Third, key enterprises in the field of hazardous chemicals actively promote "mechanized substitution and automatic attrition". At least 1 hazardous chemicals production enterprises in each district and city have realized the key supervision of hazardous chemicals and the automation of chemical process equipment, 1 enterprises have realized the automation of safety management of major hazard sources, 1 enterprises have realized the mechanization and automation of intermittent chemical production, and 1 enterprises have realized the mechanization of solid product packaging and have been established as demonstration enterprises. The fourth is to further promote the design and diagnosis of in-service equipment. Supervise the relevant units whose in-service device design is not in place, further accelerate the design and diagnosis of in-service devices, and thoroughly rectify the existing problems. For what has been completed, we should "look back"; If it is not completed on schedule, it shall be ordered to stop production and make rectification within a time limit; If it is not completed within the time limit, it shall be reported to the local government for closure. The fifth is to strictly review and check. All new chemical production devices must be equipped with automatic control system, otherwise they will not be approved. If the automatic control transformation of the existing enterprise chemical production device has not been completed, the safety production license will not be extended and the production will be stopped to implement the transformation.

(two) seriously carry out the verification of the external safety protection distance of enterprises. Urge the production and storage enterprises of hazardous chemicals to employ safety evaluation institutions to calculate and determine the external safety protection distance of hazardous chemicals enterprises according to the Personal Acceptable Risk Standard and Social Acceptable Risk Standard for Hazardous Chemicals Production and Storage Devices (Trial) (AnnouncementNo. 14 of the State Administration of Work Safety, hereinafter referred to as Acceptable Risk Standard). Check the external safety protection distance of all hazardous chemicals production and storage enterprises in the province. (3) Carry out in-depth safety special rectification in the field of hazardous chemicals. Earnestly draw lessons from the "812" major fire and explosion accident in Tianjin Port, and solidly carry out safety rectification in the field of dangerous chemicals. First, strengthen the organization and implement responsibilities. Set up a leading group for safety rectification in the field of hazardous chemicals, further promote the special rectification work in the whole province, and urge to conscientiously implement the requirements of the Implementation Plan for Safety Renovation in the Field of Hazardous Chemicals (hereinafter referred to as the Plan) and the Special Governance Plan for Special Operation Safety of Chemical Hazardous Chemicals and Pharmaceutical Enterprises in the whole province (hereinafter referred to as the Plan). The second is to seriously self-examine and rectify in time. The safety supervision departments of cities and counties should urge relevant enterprises within their jurisdiction to carefully formulate self-inspection forms in accordance with the requirements of the two "Plans", organize relevant personnel such as technology, equipment and safety to carry out self-inspection work, and promptly rectify the hidden dangers found in the inspection. If the rectification cannot be completed in time, we must resolutely implement the "measures, responsibilities, funds, plans and time limits". The third is in-depth inspection and strict law enforcement. The safety supervision departments of cities and counties should also make inspection lists in accordance with the requirements of the two "Plans", further clarify the inspection priorities, "zero tolerance" for hidden dangers and illegal acts found in the rectification process, and strictly control heavy penalties. Enterprises that fail to carry out rectification as required or refuse to implement safety supervision instructions should be severely punished and listed in the "blacklist" of safety production for public exposure. Fourth, careful supervision and regular notification. Report the safety improvement work of all localities and departments at all stages every month and show the first policy. For regions and departments that are buck-passing and ineffective in rectification work, measures such as "interviewing main leaders" and "asking the provincial government for instructions" will be taken to promote the rectification work to be carried out in a solid and effective manner. Fifth, conscientiously sum up and deepen the promotion. All localities should conscientiously sum up the safety rectification work and report the summary report in time as required.

(4) Vigorously carry out the special rectification of "looking back" on the safety of hazardous chemicals tank farm. First, in accordance with the notice requirements of the Special Safety Inspection Plan for Oil and Gas Storage Tanks in Hebei Province (No.42 of Hebei Safety Committee Office [2015]), the inspection of hazardous storage tanks was carried out in depth, and "looking back". The third is to urge enterprises to seriously rectify. All localities should promptly urge relevant enterprises to carry out rectification according to expert opinions. If the rectification is not carried out as required or the rectification is not in place, it must be resolutely ordered to stop production and rectify within a time limit. Those who refuse to carry out the relevant instructions should be hell to pay and included in the "blacklist" of production safety.

