Legal basis: Implementation Measures for the Management of Employment Subsidies in Fujian Province.
I. Scope of capital expenditure
(1) expenditure items
The scope of capital expenditure is implemented according to the provisions of the central government and our province. The expenditure items stipulated by the Ministry of Finance and Ministry of Human Resources and Social Security mainly include: vocational training subsidies, social insurance subsidies, public welfare post subsidies, one-time entrepreneurship subsidies, employment internship subsidies, one-time job-seeking entrepreneurship subsidies, employment and entrepreneurship service subsidies, and high-skilled personnel training subsidies. In addition, in order to implement the "Several Opinions of the State Council on Doing a Good Job in Promoting Employment at Present and in the Future" (Guo Fa [2018] No.39), "local people's governments at all levels should earnestly assume the main responsibility of promoting employment in their own regions" and "adjust measures to local conditions and take multiple measures to promote employment in their own regions as a whole." According to the "Measures for the Administration of Employment Subsidies", the provincial government has also increased some project expenditures, and all localities should actively implement them in light of provincial conditions and local conditions.
(2) Expenditure standards
Considering the great difference in economic and social development between mountainous areas and coastal areas in our province, in order to improve the accuracy of subsidies, it is clear that under the principle of provincial determination, the financial and human resources departments of each district and city will determine specific standards. All localities should accurately meet the needs of industrial development and the needs of educated people, regularly publish the guidance catalogue of vocational training needs of key industries, and appropriately raise the vocational training subsidy standards in the guidance catalogue. At the same time, all localities are allowed to appropriately raise the subsidy standards for vocational training and skill appraisal for children of poor families, college graduates in graduation year, migrant workers and other groups. If the policies promulgated by the central and provincial governments are repeated or a number of supporting policies are applied to the same matter, support shall be given in accordance with the principle of "not repeating the high level" and "making up for the lower level". In addition, the Notice of the Department of Human Resources and Social Security of Fujian Province and the Department of Finance of Fujian Province on Launching the Pilot Work of the New Apprenticeship System for Enterprises (No.346 of Social Text [2017]) has made it clear that the subsidy standard is per person per year? 4,000-6,000 yuan. In the next step, our province will improve it by implementing the Opinions of Ministry of Human Resources and Social Security and the Ministry of Finance (Ministry of Human Resources and Social Security Fa [2018] No.66). Since the specific measures for the management of vocational skill level certificates have not yet been promulgated, the next step will be to formulate and determine subsidy standards in combination with the Measures; If it is really necessary to clarify the work in various places, it can be determined in accordance with the provisions of Article 6 and with reference to a certain proportion of the subsidy standard for obtaining the national vocational qualification certificate.
