The quality and work effect of village cadres are related to major events such as getting rid of poverty, protecting Erhai Lake and consolidating the ruling foundation of the Party in rural areas. In view of the outstanding problems existing in current village cadres, party committees and governments at all levels should adhere to the problem orientation and prescribe the right medicine.

Village cadres have the following main problems:

First, the overall quality and work level of village cadres need to be improved. Some of them are older, less educated and lack entrepreneurial ability and passion; Some have not got rid of the traditional management concepts and working methods, are used to paternalistic orders, and have low ability to govern according to law and handle contradictions among the masses.

Second, it is difficult to supplement reserve cadres. The problem that cadres cannot be pushed out or retained is still serious, especially in some villages with relatively weak economic strength. Aspiring young people are unwilling to be village cadres, and village-level organizations have limited vision for selecting and employing people, which leads to the lack of leadership and successors, and the "fault" is serious.