(five) to carry out the investigation and management of hidden dangers in the industry. First, safety supervision departments at all levels should earnestly urge enterprises to improve the construction of hidden dangers investigation and management mechanism, improve the closed-loop management mechanism of self-examination, self-correction and self-reporting of hidden dangers, and implement safety risk level management. Urge enterprises to carry out hidden danger investigation in strict accordance with the Implementation Guide for Investigation and Management of Accident Hidden Dangers in Hazardous Chemical Enterprises issued by the State Administration of Work Safety (General Letter of Work Safety [2065]103). The second is to establish and improve the management system of enterprise hidden danger investigation and management and the management system to ensure the effective implementation of the system, formulate daily inspection, seasonal inspection and professional inspection checklists, determine the frequency of hidden danger investigation, clarify the contents of hidden danger investigation, and strive to find and eliminate all kinds of hidden dangers in time to ensure the safe production of enterprises. The third is to improve the safety production management organization and clarify the composition of the inspection team. Organize production, technology, equipment and other departments, carefully determine the safety risks of this enterprise, comprehensively investigate and manage hidden dangers, deeply analyze the causes of hidden dangers, and improve the construction of long-term mechanism for investigation and management of hidden dangers. Small enterprises with insufficient technical strength should invite relevant industry experts to conduct diagnostic examination at least once every six months. Supervision departments at all levels should supervise the implementation of the investigation and management mechanism for hidden dangers of enterprises. If the rectification is not in place, it will be dealt with seriously according to the law. Fourth, it is necessary to organize relevant personnel to investigate the hidden dangers of the unit, register the hidden dangers of accidents, and report to relevant departments in a timely manner through the self-inspection and self-reporting system of hidden dangers of production and business units in accordance with relevant regulations and the management system of hidden dangers of the unit.

(six) to increase the safety supervision of trial production enterprises. First, according to the requirements of the Notice of the Provincial Bureau on Printing and Distributing the Special Safety Inspection of Key Hazardous Chemical Production Enterprises (Ji 'an Supervision No.3 [2065 438+05] 156), the special safety inspection of hazardous chemical production enterprises under trial production was "reviewed". Second, the trial production scheme of new projects should be strictly demonstrated to ensure the completion of design and construction, and the trial production can only be carried out after the driving conditions are met. If it is found that it does not meet the conditions for safe production, it is necessary to stop production in time to prevent safety production accidents. Fourth, if the trial production fails to pass the acceptance, it shall be ordered to stop the trial production, find out the reasons and properly handle it. If the process and equipment are defective and fail to meet the design capacity, it shall be ordered to stop production and transform. After the transformation is completed, the trial production plan should be demonstrated again, and the trial production can be carried out only after it is qualified.

(seven) to promote safety standardization and upgrade, improve the level of enterprise safety management. First, organize the safety supervision departments of all districts, cities and counties under the jurisdiction of the province to transfer business backbones and experts to carry out cross-inspection, and "look back" on the production enterprises that have reached the target within their jurisdiction, especially to check the rejected projects. Second, we should take automation transformation as an important part of enterprise standardization construction. The provincial bureau should organize experts to conduct spot checks on enterprises that have completed the transformation of automation control, and those that do not meet the requirements should be rectified within a time limit. For districts, cities and counties directly under the jurisdiction of the province with many problems and slow progress, it is in informed criticism. The third is to take the construction of hidden danger investigation and management system as the key content of standardized assessment. Further improve the assessment content of hidden danger investigation and management system in safety standardization construction, and improve the construction of long-term mechanism for hidden danger investigation and management. Fourth, supervise enterprises that meet the standards to operate in accordance with the standardized system, strictly implement various rules and regulations, and improve the safety management level of enterprises. On the basis that the production enterprises have reached the third level of safety standardization in an all-round way, we will continue to promote the safety standardization upgrade of production enterprises involving "two key points and one major". The goal of secondary standardization in 20 16 is that 50% of "two key and one major" enterprises reach secondary standardization or increase by 30% over the previous year.

(eight) to complete the credit rating of production safety. Safety supervision departments at all levels should further clarify the key points and refine the standards in accordance with the requirements of the Notice on Doing a Good Job in the Credit Rating of Hazardous Chemicals and Fireworks Safety Production in the Province (Ji 'an Supervision No.3 [20 15] 130). All localities should do a good job in enterprise credit rating according to the requirements of credit rating management. Deaths in production enterprises are directly included in class D management. Class D enterprises and enterprises listed in the "blacklist" should not only strictly enforce the law, but also strengthen services to help guide enterprises to increase safety investment, strengthen safety management, improve safety production conditions and eliminate hidden dangers of accidents. Strive to complete the credit rating of safe production of dangerous chemicals and fireworks production and operation enterprises (including storage) before the end of 20 16.

(nine) to strengthen the safety supervision of enterprises using dangerous chemicals. First, speed up the issuance of licenses for the safe use of hazardous chemicals. In accordance with the scope, requirements and procedures of the Implementation Measures for the Safe Use License of Hazardous Chemicals (Order No.57 of the State Administration of Work Safety) and the Implementation Rules for the Safe Use License of Hazardous Chemicals in our province (Ji 'an Supervision No.3 [20 13] 148), chemical enterprises that use hazardous chemicals for production and meet the quantitative standards of hazardous chemicals shall be strictly controlled according to law. After July 3, 2006, KLOC-0, chemical enterprises that should have obtained but did not obtain a safe use license and continue to use related dangerous chemicals for production should be resolutely ordered to stop production according to law and severely punished. Second, enterprises that use hazardous chemicals listed in the certification scope will carry out activities to establish safety production standardization, and all of them will reach Grade III standardization before the end of 20 16. Do not meet the standards, shall not extend the safety license.

