of specialization;
(two) to master the relevant professional knowledge and skills required in the field of business work;
(three) timely understanding of the status quo of business work, grasp its development trend. Article 11 The time and method of professional business training shall be determined by the working department of the provincial people's government according to the needs of the work, and reported to the personnel administrative department of the provincial people's government for the record. Twelfth update knowledge training is to increase new, supplement and broaden the relevant knowledge of national civil servants.
After updating knowledge training, the following training objectives should be achieved:
(a) timely grasp of new knowledge, new theories, new information and new skills;
(two) to meet the needs of economic and social development and the reform of government administration. Thirteenth update knowledge training is a cycle every three years, and the training time in the cycle is not less than 2 1 day (126 class hours). Training can be centralized or decentralized. The average number of people in each unit and department participating in updating knowledge training every year is not less than 1/3. Fourteenth national civil servants who have passed the training shall be awarded the "Fujian National Civil Servant Training Certificate" by the personnel administrative department of the provincial people's government, and their achievements and performances during their study shall be recorded in their files by their units. Fifteenth national civil servants in accordance with the provisions of the training period, their wages and various welfare benefits remain unchanged. The personnel administrative department of the people's government at or above the county level shall formulate training plans for initial training, on-the-job training and updating knowledge training and organize their implementation.
The working departments of the people's governments at all levels are responsible for formulating their professional training plans and annual plans, and organizing their implementation. Seventeenth national civil service training courses should include public compulsory courses, professional compulsory courses and elective courses. Different types of training should focus on courses. Eighteenth public compulsory courses should include political theory, legal knowledge, modern science and technology knowledge, market economy knowledge, modern management knowledge, public management knowledge and national civil service code of conduct.
Professional compulsory courses should include professional knowledge and technical content required for related business work.
Elective courses should include new knowledge and skills. Nineteenth national civil service training should use the designated teaching materials.
