In order to effectively prevent, timely control and eliminate the hazards of public health emergencies, safeguard public health and life safety, and maintain normal social and economic order, this plan is formulated according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Emergency Regulations on Public Health Emergencies.

I. Scope of application:

Public health emergencies (hereinafter referred to as emergencies) refer to major infectious diseases, mass unexplained diseases, major food and occupational poisoning that occur suddenly and cause or may cause serious damage to public health.

When the following specific emergencies occur, start this plan according to relevant regulations.

(1) Epidemic situation of major infectious diseases:

1, the first outbreak of plague, pulmonary anthrax and cholera;

2. Outbreaks of Class B and Class C infectious diseases or multiple deaths;

3. Unexplained group diseases (such as psychogenic reaction, group acute hemorrhagic fever syndrome, infectious atypical pneumonia, acute diarrhea syndrome, acute jaundice syndrome and other unexplained diseases);

4. Emerging infectious diseases;

5. Outbreaks and epidemics of diseases during and after various natural disasters.

(2) Other emergencies:

1, outbreaks of food-borne and water-borne diseases;

2. Major mass food poisoning incidents;

3, group occupational poisoning and poisoning incidents caused by pesticides, rodenticides or other chemical products;

4. Nosocomial infection in major groups;

5, mass or death cases of vaccination accidents;

6. Biological, chemical and nuclear radiation terrorist attacks;

7. Other unconventional public health events.

Second, the emergency command organization

The emergency work of public health emergencies follows the principle of giving priority to prevention and being always ready, and implements the principles of unified leadership, graded responsibility, timely response, decisive measures, relying on science and strengthening cooperation. Under the direct leadership of the emergency leading group, the outpatient department, medical department, emergency office, public health department, nursing department, hospital office, general affairs department, equipment department, security department, pharmacy department, infection management department and various clinical medical departments and other relevant departments worked together to earnestly perform their respective duties and ensure the orderly emergency treatment.

(a) hospital leadership responsibilities:

In accordance with the provisions of laws and regulations, do a good job in the prevention and control of infectious diseases and public health management, and prevent and deal with emergencies in time; Organize all forces to deal with emergencies, direct emergency rescue, implement the responsibility system for emergency handling, and control the spread and expansion of the situation; Check and urge all relevant departments to do a good job in the treatment, command, coordination and aftermath of the wounded and sick in emergencies, and find and solve problems of relevant departments in time.

(ii) Functions and responsibilities of personnel

1, door, emergency department, public health department and emergency office are responsible for daily monitoring to ensure the normal operation of the monitoring and early warning system; Supervise the emergency treatment of disinfection, isolation, personal protection norms in place; Regularly organize medical staff to carry out relevant training, and carry out first aid knowledge education to the public; Organize the report, control, investigation, analysis and evaluation of emergencies, report the disposal progress to the district CDC in time, and request support from higher authorities when necessary;

2. The Medical Department is responsible for the on-site command and treatment of emergency, quickly deploying the medical treatment forces of relevant clinical departments to participate in the treatment, opening the green channel of emergency, ensuring the close cooperation of medicine, technology and medicine with the fastest speed and efficiency, organizing in-hospital consultation when necessary, and concentrating the technical advantages of various specialties to ensure the effective treatment of acute, dangerous and severe patients. Report the progress of treatment to the health administrative department and the health supervision office in time, and request the support of the higher authorities when necessary;

3, the nursing department is responsible for the emergency deployment of clinical related departments of nursing staff in place immediately, and quickly put into treatment work, to ensure that the nursing force of each shunt department is sufficient, to ensure medical safety.

4, the office is responsible for the effective coordination of various functional departments and clinical departments, to ensure the implementation of the leadership instructions, coordinate the manpower and material resources of various departments, to ensure the smooth progress of clinical work; Responsible for communication with higher administrative departments.

5, equipment department is responsible for the hospital equipment in a good emergency state, can put into normal work at any time, to ensure the normal operation of emergency diagnosis, rescue and treatment instruments and facilities, strong cooperation with clinical treatment;

6. The logistics service center is responsible for the normal and sufficient supply of hospital logistics materials, ensuring timely supply in case of emergency and ensuring the safe and standardized delivery of medical wastes; Ensure water and electricity safety;

7, safeguard section is responsible for the floor fire control, security work, to ensure a good medical order, to prevent sudden public health emergency treatment in the process of fire safety loopholes, to ensure the personal and property safety of all doctors and patients in the hospital;

8. The administrative supervisor on duty is responsible for the emergency hospitalization report (outpatient department, public health department, medical department, nursing department, office and infection management office) and preliminary coordination, and is responsible for immediately notifying the members of the clinical emergency rescue team to the emergency department for support.

