2. The National Electronic Design Competition for College Students is co-sponsored by the Higher Education Department of the Ministry of Education and the Personnel Department of the Ministry of Information Industry, and is responsible for leading the national competition. Local education committees (departments and bureaus) shall exercise unified leadership over local competitions. In order to ensure the smooth development of the competition, the organizing committees and expert groups of the competition were established throughout the country and in each competition area.
5. Organizational Committee
(1) The Organizing Committee of the National Competition is composed of the Ministry of Education, the Ministry of Information Industry, heads of education departments of some participating provinces and cities or experts from relevant schools. Members of the Organizing Committee are appointed by the Higher Education Department of the Ministry of Education in the form of letters, and the term of office of each National Competition Organizing Committee and Competition Organizing Committee is four years.

7. Participating units
Taking colleges and universities as the basic participating units, participating schools should set up an electronic competition leading group to take charge of students' participation, including team formation, registration, pre-competition preparation, competition management and post-competition summary.
8. Teams and students
Each team consists of 3 students, and all full-time school-based and junior college students with formal school status are eligible to sign up for the competition.
9. Tutor
For the hard work of tutoring teachers before the competition, we should identify and calculate the workload according to the spirit of the Notice on Encouraging Teachers to Actively Participate in and Guide College Students' Science and Technology Competition (Gao Han [2003]165) issued by the Higher Education Department of the Ministry of Education.

The National Electronic Design Competition for College Students has been held every two years since 1997. The competition is scheduled for September of the competition year and lasts for four days. The competition adopts a national unified proposition and regional organization, and the competition adopts a "semi-closed, relatively centralized" organization. During the competition, students can consult relevant technical materials in paper or online, and students in the team can collectively discuss design ideas, determine design schemes, be responsible for division of labor, unite and cooperate, and independently complete the competition tasks with the team as the basic unit; During the competition, no teacher or other personnel shall give any form of guidance or guidance; During the competition, participants are not allowed to discuss with anyone outside the team. The participating schools should concentrate the students in the laboratory for the competition, so as to facilitate the organization of personnel inspection. In order to ensure the competition, all participating schools are responsible for providing the equipment and parts needed for the competition.
12. Competition rules
In order to ensure the smooth progress of the competition, we should strictly abide by the rules and disciplines of the national electronic design competition for college students promulgated by the organizing Committee of the national competition at that time. During the competition, each division will organize patrol personnel and strictly implement the patrol system. V. Competition Proposition and Related Provisions Competition Rules: 1. Students participating in the competition should be full-time undergraduates or junior college students with official status in institutions of higher learning. Students must take part in the competition at the same time, start the competition on time and hand in the papers on time. The organizing committees of each competition area will take back the students' answers (reports, making objects) on time and seal them in time, and then submit them to the expert group of the competition area for review as required. During the competition, students can use all kinds of books and computers, but they are not allowed to discuss with people outside the team, and teachers must avoid them. 4. During the competition, the organizing committee of each competition area shall organize patrol inspection to ensure the normal competition activities. 5. In the competition, if any violation of discipline is found, such as tutor's participation, discussion among teams, discussion between team members and people outside the team, failure to hand in papers according to the specified time, and issue questions before the competition, the prize-winning ranking will be cancelled and informed criticism will be given.
13. Competition title
The title of the competition is the key to ensure the smooth development of the competition. The national expert group should formulate proposition principles and send them to each competition area before the competition. The national competition proposition should be put forward by the national competition proposition experts on the basis of extensively soliciting opinions from the competition areas. The national competition proposition expert group is mainly responsible experts, and consists of some experts from the national expert group and experts from higher vocational colleges.
The national competition adopts two sets of topics: undergraduate group topic and higher vocational college student group topic, and participating undergraduates can only choose undergraduate group topic; In principle, students in higher vocational colleges choose the topics of the student group in higher vocational colleges, but they can also choose the topics of the undergraduate group and review them according to the standards of the undergraduate group. All works that do not meet the requirements of the above topics are considered invalid and will not be judged in the competition area.
Registration, evaluation and reward
14. Competition registration
Participating schools should select an appropriate number of outstanding teams to sign up for the competition on the basis of extensive on-campus training and competitions. Each team must determine the category (undergraduate group or higher vocational college student group) of its participating topics according to the rules at the time of registration, and it shall not be changed at the beginning of the competition. Each division is responsible for the registration of its own division, fill in the national unified format of the division registration summary table, and report it to the secretariat of the National Competition Organizing Committee for the record within the prescribed time limit.

