The project implementation unit shall raise, use and manage construction funds in accordance with the agreement of the task book. Article 5 The subsidy base of the Ministry's special funds for each new project is 5 million yuan, and the subsidy base of the upgrading and transformation projects supported by subsidies is about one third of the new projects. On this basis, according to the national support policy, the weight of construction tasks, the financial situation of the place where the first host unit of the project is located, the budget arrangement and other factors, the floating is appropriate.

Article 23 The Ministry of Education shall, according to the interim performance evaluation results and the budget implementation of the previous year, suspend or reduce the special funds for resource pool projects with slow budget implementation progress, unsatisfactory performance, poor financial management and failure to report quarterly as required, and the resulting insufficient funds for project construction shall be supplemented according to the project commitment. Deduction, recovery and annual assessment of relief funds can be adjusted for upgrading and improving the project construction.
