Chapter I General Principles
Article 1 In order to standardize the management of domestic official reception of the party and government organs in the province, practise economy, oppose extravagance and waste, and strengthen the building of a clean and honest party style, these measures are formulated in accordance with the Regulations of the Party and Government Organs on Practicing Economy and Opposing Waste, the Regulations of the Party and Government Organs on the Administration of Domestic Official Reception, and other relevant provisions, and combined with the actual situation in our province.
Article 2 These Measures shall apply to the domestic official reception of party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs, trade unions, the Communist Youth League, women's federations and other people's organizations and institutions managed with reference to the Civil Service Law.
The term "domestic official business" as mentioned in these Measures refers to official activities such as attending meetings, investigating and investigating, performing tasks, studying and communicating, inspecting and guiding, asking for instructions and reporting.
Article 3 Domestic official reception shall implement the relevant provisions of the Central Committee, the provincial party committee and the provincial government, and adhere to the principles of benefiting official business, being pragmatic and frugal, strict standards, simplifying etiquette, being efficient and transparent, respecting the customs and habits of ethnic minorities, and counterpart reception.
Article 4 The official reception management departments of party and government organs at all levels in the province shall, in light of local conditions, improve the domestic official reception management system and formulate domestic official reception standards.
Fifth party and government organs at all levels in the province should actively promote the socialization reform of domestic official reception services, and effectively use social resources to provide accommodation, catering, car and other services for domestic official reception. Article 6 The official reception management department of the party and government organs at or above the county level shall be responsible for managing the domestic official reception of the party and government organs at the corresponding level and guiding the domestic official reception of the party and government organs at lower levels.
Article 7 Establish an examination and approval system for going out on business. Strengthen the management of official travel plans, scientifically arrange the time, content, route and frequency of going out, and strictly control the number of personnel and budget. If it is really necessary to receive a business trip, the sending unit shall send an official letter to the receiving unit to inform the contents, itinerary, personnel and accommodation standards that need to be arranged.
Eighth the establishment of official reception approval control system. The reception unit shall make overall arrangements for the official reception that can be merged. According to the management procedure of "approval first, reception later", the reception plan should be drawn up according to the official letter of the dispatched unit, and approved by the main person in charge or the person in charge of the unit. Official activities and visitors without official letters may not receive and reimburse related funds.
Ninth, establish an official reception list system. Truthfully reflect the reception object, official activities, reception expenses, etc. After the official activities, the reception unit shall truthfully fill in the reception list, which will be reviewed and signed by the relevant person in charge of the reception unit, and will be used as one of the financial reimbursement vouchers for review. The reception list shall include the details of the unit, name, position, official activities, time, place and expenses of the reception object.
Tenth, establish an official counterpart reception system. Generally speaking, the counterpart department of the reception object is the reception unit. Receive all kinds of inspection teams, inspection teams and other joint working groups, with the lead unit as the reception unit.
City (state) and provincial departments to undertake official activities involving provincial and ministerial cadres to Sichuan, it shall timely submit the information to the reception office of the provincial government.

The official reception management departments of party and government organs at all levels in the province shall, jointly with the financial department, disclose the provisions, standards, fees, reception places and reception projects of the domestic official reception system at the corresponding level and accept social supervision. Article 13 The reception object shall dine by himself and pay the fees according to the prescribed standards. Due to work needs, the reception unit can arrange working meals and strictly control the number of people accompanying meals. If the reception target is less than 10, the number of people accompanying the meal shall not exceed 3; 10 or more, shall not exceed one third of the number of reception objects.
Working meals follow the principle of frugality, table meals or buffets can be arranged, and home-cooked dishes should be provided. No high-end dishes such as shark's fin and bird's nest and dishes made by wild protected animals are allowed, cigarettes and high-end drinks are not allowed, and private clubs and high-consumption dining places are not allowed.
Fourteenth reception accommodation should strictly implement the relevant provisions of travel and conference management, and arrange in designated hotels or internal reception places. Accommodation rooms are mainly standard rooms, and provincial and ministerial reception cadres can arrange ordinary suites and implement the agreed price. The reception unit shall not arrange the reception room beyond the accommodation standard of the reception object, and shall not issue extra toiletries and daily necessities.
Business travelers in official reception shall pay accommodation fees in accordance with the relevant provisions on the management of travel expenses, and return them to their own units for reimbursement with bills.
The accommodation expenses of the participants shall be included in the meeting expenses according to the relevant provisions of the meeting expenses.
Fifteenth domestic official activities, it is really necessary to arrange vehicles for the reception object, should be flashy, rational use of models, centralized and unified ride, and strictly control the number of accompanying vehicles.
