Notice of the People's Government of Anhui Province on Printing and Distributing the Interim Measures for the Administration of the Training of Anhui Expatriates Going Abroad (Habitat)
Article 1 In order to further strengthen the management of overseas training groups and personnel in our province, these Measures are formulated in accordance with the relevant provisions of the state. Article 2 Enterprises, institutions, party and government organs and people's organizations in the province shall abide by these Measures when sending all kinds of business personnel abroad or to Hong Kong and Macao to learn advanced technology, scientific management experience and other business knowledge.

These Measures shall not apply to the work of dispatching international students and trainees under the centralized management of the Provincial Education Commission. Article 3 The Provincial Leading Group Office for the Introduction of Foreign Intelligence (hereinafter referred to as the Provincial Leading Group Office for the Introduction of Intelligence) is responsible for the centralized management of overseas training in the province, and its responsibilities are:

(a) in accordance with the relevant laws and regulations of the state, the overall planning, comprehensive coordination and unified management of the province's overseas (border) training.

(two) in accordance with the relevant provisions of the state, the State Administration of Foreign Experts Affairs shall examine and approve, record and put forward opinions on the training programs abroad (territory), and go through the examination and approval procedures.

(three) to investigate and supervise the training work abroad (border) in the province, popularize the training results abroad (border), and cooperate with relevant departments to create conditions for returning trainees to play their roles. The scope of work of the fourth provincial talent introduction office is:

(a) all regions, departments, people's organizations, enterprises and institutions, through friendly relations or economic and technological cooperation, sign contracts with foreign parties to arrange training abroad (including investment from the other party and our investment);

(2) Overseas training funded by foreign intelligence special funds introduced by the state and applied to the State Administration of Foreign Experts Affairs for approval.

(three) the implementation of the contract for the introduction of technology and equipment and the multilateral and bilateral agreements (agreements) signed by the government to arrange training outside the country (territory). Article 5 When sending delegations and personnel to go abroad for training, they should adhere to the principles of sending according to needs, ensuring quality, strengthening management and paying attention to actual results, and prevent training from replacing training and going abroad at public expense. Article 6 Training abroad shall be conducted in a planned way. The administrative office, the municipal people's governments and the relevant provincial departments should submit the next year's training project plan to the provincial talent recruitment office 1 1 before the end of June, and the provincial talent recruitment office will put forward audit opinions jointly with relevant units and submit them to the provincial people's government for approval. Special circumstances can be made up temporarily. Article 7 All regions and departments shall, when making annual plans, combine them with key construction projects in national economic and social development, focus on technological transformation projects, major technological research projects, developing export-oriented economy and giving full play to resource advantages, give prominence to key points, and give overall consideration to short-term and medium-term needs. Article 8 The training programs and personnel outside the country listed in Item 1 of Article 4 of these Measures shall be filled in by the project execution unit or the dispatched unit first, signed by the local administrative office, the Municipal People's Government or the provincial competent department, and then submitted to the provincial talent introduction office for examination and approval, and then reported to the competent department with the right to examine and approve overseas tasks. If it needs to be reported to the State Administration of Foreign Experts Affairs for examination, the provincial talent introduction office shall handle the declaration formalities in a unified way.

The Foreign Affairs Office of the province shall go through the formalities of going abroad (going to Hong Kong and Macao) with the approval documents and approval documents. Article 9 The overseas training programs and personnel listed in Item 2 of Article 4 of these Measures shall be examined and approved by the State Administration of Foreign Experts Affairs. Before submitting the Application Approval Form to the State Administration of Foreign Experts Affairs, the provincial talent introduction office must obtain the consent of the competent department responsible for the examination and approval of overseas missions.

Approved by the State Administration of Foreign Experts Affairs, the Foreign Affairs Office of the province shall go through the formalities of going abroad. Article 10 The personnel of national training programs listed in Item (3) of Article 4 of these Measures shall be reported to the State Administration of Foreign Experts Affairs for the record. The competent department with the right to examine and approve overseas tasks shall send a copy to the provincial talent introduction office for the record when issuing the approval document for the project going abroad (going to Hong Kong and Macao).

The Foreign Affairs Office of the province shall go through the formalities of going abroad (going to Hong Kong and Macao) with the approval documents for going abroad, and keep them on file at the same time. Eleventh sent to Hong Kong and Macao training projects, still according to the provisions of the provincial government for approval. Twelfth strictly control the party and government organs to send delegations and personnel to go abroad (border) training. The training of party and government cadres who are engaged in macroeconomic management and have special needs for work abroad should be strictly controlled. To participate in overseas (border) training at the prefectural level (including deputy departmental level) cadres, should provide the corresponding documents signed and agreed by the competent leaders of the overseas task examination and approval authorities, and the financial department's explanation on whether the sources of funds are included in the budget of the unit. Thirteenth to participate in the relevant state units or sister provinces, cities and organizations to go abroad (border) training programs and personnel, in the process of going abroad (Hong Kong and Macao) task confirmation, must produce the audit certificate of the State Administration of Foreign Experts Affairs, otherwise it will not be confirmed. Article 14 Units that go abroad for training shall apply to the Provincial Office for the Introduction of Talents, which shall be audited by the relevant departments, and shall be submitted to the provincial people's government for approval; Belonging to institutions and social organizations, it shall be reported to the provincial people's government for examination and approval, and then reported to the State Administration of Foreign Experts Affairs for the record.

Units that have not obtained qualifications shall not organize overseas training without authorization. Fifteenth sending training personnel abroad must follow the principles of having both ability and political integrity, sending according to needs, consistent learning and application, ensuring quality and not abusing. Participants in the training shall meet the following conditions:

(a) love the motherland, adhere to the four cardinal principles and support the party's line, principles and policies;

(two) hard work, decent style, strong business ability, and more than five years of practical work experience;

(three) good health, cadres at the prefecture level are generally under the age of 55, and cadres below the county level should generally be under the age of 50.

For overseas training with special requirements for foreign languages, students must also have the corresponding foreign language level.
