Article 1 The Ministry of Construction, the State Environmental Protection Administration and the Ministry of Personnel are jointly responsible for the qualification examination of registered environmental engineers, and entrust the personnel examination center of the Ministry of Personnel to undertake it.
The examination work in all provinces, autonomous regions and municipalities directly under the Central Government shall be organized and implemented by the local personnel administrative department in conjunction with the construction administrative department, and the specific division of responsibilities shall be determined by the local governments through consultation.
Article 2 Examinations are divided into basic examinations and professional examinations. Those who pass the basic examination and meet the requirements for professional examination registration as stipulated in these Measures may take part in the professional examination. Only by passing the professional examination can we obtain the qualification certificate of registered environmental engineer in People's Republic of China (PRC).
Article 3 The basic examination is divided into two half-days and each half-day lasts for four hours. Professional examination is divided into two parts: professional knowledge and professional cases. Two and a half days for each part, and three hours for each half day.
Article 4 Persons who meet the requirements of Article 8 of the Interim Provisions on the Qualification System of Registered Environmental Engineers and meet one of the following conditions may apply for taking the basic examination:
(1) Bachelor degree or above in this major (referring to environmental engineering, environmental science, agricultural building environment and energy engineering, agricultural resources and environment, see attached table 1, the same below) or similar major (see attached table 1, water supply and drainage engineering, thermal energy and power engineering, civil engineering, etc.). ).
(two) to obtain a college degree in this major or similar major, and to engage in the engineering design of environmental protection for a total of 1 year.
(3) Obtain a bachelor's degree or above in other majors, and have been engaged in environmental protection engineering design for 1 year.
Article 5 Those who have passed the basic examination and meet one of the following conditions may apply for taking professional examinations:
(1) Having been engaged in environmental protection engineering design for 2 years after obtaining the professional doctorate; Or after obtaining a similar professional doctorate, he has been engaged in environmental protection professional engineering design for 3 years.
(two) after obtaining the master's degree in this major, he has been engaged in environmental protection engineering design for 3 years; Or after obtaining a master's degree in a similar major, he has been engaged in engineering design for environmental protection for 4 years.
(3) Obtained a double bachelor's degree including this major or graduated from the postgraduate class of this major, and has been engaged in environmental protection engineering design for 4 years; Or after graduating from a double bachelor's degree or graduate program in a similar major, he has been engaged in environmental protection professional engineering design for 5 years.
(four) after obtaining a bachelor's degree or a degree that has passed the professional education evaluation, he has been engaged in environmental protection professional engineering design for 4 years; Or after obtaining a bachelor's degree or degree that has not passed the professional education evaluation, he has been engaged in environmental protection professional engineering design for 5 years; Or after obtaining a bachelor's degree or degree in a similar major, he has been engaged in environmental protection engineering design for 6 years.
(five) after obtaining a college degree in this major, he has been engaged in environmental protection engineering design for 6 years; Or after obtaining a college degree in a similar major, he has been engaged in environmental protection professional engineering design for 7 years.
(six) after obtaining a bachelor's degree or above from other professional universities, he has been engaged in engineering design for environmental protection for 8 years.
Article 6 Before February 3, 20021,those who meet one of the following conditions may be exempted from the basic examination and only need to take the professional examination:
(1) Having been engaged in environmental protection engineering design for 5 years after obtaining the professional doctorate; Or after obtaining a doctoral degree in a similar major, he has been engaged in engineering design for environmental protection for 6 years.
(two) after obtaining the master's degree in this major, he has been engaged in environmental protection engineering design for 6 years; Or after obtaining a master's degree in a similar major, he has been engaged in engineering design for environmental protection for 7 years.
(3) Obtained a double bachelor's degree including this major or graduated from the postgraduate class of this major, and has been engaged in environmental protection engineering design for 7 years; After graduating from a double bachelor's degree or graduate program in a similar major, he has been engaged in engineering design for environmental protection for 8 years.
(four) after obtaining a bachelor's degree or degree in this major, he has been engaged in environmental protection engineering design for 8 years; Or after obtaining a bachelor's degree or degree in a similar major, he has been engaged in environmental protection engineering design for 9 years.
(five) after obtaining a college degree in this major, he has been engaged in environmental protection engineering design for 9 years; Or have been engaged in environmental protection engineering design for 10 years after obtaining a college degree in a similar major.
