When leading cadres participate in other education and training programs held for the society, they must report to the organization and personnel department in accordance with the cadre management authority, explaining the organization, project name, learning period and cost of the training program. Training programs include "all kinds of non-academic education, academic education and on-the-job degree education". Without the approval of the organization and personnel department, individuals are not allowed to participate.

The training expenses shall be borne by me, and shall not be reimbursed by financial funds or unit funds, and shall not be funded by any institution or others or in disguised form. Leading cadres at all levels, institutions of higher learning and all kinds of cadre education and training institutions violate the regulations, and the responsible persons of the units and relevant personnel shall be held accountable.
