Implement unconditional application and conditional examination and approval, constantly improve the system and standardize management, adhere to the principles of fairness, fairness and openness, and always ensure that all insurance should be guaranteed, all supplements should be made, and all refunds should be made.

2, business training, familiar with the policy

On May 15, our town held a one-day social assistance training meeting in xx town. According to the requirements of the superior civil affairs department, our town should audit more than 800 low-income residents every quarter. In this process, the low-income households are required to provide relevant paper materials. After a series of preliminary audits such as household registration, marital status and family changes, it will be sent to the municipal income check center for review, and the verification results will be closely watched. For those who do not meet the minimum living allowance, the policy boundary will be strictly grasped to ensure "human protection". For the subsistence allowances whose income has changed, the subsistence allowances should be updated in time to achieve "dynamic management". After two reviews this year, the number of insured persons decreased by 73 households 164. (3) Broaden channels and give special care to special personnel.

2. Caring for enterprises and offering condolences to families in need.

First, disaster relief work

In 20xx, our city suffered from serious natural disasters such as waterlogging, freezing injury at low temperature, wind and hail, floods, pests and diseases, which had a great impact on the production and life of the people in the disaster areas. According to statistics, the affected area of crops in the city is 267,058 hectares, accounting for 58% of the sown area, and the crop failure area is 102885 hectares, accounting for 39% of the affected area. The affected population was 37 1922, accounting for 52% of the rural population, and 498 people were urgently transferred and resettled; 1357 house collapse and damage; * * * caused a direct economic loss of 208.05 million yuan.

(1) Strengthen leadership and timely deploy disaster relief work. Party committees at all levels and * * * attach great importance to disaster relief work. After the disaster occurred, they actively organized civil affairs, agricultural committees and other relevant departments to go deep into the disaster area to verify the disaster situation, help the victims solve difficult problems such as seeds, means of production, funds and recovery and reconstruction, and do their best to reduce disaster losses. City * * * held the city's flood control work conference in time to deploy flood control and disaster preparedness work. The Civil Affairs Bureau has issued many notices and dispatched 40 people to the 15 working group to urge all localities to do a good job in flood prevention and preparedness, disaster reporting and disaster relief to ensure the orderly development of relief work. The city strictly implements the zero reporting system of disasters, which has been affirmed by the provincial offices.

(2) Strict fund management to ensure the basic livelihood of the victims. While conducting a comprehensive self-examination of disaster relief funds, the city accepted the extended audit, supervision and inspection of the higher authorities such as the National Audit Office and the National People's Congress for nearly half a year. In view of the irregular management of disaster relief materials at the grass-roots level, the Municipal Bureau formulated and promulgated the Regulations on the Management of Social Donation of Disaster Relief Materials in August, which improved the management level of disaster relief in the city. At the beginning of the year, through two surveys, the rescue plan for the victims of the 20xx spring and summer famine in this city was formulated, and the rescue work for the victims was effectively carried out in the form of self-help, * * * * rescue, social assistance and mutual assistance. (five) actively promote the regular social donation work. According to the national and provincial arrangements, actively promote social donations. Funded by the welfare lottery public welfare fund, the urban civil affairs department established a 1 demonstration "charity supermarket" to provide assistance to the urban poor and urban low-income people. At present, charity supermarkets have also been established, and this work in other counties is also actively operating. It is estimated that each county (city) will establish 1 or above charity supermarkets. In order to cooperate with the launch of the charity supermarket, our city earnestly launched the donation month activity, and * * * received a donation of 9,200 yuan and 40,000 pieces of materials. In addition, due to active efforts, it won the support of three provincial and provincial projects with a capital of 220,000 yuan for the transformation of old areas.

Second, the urban minimum living security work

In February this year, the Measures for the Minimum Living Security of Urban Residents was revised and promulgated, and it was officially implemented on April 1 day. All localities will conduct classified and dynamic management and verification of security personnel, and timely handle procedures such as additional security funds, reduction of security funds, and suspension of security funds to ensure that security personnel have entered and exited, and security funds have risen and fallen. By the end of the year, there were 6,582 new security personnel in the city compared with the previous year, and 5,685 people were stopped. Computer filing and "one household, one file" management have been implemented in all parts of the city, the hotline number has been published in the media, and the first-inquiry responsibility system has been implemented. There has been no problem of leapfrog petition due to work mistakes.