(ten) to strengthen safety education and training, improve the professional quality and skills of employees. First, strict access and management of principal responsible persons, responsible persons in charge and safety management personnel. Strengthen training and assessment, improve ideological understanding, enhance safety management ability, and make the ability meet the requirements of performing duties. The second is to strictly control the licensing conditions and gradually improve the quality of employees in enterprises. Urge enterprises to recruit employees with corresponding academic qualifications and professional quality, strengthen the safety knowledge and skills training for existing employees, improve the professional quality of employees in enterprises, and meet the needs of safety production. The third is to urge enterprises to strengthen safety training and education for employees. Urge enterprises to organize relevant technical personnel or entrust safety training institutions to compile standardized safety education and training materials, and carry out safety education and training according to the working environment, risk factors and possible occupational injuries, especially the handling of abnormal working conditions and emergency rescue, so as to truly improve the safety awareness and safety skills of enterprise employees, put an end to the phenomenon of "three violations" (illegal command, illegal operation and violation of labor discipline) and reduce people's unsafe behaviors.

(eleven) highlight the supervision of key industries and resolutely curb the occurrence of serious accidents. First, increase the frequency of supervision and inspection of key enterprises. Focus on the inspection of enterprises involved in liquid ammonia, liquid chlorine and other toxic, flammable and explosive substances and enterprises involved in nitrocellulose and nitration process, and hire experts to conduct inspections at least once every six months. The second is severe punishment. For enterprises that repeatedly find out the same problem, the upper limit punishment shall be given according to law, and the main person in charge of the enterprise shall be interviewed and warned. The third is to strengthen the supervision of accident enterprises. In accordance with the relevant requirements of the State Administration of Work Safety, we should conscientiously implement the "four musts": any hazardous chemical enterprise that has a major accident or two major accidents within one year must revoke its safety production license; Where a fatal accident occurs in an enterprise, it must temporarily suspend its safety production license or order it to suspend production for rectification, and impose a ceiling penalty on the enterprise and the main person in charge; Anyone who violates the "Ten Provisions for Chemical (Dangerous Chemicals) Enterprises to Ensure Safe Production" and other laws and regulations must be given economic punishment; All major accidents must be included in the "blacklist" management.

Two, fireworks safety supervision key work

(twelve) to further guide the orderly exit of fireworks production enterprises. Urge the relevant city and county governments and enterprises to further understand the situation and increase their withdrawal. Strict safety supervision, constantly improve the safety access threshold, improve safety standards, urge enterprises to increase safety investment, increase survival costs, reduce living space, and resolutely implement the "ten unifications": all "three warehouses" do not match the production capacity, all "four defenses" facilities are not up to standard, and all internal and external safety distances are insufficient. Found that the "three super-one change" withheld its safety production license, found that the subcontract withheld its safety production license; No new construction or expansion of fireworks and firecrackers production enterprises, no relocation or reconstruction of production enterprises, and enterprises that are unable to rectify or fail to rectify within the time limit shall be closed down according to law. As long as there is a production safety accident (including explosion injury), it will quit unconditionally. Once verified, it will be unconditionally recovered to ensure that the total amount is only reduced.

(thirteen) to strengthen the safety supervision of fireworks production enterprises. First, seriously investigate and deal with illegal acts such as "three supervision and one reform" and subcontracting, one license and multiple factories. Once found, the safety production license will be temporarily withheld. Second, continue to strengthen the construction, transformation and upgrading of "three warehouses and four defenses" of fireworks and firecrackers production enterprises, ensure that "three warehouses" match the production capacity, and ensure that "four defenses" facilities are in good condition and effective. The third is to implement measures to stop production during the Spring Festival, the "two sessions" and the high temperature season. After the end of the two sessions or in the hot season, production can only be resumed after passing the inspection by experts. The fourth is to strictly implement the provisions of "pre-job training" and "pre-job acceptance". Drug-related operators in enterprises shall not start production without training, video monitoring of "Three Stores" and "Four Preventions" and the acceptance of the work (library) room.

(fourteen) to strengthen the special management of fireworks. First, strictly control the number of fireworks wholesale enterprises and the number of fireworks retail outlets in urban built-up areas, and gradually reduce the number of perennial retail outlets. Second, in accordance with the relevant requirements of the state and the Regulations on the Safety Management of Fireworks Retail Stores in Hebei Province (for Trial Implementation), strengthen the safety management of retail outlets, and resolutely prohibit the closure of retail outlets such as "before leaving the store, before leaving the house" and "before leaving the house" located in the same building as residential areas, and prohibit the closure of retail outlets with insufficient safety distance from crowded places and key buildings. The third is to strengthen law enforcement inspection and strongly regulate the business behavior of fireworks and firecrackers. In violation of the "six prohibitions" of fireworks wholesale enterprises and the "three prohibitions" of retail outlets, their licenses shall be temporarily withheld.