The reception unit shall use police cars in strict accordance with relevant regulations and shall not implement traffic control in violation of regulations. If it is really necessary to arrange guards for security, it shall be carried out in accordance with the prescribed security boundaries and security norms, and the police force shall be reasonably arranged to narrow the scope of alert as much as possible, and it shall not be cleared and closed. Sixteenth party and government organs at all levels in the province should strengthen the budget management of domestic official reception funds, and the financial department should verify the reception funds, strictly implement the budget and implement total control. In the implementation of the annual budget, it shall not be added. If it is really necessary to add due to special needs, it shall be submitted for approval after examination and approval by the financial department.
Seventeenth reception fees should be paid in strict accordance with the relevant provisions of the centralized payment system of the state treasury and the management of official cards. Conditional, through bank transfer or official card settlement, not cash payment; If it is really necessary to pay in cash if it does not meet the requirements, the agent shall explain the reasons in writing and obtain the approval of the relevant person in charge.
Eighteenth official reception system. After each batch of official reception activities, it should be settled in time according to the regulations.
The reimbursement voucher for reception expenses shall include the original bill, the official letter from the sending unit and the reception list (hereinafter referred to as the "three bills"). The "three orders" are incomplete or inconsistent, and the financial department will not reimburse them. Chapter V Supervision and Administration
Nineteenth simplify the form of official reception. Domestic official receptions are not allowed to organize welcoming activities at airports, stations, docks and the boundaries of jurisdictions, not to greet people across regions, not to post banners with slogans, not to arrange people to greet them, and not to lay welcoming carpets; The principal responsible persons of all regions and departments shall not attend the welcoming ceremony. Strictly control the number of escorts, and no one can be accompanied at all levels.
Article 20 The following acts are strictly prohibited in official reception: (1) General study, exchange, investigation and research activities without substantive content; (2) Traveling with public funds in various names and ways; (3) Reimbursement or payment of expenses that should be borne by individuals with public funds; (4) Accepting super-standard reception and high-consumption entertainment activities; (five) non official activities into the scope of reception; (6) Travel expenses, conference fees, training fees, etc. The expenses that should be borne by the reception object are included in the reception expenses;
(7) Holding meetings and training. , support, transfer, conceal the reception fee; (8) collecting fees from non-tax revenue; (9) Transferring reception expenses to subordinate units and other units, enterprises and individuals; (10) Giving or accepting gifts, securities, souvenirs and local products in any name; (eleven) between the higher and lower levels, between departments in the name of reception and other public funds to eat and drink;
(twelve) other acts in violation of the "Regulations" of the party and government organs on the administration of domestic official reception.
Twenty-first provincial party and government organs at or above the county level shall, jointly with relevant departments, strengthen the supervision and inspection of the domestic official reception work of party and government organs at the same level and at lower levels. The main contents of supervision and inspection include the formulation of reception rules and regulations, the implementation of standards, the management and use of funds, the disclosure of information, and the management and use of internal reception places.
All departments of the party and government organs shall summarize their domestic official reception before June 65438+1October 3 1 every year and report it to the official reception management department, financial department and discipline inspection and supervision organs at the same level for the record.
The reception unit shall establish an internal audit system for official reception, and conduct internal audit on whether the "three orders" are complete and the use of reception funds.
Article 22 The financial department shall supervise and inspect the expenditure and use of the domestic official reception funds of the party and government organs, and severely deal with the problem of expanding the expenditure scope and raising the expenditure standard without authorization in accordance with the Regulations on Penalties and Punishment for Financial Violations.
The audit department shall strengthen the audit supervision of domestic official reception expenses, and include the official reception expenses and the construction of internal reception places in the audit content.
Twenty-third party and government organs at all levels in the province should include domestic official reception in the scope of accountability. Discipline inspection and supervision organs should strengthen the investigation and punishment of domestic official reception violations, seriously investigate the party discipline responsibility and administrative responsibility of the relevant person in charge of the reception unit and the person directly responsible, and notify them, and transfer suspected crimes to judicial organs for criminal responsibility according to law. Chapter VI Supplementary Provisions
Twenty-fourth governments at all levels in the province should formulate relevant management measures, clarify standards, control the total amount of funds, pay attention to actual results, strengthen examination and approval management, strengthen audit supervision, and put an end to extravagance and waste. It is strictly forbidden to expand the scope of reception, increase reception items and arrange official reception in disguise in the name of attracting investment.
Twenty-fifth Party committees and governments at all levels in the province should formulate detailed rules for the implementation of local and domestic official reception management according to these measures.
Twenty-sixth state-owned enterprises and institutions that do not refer to the civil service law shall be implemented with reference to these measures.
Twenty-seventh these Measures shall be interpreted by the Provincial Organs Administration Bureau in conjunction with the relevant departments.
Article 28 These Measures shall come into force as of the date of promulgation. Where the relevant provisions are inconsistent with these Measures, these Measures shall prevail.