(6) Having obtained a bachelor's degree or above from other professional universities, he has been engaged in engineering design for environmental protection for over 12 years.
(seven) after obtaining the college degree of other majors, he has been engaged in the engineering design of environmental protection for 15 years.
(eight) after obtaining the professional secondary school education, engaged in environmental protection professional engineering design work for 25 years; Or after obtaining a technical secondary school degree in a similar major, he has been engaged in environmental protection professional engineering design for 30 years.
Seventh to take the exam by my application, examination and approval of the unit, to the local examination management institutions to register. Examination management institutions shall issue admission tickets after passing the examination in accordance with the prescribed procedures and registration conditions. Participants take the test at the time and place specified in the admission ticket.
Professional and technical personnel of subordinate units of various departments and central management enterprises in the State Council signed up for the examination according to the principle of territoriality.
Article 8 The examination date is the third quarter of each year. In principle, the test sites are located in universities, technical secondary schools or designated schools for college entrance examination in municipalities directly under the central government and provincial capitals. If it is really necessary to set it up in other cities, it must be approved by the Ministry of Personnel, the Ministry of Construction and the State Environmental Protection Administration.
Ninth adhere to the principle of separation of examination and training. Who participate in the examination work (including examination system and organization and management, etc.). ) you are not allowed to take the exam and hold training related to the content of the exam. Candidates attend relevant training and adhere to the principle of voluntariness.
Tenth examination work should strictly implement the relevant rules and regulations of examination work, conscientiously do a good job of confidentiality in the process of ordering, printing and sending test papers, strictly abide by the confidentiality system, and prevent leakage.
Eleventh examination staff should strictly abide by the examination work discipline, conscientiously implement the examination avoidance system. Violation of examination discipline and relevant regulations shall be dealt with in accordance with the Provisions on Disciplinary Handling of Qualification Examination for Professional and Technical Personnel (Order No.3 of the Ministry of Personnel).
Second, the environmental engineering design qualification certificate
The institution applying for assessment qualification shall submit the following materials:
(1) A written application report;
(two) the application form for the qualification of environmental impact assessment of construction projects (Annex II);
(3) The original and photocopy of the business license of an enterprise as a legal person or the original and photocopy of the certificate of a public institution as a legal person;
(4) Proof of workplace and site;
(5) A copy of the professional qualification certificate, post certificate and identity certificate of the environmental impact assessment engineer of this institution, a copy of the registration certificate of the environmental impact assessment engineer or a copy of the application materials for the registration of the environmental impact assessment engineer to be registered in this institution; To apply for the evaluation scope of the environmental impact report of the nuclear industry, it is necessary to submit a copy of the qualification certificate, registration certificate and identity certificate of the nuclear safety engineer of this institution;
(six) the environmental impact assessment related work performance certificate;
(seven) a copy of the quality management system certification certificate or other relevant documents of the environmental impact assessment quality assurance system.

Three, environmental impact assessment engineer professional qualification examination
Anyone who abides by national laws and regulations, abides by professional ethics and meets one of the following conditions may apply for taking the professional qualification examination for environmental impact assessment engineers:
(a) to obtain a college degree in environmental protection, engaged in environmental impact assessment for 7 years; Or obtain a college degree in other majors and have been engaged in environmental impact assessment for 8 years.
(two) to obtain a bachelor's degree in environmental protection, engaged in environmental impact assessment for 5 years; Or obtain a bachelor's degree in other majors and have been engaged in environmental impact assessment for 6 years.
(3) Having obtained a master's degree in environmental protection and engaged in environmental impact assessment for 2 years; Or obtain a master's degree in other majors and have been engaged in environmental impact assessment for 3 years.
(4) Obtained a doctorate in environmental protection and engaged in environmental impact assessment for 1 year; Or get a doctorate in other majors and have been engaged in environmental impact assessment for 2 years.
Examination registration and examination procedures: Professional technicians of environmental impact assessment who meet the examination conditions may apply to their units, and after the approval of the units, recommend them to the environmental protection departments (or departments and enterprises). After being audited by the competent personnel departments at the same level, they will put forward a list of recommendations and send them to the office of the leading group for examination and confirmation. The office of the leading group shall organize relevant experts to conduct a preliminary examination of the materials of the recommended personnel, put forward a list of persons to be identified, and report it to the leading group for review. After publicity without objection, the leading group reported to the Ministry of Personnel and the State Environmental Protection Administration for approval and announced to the public.
