The education administrative departments of all localities and cities should attach great importance to the project of improving the application ability of information technology as the key work of the construction of 20 16 teachers, with the main leaders personally grasping it and the leaders in charge specifically grasping it. According to the national and provincial "upgrading project" planning, combined with local conditions, scientifically formulate the implementation plan and scheme of "upgrading project" in 20 16 years, increase capital investment, take effective measures, expand the training scale, speed up the implementation progress, and ensure that the number of trainees completed this year is not less than 45% of the total number of local primary and secondary school teachers. It is necessary to refine the annual training volume, clarify the tasks at different levels, sign a letter of responsibility, grasp the first level and implement it at different levels to ensure the completion of the tasks. The "upgrade project" offices at all levels should be carefully organized, take measures, do a good job in implementation, and all training institutions should cooperate closely and actively carry out training.
Second, carefully organize and actively promote the work.
(1) Organizing teachers to conduct diagnostic evaluation and course selection.
In order to standardize the management of "upgrading project", according to the "Guangdong Province Implementation Plan for Improving the Application Ability of Information Technology in Primary and Secondary Schools" (Guangdong Education Letter [2065438+04] No.59), the provincial "upgrading project" office is responsible for organizing and implementing the diagnostic evaluation of participating teachers. All localities and cities should supervise and implement the docking work between the platform of training institutions and the public service platform for information management of provincial upgrading project (website:/,hereinafter referred to as the "provincial platform"), organize participating teachers to log on to the "provincial platform" in batches according to the annual implementation plan to carry out diagnostic evaluation, guide participating teachers to complete independent course selection on the "provincial platform" according to the evaluation results, and provide services for participating teachers to log on to the platform of training institutions to carry out learning.
(2) Vigorously promote mixed training.
The staff training of "Promotion Project" is organized and implemented by local cities, and the training institutions and primary and secondary schools in each city are responsible for it. All localities should strengthen overall planning, strengthen communication and cooperation with "engineering offices", training institutions and primary and secondary schools at all levels, form a joint force and promote overall. It is necessary to focus on the training of rural teachers, standardize the training process according to the requirements of the Notice of the General Office of the Ministry of Education on Printing and Distributing the Training Guide for Rural Teachers (Teacher Office 16), innovate and improve the hybrid training combining online learning with offline practice, and ensure the combination of learning and application of teachers. It is necessary to increase the intensity of sending teachers to rural schools that do not have online learning conditions, provide continuous on-site guidance for rural teachers, and ensure that the training is effective.
(3) Strengthen training quality monitoring and performance evaluation.
The education administrative departments of cities and counties (districts) around the country should strengthen the supervision of the implementation process of the "upgrading project" to ensure the quality of work. It is necessary to strengthen the performance evaluation of training institutions and adjust training institutions in time according to the evaluation results; Strengthen the supervision and inspection of school-based research in primary and secondary schools to ensure that school-based research is implemented. The city and county "promotion project" office shall submit the monthly work progress, project data and quality report to the provincial "promotion project" leading group in a timely manner through the "provincial platform".
(four) do a good job of hourly audit and registration.
After the training, cities and counties should do a good job in training evaluation in time. Specifically, the training institutions will jointly evaluate the effect of teachers' online training, the completion of school-based practical tasks and the application of information technology in primary and secondary schools. Those who pass the training evaluation will be awarded training certificates and registered for 80 hours of continuing education. Provincial unified training certificate template (electronic version), training institutions in conjunction with the municipal and county education administrative departments to do a good job in issuing certificates. All localities should rely on the continuing education information management system of primary and secondary school teachers in Guangdong Province to do a good job in class registration. Training institutions are responsible for class registration, and municipal and county education administrative departments conduct class audits. Cross-annual training hours can be registered in different years, and the proportion of annual hours allocation is determined by the municipal and county education administrative departments according to the training plan.
(5) Strengthen the application and popularization of information technology.
In order to further promote the "training-evaluation-application" work, our province will choose to establish a number of information technology application innovation demonstration zones, demonstration schools and demonstration network training communities to strengthen the application of information technology; Organize the selection and display activities of the application results of information technology teaching in the whole province. All localities and cities should take this opportunity to carry out comprehensive innovation and establish a teacher information technology application mechanism. On the basis of training, actively organize and carry out information technology application papers, teaching design, teaching courseware, teaching examples and mini-course evaluation activities, do a good job of connecting with the activities of "one teacher, one excellent course, one teacher in one class", create a good application atmosphere, and promote the deep integration of information technology and classroom teaching.
Third, strengthen supervision to ensure that tasks are completed on time and with good quality.
This year, the provincial government put "developing Internet+education" into the scope of provincial supervision, and "upgrading project" is one of the key contents. All localities must attach great importance to it and carefully follow the relevant time nodes and work plans to ensure that this year's "upgrading project" task can be completed on time with good quality and quantity. The Provincial Department of Education will establish a monthly notification system for the progress of the "upgrading project" and notify the completion of the "upgrading project" in each city every month. At the same time, the promotion of cities and counties (cities, districts) will be an important assessment factor for the local award funds of the "Strong Teacher Project". Local education administrative departments should establish a supervision and inspection mechanism accordingly, clarify responsibilities and speed up the implementation of the work.
Four. Related requirements
(1) Strengthen funding guarantee. The education administrative departments of cities and counties (districts) around the country should effectively increase the funding guarantee and arrange special funds for the full-time training of local "upgrading project" teachers; Primary and secondary schools should co-ordinate arrangements for the "upgrading project" training funds in the school's annual public funds, so as to provide conditions for teachers of our school to participate in training and the application of information technology.
(2) Do a good job of progress submission. The local education administrative departments are requested to fill in the "Completion Table of Training Tasks in Guangdong Province" (see Annex 1) and submit the progress of local work last month to the provincial "Promotion Project" office through the "provincial platform" before the 5th of each month.
(3) speed up the work. Cities that have not completed the selection of institutions must complete the evaluation or bidding of training institutions before May 15 this year, and report the Record Form for Training Institutions of "Promotion Project" in Guangdong Province (see Annex 2), the mode of production, publicity and selection results of training institutions in written form (stamped with the official seal of the Municipal Education Bureau) and electronic version to the Guidance Center for Teachers' Continuing Education of the Provincial Education Department and the Office of "Promotion Project" for the record.
(4) Strengthen work guidance. Provincial "upgrading project" office should strengthen the training of "upgrading project" managers and key teachers, take the initiative to carry out business guidance, timely grasp the progress of work, and enthusiastically provide good services. All localities and cities encounter difficulties and problems in their work, and should report to the Provincial Department of Education and the Provincial "Promotion Project" Office in a timely manner.
