The opinion draft stipulates that the relevant local people's governments and their departments responsible for the supervision and administration of production safety should immediately start the corresponding emergency plan after receiving the report of production safety accidents, report the accidents in accordance with relevant state regulations, and take a series of emergency measures.

These emergency measures specifically include: judging the development trend of the accident and the possible harm; Notify the units and personnel that may be affected by the accident, isolate the scene of the accident, delimit the warning area, evacuate the threatened personnel and implement traffic control; Issuing decisions on calling and requisitioning emergency resources according to law; Maintain order at the scene and organize to appease the people in distress and the relatives of the victims; Release accident information according to law.

The opinion draft makes it clear that after a production safety accident occurs, the relevant people's government may set up an emergency rescue site command when it deems it necessary, and designate the commander-in-chief of the site command. The members of the on-site headquarters include the heads of the government and its relevant departments, emergency rescue experts, emergency rescue teams, and heads of accident units. The relevant departments of the people's government at the place where the accident occurred shall provide emergency rescue with communications, transportation, medical care, meteorology, hydrology, geology, electricity and water supply, provide necessary logistical support for rescuers, and provide shelter and daily necessities for threatened personnel.

The opinion draft also emphasizes that local people's governments at or above the county level, departments of local people's governments at or above the county level responsible for the supervision and administration of production safety, township people's governments, sub-district offices, development zone management agencies and other local people's government agencies should organize an emergency plan drill for production safety accidents at least once every three years.

Where the production and business operation entities perform administrative decisions according to law and take corresponding measures to eliminate hidden dangers of accidents, the safety supervision department shall promptly lift the above measures.

The opinion draft also requires that safety supervision departments at all levels should strengthen the construction of the "Internet plus hidden danger investigation" governance system, promote production and business units to establish and improve the hidden danger investigation and management system, and use information technology to strengthen the hidden danger investigation and management work.
