(1) I apply. Joining the party should adhere to the principle of voluntariness, and it can't be forced at all, let alone forced. The applicant shall submit a written application to the Party branch of his unit. The main contents of the application include: declaration of my basic situation, main experience, immediate family members, social relations, etc.; The understanding of the party, the motivation and attitude of joining the party are mainly manifested in ideology, work, study, determination and direction of future efforts. When writing an application for joining the party, you must be loyal and honest to the party, and there must be no falsehood or concealment. Especially when talking about the understanding of the party and the motivation to join the party, we must contact our own reality and talk about our own personal experience, not just abstract principles.

(2) Training, education and investigation. When accepting an application, the party organization should have a heart-to-heart talk with the applicant, affirm his behavior and encourage him to move closer to the party organization more consciously. After a period of training and understanding by the Party organization, comrades who apply to join the Party have high political consciousness and good ideological quality, and are willing to meet their own requirements with party member standards, they can be identified as party activists. If the training cannot be concentrated for objective reasons, the party organization should arrange for them to study the prescribed documents and do a good job in counseling.

(3) For the comrades who have been identified as party activists, the party organization has designated 1-2 official party member as the training contact objects, and conducted education by taking them to party classes, participating in relevant activities within the party, assigning certain social work, and regular training. Activists must attend short-term intensive training in amateur party schools. Without training, they can't join the party unless there are some special circumstances.

(4) Organizing "prevarication". Organize the League members' meeting, introduce the members of the League branch who apply to join the Party, conduct democratic appraisal on the members, and put forward the recommended objects; On the basis of careful investigation of the recommended objects, the Youth League Branch Committee discusses and determines the recommended list, fills in the recommended object audit form, and reports it to the first-level league organization for approval; After further investigation and review, the superior organization will sign opinions and recommend them to the party branch. On the basis of listening carefully to the opinions of the youth league members, the secretary of the League branch (general branch) and the secretary of the grass-roots Communist Youth League Committee directly recommend them to the party organizations of their units. Party organizations should discuss and study in time after receiving the recommendation of the League organization, and the recommended outstanding members with mature conditions can be identified as development targets; Those who are not mature enough and need further education can be listed as party activists.

(5) Students who apply to join the Party should always take the initiative to reflect their thoughts to the Party organizations. Generally once a quarter, in writing or orally, let the party organizations know their own ideological situation and seek guidance and help from the party organizations. The Party branch conducts an inspection on activists who request to join the Party every six months, puts forward training opinions and measures respectively, and fills in the relevant information in the registration form for training and inspection of activists who join the Party.

(6) After more than one year of training and education, activists who want to join the Party can be listed as development targets after discussion and decision by the branch committee (branch meeting without a branch committee) on the basis of listening to the opinions of party groups, training contacts and people inside and outside the Party.

(7) Party organizations investigate and understand the historical and political performance of development targets. After it is determined as a development goal, it is necessary to conduct political review. The main contents of political examination are: attitude towards the party's line, principles and policies; My political history and performance in major political struggles; The political situation of the main social relations between immediate family members and themselves. It is also necessary to organize a symposium or conduct a public opinion survey to solicit the opinions of class teachers (or graduate tutors and counselors) and major classroom teachers to further understand the usual performance of development targets. No one can join the party without political censorship.

If party member is unable to attend the meeting for some reason and formally submits written opinions to the branch, it will be counted as votes. When discussing the participation of more than two people at the party branch meeting, we must discuss and vote one by one. The preparatory period for preparing party member is calculated from the date of discussion and approval by the branch meeting.

Make preparations for education, inspection and normalization in party member.

Accepting a party activist as a preparation for party member is only the first step in accepting party member's work. We should also do a good job in education and investigation during the preparatory period, and help him turn into a formal party member on schedule. The general procedures for preparing for education, investigation and regularization in party member are as follows:
