The government personnel department will train skilled workers in new knowledge and skills for 30-40 class hours within a certain period (in principle, an employment period is 2-3 years), with the aim of promoting skilled workers to understand new knowledge, skills and information and constantly improving the skill level of existing posts. The certificate of continuing education is one of the necessary conditions for the promotion and employment of skilled workers. It is the right and obligation of skilled workers to participate in and receive continuing education. During the period of full-time participation in continuing education, skilled workers shall enjoy the same wages and benefits as the on-the-job personnel of their own units. The funds for the continuing education of skilled workers shall be paid from the workers' education funds in accordance with state regulations.
