Article 22 The people's governments at or above the county level shall formulate a training plan for migrant workers, establish an investment mechanism for the training of migrant workers jointly undertaken by the government, employers and individuals, and incorporate the training funds undertaken by the government into the fiscal budget for special purposes; Give appropriate subsidies to migrant workers who participate in the training organized by the government, and the specific measures for use and management shall be formulated by the provincial people's government.

People's governments at all levels shall provide training for migrant workers in basic rights and interests protection, legal knowledge, common sense of urban life and vocational skills, so as to raise their awareness of abiding by laws and regulations and safeguarding their rights and interests according to law. The training of migrant workers should be entrusted to vocational training institutions with certain qualifications.

Finance, agriculture and other relevant departments should strengthen the supervision and inspection of the use of training funds invested by the government.

Article 23 The employing unit shall, in accordance with the principle of training first and then taking up posts, train the recruited migrant workers in labor skills and safety and health knowledge.

The employing unit shall conduct professional safety knowledge training for migrant workers engaged in mine production, construction and production and operation of inflammable, explosive, toxic and harmful substances, and can only take up their posts after passing the examination.

Article 24 The employing unit shall strictly implement the national labor safety and health regulations and standards, and provide migrant workers with labor safety and health conditions and necessary labor protection articles that meet the national requirements.

The employing unit shall, in accordance with the provisions of the state, organize occupational health examinations for migrant workers exposed to occupational hazards before, during and after taking up their posts.

The accommodation provided by the employer for migrant workers shall meet the basic health and safety conditions.

Twenty-fifth migrant workers should strictly abide by labor safety and health regulations and operating procedures.

Migrant workers have the right to refuse to carry out the operation if the management personnel of the employer command or force them to take risks in violation of regulations.

Article 26 Trade unions shall supervise the implementation of national laws and regulations on labor safety and health by employers according to law, and have the right to ask them to correct problems when they find them, and may put forward suggestions to relevant departments such as labor and social security, production safety supervision, etc., and the relevant departments shall reply the results in writing to the trade unions.
