The conditions for applying for an online freight platform are as follows:

1. Obtained the value-added telecommunications business license, and the company name is consistent with the name of the online freight business applicant;

2, in line with the requirements of the state on information system security level protection, the name of the unit is consistent with the name of the network freight business applicant, and it has obtained the record certificate of information system security level protection above level 3 and related materials;

3. The network platform is connected to the provincial network freight information monitoring system;

4. It has the functions of providing real and effective information on supply and transportation capacity for shippers and actual carriers by relying on the network platform, and managing the information on supply and vehicle sources, including but not limited to information release, screening, modification, push and cancellation;

5. Operators shall organize the transportation capacity online through the network platform, effectively integrate the supply and transportation resources, realize the accurate deployment of information, generate electronic waybills and complete online transactions;

6. We should dynamically monitor the transportation position, trajectory and status by ourselves or by using the third-party platform, and have the function of effectively controlling the loading and unloading and settlement, and the ability to track, record, store and analyze the logistics information in the whole process.

Legal basis: Article 7 of the Measures for the Administration of Internet Information Services

Engaged in the business of Internet information services, it shall apply to the telecommunications regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government or the competent information industry department of the State Council for the business license of Internet information services value-added telecommunications services (hereinafter referred to as the business license).

The telecommunications regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government or the competent department of information industry of the State Council shall complete the examination within 60 days from the date of receiving the application, and make a decision on approval or disapproval. If approved, a business license shall be issued; If it is not approved, it shall notify the applicant in writing and explain the reasons.

After obtaining the business license, the applicant shall go through the registration formalities with the enterprise registration authority with the business license.
