Yes, it is legal to actually pay wages during job-transfer training as long as it is not lower than the local minimum wage. The "salary" in the Labor Law refers to the labor remuneration paid directly by the employer to the employees in the form of money according to the relevant provisions of the state or the labor contract, which generally includes hourly wages, piece-rate wages, bonuses, allowances and subsidies, wages paid for extended working hours and wages paid under special circumstances. "Wage" is the main component of laborers' labor income. The following labor income of workers does not belong to the wage range: (1) social insurance welfare funds paid by the unit to the individual workers, such as funeral pension and relief funds, living difficulties subsidies, family planning subsidies, etc. 2) Labor protection expenses, such as work clothes, antidotes and cool drinks paid by employers to workers. (3) All kinds of labor remuneration and other labor income that are not involved in the total wages according to regulations. Regulations on the training of enterprise employees

Article 12 An enterprise shall pay basic wages, bonuses and related benefits to employees who have been approved to participate in off-the-job training for less than half a year (unless otherwise agreed by both parties).

People's Republic of China (PRC) labor law:

Article 48 The State implements the minimum wage guarantee system. The specific standard of the minimum wage shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the State Council for the record.

The wages paid by the employer to the workers shall not be lower than the local minimum wage.