(2) Strict fund management. At the beginning of the year, the city implemented the local financial minimum living allowance fund budget of 5.4 million yuan. The transfer payment funds of 42.29 million yuan allocated by the province to our city have all been allocated in place. In the case that the state subsidy funds could not be disbursed in time, local civil affairs departments actively coordinated with the financial departments, and local self-raised funds were paid in advance on a monthly basis to ensure timely and full payment, thus maintaining social stability. Six counties (cities) have all realized the socialized distribution of security funds through banks and postal departments.

(3) Effectively improve the level of subsistence allowances. According to the relevant requirements of the province, the improvement of the minimum living standard will be included in the implementation plan of "6 Huimin actions and 26 practical things" of the municipal party Committee. After a large number of investigations, calculations and reports, all six counties (cities) have improved their security standards (currently 150 yuan, counties 127 yuan and other counties/cities 120 yuan), with an average increase of 17%. At the same time, classified insurance has been implemented, and all localities have given 10%-20% low-income insurance to severely disabled people, severely widowed elderly people, students and elderly people over 70 years old.

According to the unified deployment of the whole province, the investigation of urban medical assistance objects was carried out in mid-May. According to the requirements of the pilot work, the civil affairs department undertakes the task of including eligible people receiving unemployment benefits into the minimum living security object, and pays living expenses according to the minimum living security standard for retired employees of urban collective enterprises who cannot participate in endowment insurance. The personnel in charge of the leadership and disaster relief departments have been handed over to the municipal pilot leading group and office. While making the work plan in time, they used the opportunity of the city's pilot mobilization meeting to train the county (city) district leaders in the work of subsistence allowances. At the same time, it cooperated with the labor department to check the retired workers of collective enterprises, which ensured the smooth progress of the urban social security pilot work.

(six) actively do a good job in the pilot work of canceling agricultural tax. In April, the personnel were transferred to participate in the investigation of the pilot counties where the agricultural tax was cancelled by the ministries and agencies, and drafted the implementation plan of rural five guarantees and social security in the whole province. Organized many surveys on rural five guarantees, rural poor population and medical assistance. According to the survey, there are 4,247 beneficiaries in the city, of which 2,876 have been insured, 696 are supported by the central government and 2 180 are supported alone; The rural poor population is 444 12. In August, the personnel were transferred to the municipal tax reform leading group and office. While cooperating with the relevant departments of the bureau to formulate specific opinions on rural five guarantees, rural subsistence allowances, medical assistance, village-level organizations, etc., the implementation plans of various places were also reviewed. Recently, the "Emergency Notice on Doing a Good Job in Civil Affairs Related to the Abolition of Agricultural Tax" was specially issued, and an inspection team was set up to thoroughly urge all localities to complete the work related to tax reform according to policies and time limits.

Meng Sheng, the child of Meng Wu Chuanrong, a road maintenance worker in the branch directly under the Municipal Highway Bureau, was admitted to an ordinary university in July, 20xx. Because their father died long ago, their mother didn't have a fixed job, and the family economy was very difficult. At the time of crisis, the Party Committee of Transportation Bureau and Highway Bureau extended a helping hand to them, calling on employees to donate more than RMB10.9 million for them, which solved all the admission expenses of that year. Four, the current difficulties in the rescue work

Xx garage, a collective enterprise under our bureau, has stopped production for many years. For many years, employees have not been paid. In July 20xx, they entered bankruptcy proceedings. When it was declared bankrupt, 58 of the 97 employees in the factory went through retirement procedures according to the policy, and 39 employees did not meet the retirement conditions and were unemployed. This part of the workers can't get unemployment benefits, and their educational level and technical level are low, making it difficult to find jobs. Only a few people have the minimum living guarantee.

At the beginning of the restructuring, 289 people were laid off from the automobile transportation company. After the company entered a benign development in 20xx, some people were re-employed and some people retired according to the policy. However, 2 10 people are still laid off. At present, these people are required to take up their posts, and the employment pressure is great. I owe them pension insurance and medical insurance (about 65,438 yuan+500,000 yuan) before September 20xx (renewed after September 20xx) and living expenses before August 20xx (being paid after August 20xx). It is difficult for the company to solve these problems in a short time, which causes some employees to be unstable. In addition, the company lacks funds for development and production, and the working environment of workers is poor. Due to the lack of funds, the automobile transportation company's garage can't build corresponding workshops, and workers work under simple sheds all the year round, which restricts the company's development to some extent.

20xx work plan

1, further establish and improve the transportation department, build a harmonious society, strengthen the rescue leadership mechanism and rescue system, form a working situation in which people are arrested and managed, and form a network.

2. Formulate the responsibility system for social construction and assistance in the transportation sector, and incorporate it into the assessment content, and conscientiously implement the social assistance information notification system.
