During the War of Resistance against Japanese Aggression period, the anti-Japanese armed forces behind the enemy lines led by the Party established an anti-Japanese base area in the Bohai Sea area at the junction of southeast Hebei and northern Shandong, with the Bohai Sea in the east, the Jinpu Railway in the west, Tianjin in the north and Ji Jiao Railway in the south. The strategic position of Bohai Sea is very important, and War of Resistance against Japanese Aggression period was one of the five strategic places in Shandong.

The predecessors of Bohai area were Qinghe District and Hebei-Shandong-Henan Border Region respectively. After the July 7th Incident, the Japanese invaders went south from Beiping and Tianjin, and the Hebei-Shandong-Henan border region bore the brunt. On July 1937, Jinnan Working Committee launched an armed uprising in Yanshan County, established the North China People's Anti-Japanese Salvation Army and the North China People's Anti-Japanese Salvation Army, and launched an anti-Japanese guerrilla war in the plain. In Qinghe District, the leaders of Shandong Provincial Committee of the Communist Party of China resumed and established the Party organization, and organized and led the Heitieshan Uprising and Shouguang Niutou Uprising in February 1937 respectively, and established the Fifth Army of Shandong People's Anti-Japanese Salvation Army and the Eighth Detachment of the Eighth Route Army Ludong Guerrilla. Since then, wei county, Changyi, Guangrao, Linqu, Yidu, Linzi and other places have successively erupted anti-Japanese armed uprisings, and the seventh, ninth and tenth detachments of the Eighth Route Army's Ludong guerrillas and the Linzi Young Student Volunteer Military Training Corps (the third brigade) have been formed.

The CPC Central Committee, the Central Military Commission and the Eighth Route Army headquarters attached great importance to the anti-Japanese struggle in Qinghe District and Hebei-Shandong-Henan Border Region. 1September, 938, Xiao Hua, deputy director of the Political Department of the Eighth Route Army 165438 Division and political commissar of the 343rd Brigade, led an eastward anti-Japanese column to the Luji area, reorganized local anti-Japanese armed forces, established organizations at all levels of the Party, government and army, established anti-Japanese military and political schools to train cadres, joined forces with the Kuomintang Army's Gao Shuxun Department to fight against Japan, and successively organized battles such as Han Ji ambush, Deng Ming Temple, and Pingjin Campaign.

After War of Resistance against Japanese Aggression entered the stage of strategic stalemate, the Japanese army invaded the county towns and larger villages in Qinghe District and Hebei-Shandong-Henan Border Region successively, and began to "sweep", "wipe out" and "nibble away" frequently, and carried out the so-called "strengthening public security" movement. The situation of the Anti-Japanese War in Qinghe District and Hebei-Shandong-Henan Border Region is deteriorating day by day.

1939 10, the commander of the first column of the eighth route army Xu made important instructions on the development of anti-Japanese guerrilla warfare in Qinghe area. With the support of the Third Brigade of the Eighth Route Army Lu Column led by Xu, Qinghe District established an anti-Japanese base area on the vast wasteland on both sides of the Yellow River estuary. Since then, our anti-Japanese armed forces have basically jumped out of the narrow circle of activities on both sides of the Ji Jiao Railway and changed from passive to active. From 65438 to 0942, the Japanese puppet troops carried out large-scale military "mopping up", "clearing up" and economic plunder on the base area of Qinghe District. The party, government, army and people in Qinghe District strengthened unity, gritted their teeth, dug "anti-Japanese ditches" on the great plains, reformed the plain topography, and used green tents to carry out armed activities behind enemy lines. They organized two summer campaigns against "nibbling" and "clearing" in 1942 and 1943 respectively, which achieved great victories and consolidated the anti-Japanese base areas.

In the Hebei-Shandong-Henan border region, since the end of 1939, the party, government, army and people in the border region have persisted in the struggle against "mopping up", "occupation" and friction under extremely difficult conditions. From June 65438 to June 0942, the Japanese puppet troops carried out an unprecedented "sweeping" on the Hebei-Shandong-Henan border region after the "May 1" sweeping in central Hebei, and the anti-Japanese war in the Hebei-Shandong-Henan border region entered the most cruel and difficult period. According to Liu Shaoqi's important instructions to the Hebei-Shandong-Henan border region on persisting in the war of resistance, overcoming difficulties and adapting the form of struggle to the changing situation, the soldiers and civilians in the border region adopted the struggle strategy of breaking up the whole into parts, dispersing and concealing, the enemy advancing while we advancing, and being flexible and diverse, constantly attacking the enemy and gradually recovering the "occupied" areas.

At the beginning of 1944, Qinghe District and Hebei-Shandong-Henan Border Region merged into Bohai Area. Jing Xiaocun is the Party Secretary of Bohai District, Yang Guofu is the commander of the Bohai Military Region of the Eighth Route Army, and Liu Qiren is the director of the administrative office of Bohai District. Bohai District has 6 prefectural committees (specialized agencies and military sub-districts), 4 1 county and city, covering an area of 52,000 square kilometers and a population of10 million. The party, government and military organs in Bohai District are located in Huimin County, Binzhou City, Shandong Province. The area has vast plains, long coastline and rich products. In the revolutionary war years, Bohai area is not only the front position of our army's strategic counterattack, but also the supply base of war resources and the reliable rear for rest and training. 1944, the Bohai Military Region launched an offensive against the Japanese puppet troops in summer and autumn, all of which recovered the four frontier bases of Yishou (Du), Linshou (Zi) and Guangrao (Rao) which were "nibbled" by the Japanese puppet troops, and successively conquered four counties, including Lijin, a major town in northern Shandong, and achieved great victories.

Starting from 1945, the Bohai Military Region began a new offensive operation in accordance with the unified deployment of the Shandong Military Region of the Eighth Route Army. In June, the battle of Putai and Binxian was launched, and the Japanese and puppet strongholds such as Putai, Binxian, Daoxu and Beizhen were liberated successively. At the same time, the troops of various military divisions successively liberated Wuqiao, Nanpi, Deping, Qingyun, Zhanhua and Gaoyuan counties.

1In August, 945, in the all-round counterattack against Japan, Bohai Military Region, following the orders of the CPC Central Committee, the Central Military Commission, the Shandong Branch of the Central Military Commission of China and the Shandong Military Region of the Eighth Route Army, formed the Shandong Fourth Army Command and the Seventh Division of the Shandong Field Army, and launched a counterattack against the Japanese aggressors and puppet troops in three ways. During the counter-offensive operations in July, August and September, our army wiped out more than 30,000 people in the Bohai Sea area and liberated 33 counties with a population of more than 6 million.
