Second, improve relevant laws and regulations and increase the illegal cost of "overlord". Occupy a seat is not only immoral, but also illegal. The first paragraph of Article 815th of the Civil Law stipulates that "passengers should take the bus according to the time, frequency and seat number recorded in the valid ticket". In this regard, the transportation department can, within the scope permitted by law, improve the management regulations on vehicle riding, increase penalties and increase the illegal cost of "occupying seats". For example, appropriately extend the blacklist time that restricts them from taking public transport, or compare the "Lao Lai" handling mechanism to include bullies in the social credit information system.
Third, improve the management mechanism of the transportation department and improve the emergency response capability. Strengthen the on-the-job training of railway and aviation department staff and enhance their sense of responsibility. Don't be afraid of difficulties when you encounter unexpected situations that violate laws and regulations, infringe on the rights and interests of other passengers, and disrupt the operation order of trains and planes. At the same time, improve the management mechanism, achieve efficient and standardized handling, and safeguard the rights and interests of the occupied people.