(3) Responsibilities of clinical medical departments and personnel:

1, the emergency department is responsible for the first aid work of the whole hospital, to ensure that patients with acute, critical and severe diseases can be transported to the hospital in time and get quick and effective treatment. Responsible for the organization, deployment and treatment process of medical security personnel in various professions during the emergency treatment of public health emergencies, to ensure that all kinds of rescue equipment and rescue articles are available, and to maintain their emergency state, and to ensure the smooth flow of green channels.

(1) Responsibilities of the emergency department director:

(1) Organize and direct emergency doctors and medical staff of clinical emergency rescue teams at the first time.

Group treatment of patients;

(2) make temporary prescription and rescue plan;

③ Focus on emergency rescue of critically ill patients;

④ Coordinate with relevant departments (clinical departments such as pharmacy, medical technology and general affairs);

⑤ Report the work situation to the medical department, outpatient department and hospital leaders in time, and put forward the work construction.

(2) the emergency department head nurse responsibilities:

① Organize and coordinate undergraduate and auxiliary nurses to treat patients in groups;

② Coordinate with relevant departments (clinical departments such as pharmacy, medical technology and general affairs);

③ Strengthen patient examination and nurse supervision.

(3) The responsibilities of the deputy director of the emergency department:

(1) to assist the director in rescuing patients;

(2) Focus on the treatment and rescue of grouped patients, guide grouping and support doctors' medical work.

(4) The responsibilities of emergency doctors:

(1) immediately know the patient's name, age, sex, onset time, place and number, make a preliminary diagnosis and emergency treatment, report to the director of the emergency department and the head nurse, and report to the outpatient department in time;

② General patient treatment group: the deputy chief physician is the group leader, and the doctor is responsible for the patient's treatment, condition observation and medical record;

③ Treatment group for critically ill patients: the deputy chief physician is the group leader, and the doctor is responsible for the treatment, rescue, monitoring, disease observation and medical records of patients.

(5) The responsibilities of emergency nurses:

(1) When a nurse receives a phone call informing of a public health emergency, she should know the following contents: the place where the incident occurred, the number of casualties, the causes and clinical manifestations. If there are poisons, she should ask for samples and take them to the hospital. At the same time, according to the information provided by the first-time doctor, assist the report immediately;

② Set up full-time nurses to receive the registration, including name, age, address, contact person and telephone number, and make statistics. At the same time, ordinary patients and critically ill patients are guided to each treatment group;

(3) Nurses are divided into medicine group, general treatment group, rescue group and patrol (shunt) group, in which the rescue group is responsible for the rescue of critically ill patients;

(4) All groups cooperate to ensure the orderly rescue process.

2, the clinical medical department is responsible for undergraduate course room professional injury patients when transferred to the hospital rescue force and treatment measures process is reasonable, responsible for public health * * * emergency personnel support and emergency consultation, quickly join the emergency team when necessary.

3. Specialties, especially fever clinics, infectious diseases departments, pediatrics, gastroenterology departments and burn wards, perform their respective duties, operate in strict accordance with the norms, and enter the state of emergency treatment at any time when related emergencies occur, so as to ensure that key cases or groups of patients receive effective, timely and special treatment.

4, the medical department is responsible for inspection and diagnosis, to ensure that when dealing with emergencies, timely deployment of manpower to complete emergency inspection tasks, to ensure that the fastest speed to assist clinical diagnosis and treatment.

5. The pharmacy department is responsible for ensuring the drug demand of all clinical departments in the hospital, ensuring that sufficient specific drugs are provided in the emergency, and coordinating and solving the emergency procurement of clinically needed drugs at any time to ensure the therapeutic effect.

Verb (abbreviation for verb) reporting system:

All departments, departments and individuals should report to the outpatient department and the medical department by the fastest communication when they find that an emergency has occurred or may occur. The outpatient department is the first responsible department to report to the superior. For emergencies, no department, department or individual may conceal, delay reporting or make a false report or instruct others to conceal, delay reporting or make a false report.

(2) Implementing financial support policies:

The hospital regularly organizes relevant departments to study the prevention and treatment of emergencies, and establishes emergency investigation, isolation of infectious sources, medical rescue, equipment and facilities, technology and human resources reserves, and the required funds are included in the hospital budget.

The hospital gives appropriate subsidies and health care allowances to medical staff who participate in first aid; Commend and reward those who have made contributions; Due to illness, disability and death in the rescue work, corresponding subsidies and pensions shall be given in accordance with the relevant provisions of the state.

(3) Strengthen the construction and training of emergency teams;

The hospital regularly organizes emergency teams to conduct technical training and on-site drills, get familiar with the requirements of the plan, strengthen tacit cooperation, find weak links at the same time, focus on overcoming and improving, and establish an emergency team with quick response, flexibility, excellent equipment and excellent business.

(four) to carry out publicity and education, improve awareness of prevention:

Vigorously carry out publicity and education on popular science knowledge of public health, improve medical staff's ability to identify emergencies, report awareness and self-protection, master the correct reporting channels, and ensure that rescue and emergency treatment are organized at the first time.
