Article 2 The private non-academic education and training institutions mentioned in these Measures (hereinafter referred to as training institutions) refer to cultural education and training institutions that social organizations or individuals other than state institutions use non-state financial funds, do not have academic education qualifications, and are approved and managed by the administrative department of education according to law.
Article 3 The Municipal Education Commission shall be responsible for the macro management, supervision and guidance of the training institutions in the whole city, and the education administrative departments of counties (autonomous counties) shall be responsible for the planning, examination and approval, management, supervision and evaluation of the training institutions within their respective administrative areas jointly with the competent departments of industry at the same level. Private non-academic institutions of higher education (colleges) shall be examined and approved by the Municipal Education Commission.
The civil affairs departments of counties (autonomous counties) shall, in accordance with the provisions of the Provisional Regulations on the Administration of Registration of Private Non-enterprise Units, register the training institutions that have obtained the license for running private schools within their respective administrative areas as legal persons.
Any institution that has not obtained a school license shall not be crowned with the name of the school, and shall not engage in training activities for social enrollment.
Fourth training institutions should adapt to the economic and social development of our city and meet the actual needs of the education development planning in this area.
Article 5 Training institutions shall adhere to the Party's basic line, fully implement the national education policy, abide by the national laws and regulations, ensure the quality of education, and train qualified personnel; Training institutions shall carry out training activities in strict accordance with the approved scope of running schools, and accept the management, supervision, inspection, evaluation and audit of relevant government departments.