According to the competition award model, the competition evaluation is divided into two levels: competition area and national evaluation, and the evaluation work is carried out according to the corresponding standards of undergraduate group and higher vocational college student group. Competition evaluation is organized by the organizing committee and implemented by the expert group of the competition area. It should be implemented in strict accordance with the unified scoring and testing standards formulated by the national expert group, and the scoring standards and testing rules of the competition area should be formulated on the basis of the national unified scoring and testing standards. Each test group consists of at least three experts, and the original scores and test records of each expert must be kept in the organizing committee of the competition area. When recommending the national prize team to the National Organizing Committee, the division must submit the design report of the award team, detailed original test data and scoring records, the registration form and recommendation form signed by the evaluation experts of the division evaluation team, otherwise it will not be accepted. The scoring and testing rules of each competition area should be reported to the Secretariat of the National Organizing Committee for the record, providing reference for the national evaluation.
In principle, the national competition evaluation work is completed by a local expert group. The national competition evaluation is divided into two stages: initial evaluation and re-evaluation. The Organizing Committee of the National Competition is responsible for forming a national competition evaluation expert group, and making a preliminary evaluation of the outstanding team works recommended and reported by each competition area according to the national unified scoring and testing standards formulated at the time of proposition and referring to the original records of competition area evaluation.
The candidate teams for the national first prize will all be concentrated in one place to participate in the re-evaluation. There will be no other propositions in principle. On the basis of the original competition questions, the expert group will determine the test contents and methods. The list of teams participating in the re-evaluation shall be subject to the relevant notice announced by the organizing Committee of the national competition at that time.
16. Proportion of reports reviewed by the state
The actual number of participating teams shall prevail when counting the scale of participation in the competition area and the whole country. The actual participating teams refer to the teams that have been officially registered and submitted their entries (including physical production and design reports) to the organizing committee of the competition area on time. On the basis of the division awards, the organizing committee of the division will recommend the excellent teams of the division to the national organizing committee to participate in the national awards on time, and the number of recommended teams shall not exceed 10% of the actual teams of undergraduate and higher vocational college students in that year. Those who fail to report within the time limit will not be accepted.
17. Reward work
(1) The award work is carried out in the form of "school-based, one-time competition and second-class award", that is, the competition is based on the extensive extracurricular scientific and technological activities of the school, and students are actively organized to participate in the national electronic design competition for college students. After each national competition, the outstanding teams in the competition area are recommended to participate in the national prize (second prize) after the competition.
(2) The organizing committee of each division employs experts to form a division jury to select the first, second and third prizes in this division, and the winning proportion generally does not exceed one third of the total number of participating teams. In addition, for the successful contestants, the division may also issue a "successful entry award" or "successful entry certificate" as appropriate.
(3) As the competition proposition and test scoring rules formulated by the whole country are adopted in each competition area, the title of the award-winning certificate and trophy issued by the competition area is in principle "XXX Cup National Electronic Design Competition for College Students XXXX Division XX (undergraduate group or higher vocational college student group)".
(4) The first and second prizes shall be established by the national group. The number of winning teams in undergraduate group and higher vocational college student group shall not exceed 8% of the actual participating teams in that year, and the ratio of the first prize to the second prize shall be 3:7 in principle. The contest awarded a national unified award certificate. The award-winning certificate and trophy issued by the whole country are called "XXXX National Electronic Design Competition for College Students (Undergraduate or Vocational College)".
18. Objection system
In order to ensure the fairness of the national electronic design competition for college students, the objection system is implemented for the preliminary results of the national and competition areas. The "objection period" lasts for 15 days from the date of publication of the preliminary evaluation results, and will not be accepted after the expiration. During the objection period, the organizing committees of each competition area and the national competition accepted the behaviors of the participating teams that violated the competition rules, rules and disciplines. Objections must be made in writing. If an individual raises an objection, he must specify his real name, work unit and mailing address, and attach his own signature. The objection raised by the unit shall specify the name, mailing address and telephone number of the contact person, and affix the official seal. The organizing committee of the competition area and the organizing committee of the national competition must keep strictly confidential the individuals or units that raise objections.
The Organizing Committee of the National Competition fully respects the results of the awards in each competition area, and any objection arising from the awards in each competition area shall be settled by the Organizing Committee of each competition area through coordination.
Competition fund
19. About the registration fee
The Organizing Committee of the National Competition does not charge registration fees to participating units and teams. The organizing committee of the competition in the competition area should actively handle the licensing fee and collect the registration fee appropriately. The participating units shall uniformly pay the registration fee to the organizing committee of the competition area. The amount of registration fee for each team shall be determined by the organizing committee of the competition area according to the needs of organizational work, and shall not exceed 200 yuan in principle. The registration fee is only used for the organization of the competition in that year.
