Second, improve relevant laws and regulations and increase the illegal cost of "overlord". Occupy a seat is not only immoral, but also illegal. The first paragraph of Article 815th of the Civil Law stipulates that "passengers should take the bus according to the time, frequency and seat number recorded in the valid ticket". In this regard, the transportation department can, within the scope permitted by law, improve the management regulations on vehicle riding, increase penalties and increase the illegal cost of "occupying seats". Third, improve the management mechanism of the transportation department and improve the emergency response capability.
