In order to improve and optimize the personnel structure of public institutions, according to the Interim Provisions of the Ministry of Personnel on Public Recruitment of Public Institutions (Order No.6 of the Ministry of Personnel) and the Trial Measures for Staff Recruitment of Public Institutions in Mianyang City (Mianrenfa [2007]18), with the consent of the municipal party committee and the municipal government, seven municipal institutions in our city openly recruit 30 staff members for the society. First, the recruitment target and scope

Persons who meet the recruitment scope and post conditions.

Second, the recruitment conditions

(1) Having China nationality;

(two) law-abiding, moral integrity;

(3) Minimum service life (5 years) willing to work in the recruiting unit;

Third, the recruitment method

Take a combination of examination and assessment for recruitment. The examination is divided into public * * * subject examination and professional subject examination. The public * * * subject examination shall be the responsibility of the designated institution, and the professional subject examination and assessment shall be the responsibility of the competent department and the recruitment unit.

Four. Registration and qualification examination

This open recruitment takes the form of on-site registration, without online registration. Qualification examination includes three links: qualification examination at the time of on-site registration, qualification review at the time of examination and qualification confirmation at the time of handling employment procedures. The qualification examination shall be conducted by the Municipal Personnel Bureau and the recruiting unit, and the qualification review shall be conducted by the competent department and the recruiting unit. Applicants can only choose one position to register.

2. Fill in the information. According to the online prompts, candidates download the Information Form of Open Recruitment Registration of Mianyang Municipal Institutions in the Second Half of 2008, fill in all the contents in the form truthfully and accurately, and post a recent 2-inch bareheaded photo.

3. Qualification examination. The qualification examination is the responsibility of the Municipal Personnel Bureau and the recruiting unit. (2) Payment of fees and issuance of tickets

Qualified personnel will be announced on June 5438+February 3, 20081day in Mianyang, www.mypta.gov.cn, and no telephone call will be made at that time.

Eligible candidates must pay fees at the Municipal Personnel Testing Center (in the courtyard of the Municipal Personnel Bureau, No.26 Nanhe Road) from June 4, 2009 to October 5, 2009 (according to the provisions of the Sichuan Provincial Department of Finance and the Sichuan Provincial Price Bureau [2003] No.237 document, the examination fee for public examinations is 50 yuan per subject) and get an admission ticket. Those who fail to pay fees at the personnel examination center within the specified time and receive the admission ticket are deemed to have given up automatically.

Candidates in any of the following circumstances may be exempted from paying the examination fee for public examinations:

1. Applicants who were originally from Beichuan Qiang Autonomous County, Pingwu County and Anxian County and suffered serious disasters;

2. Urban family candidates who enjoy the national minimum living guarantee as stipulated in the Measures for the Implementation of the Minimum Living Guarantee for Urban Residents in Sichuan Province;

The reference materials of "Basic Knowledge of Public Affairs" and "Orientation Test of Professional Abilities" are available in Mianyang Tianlong Zhu Sheng Vocational Training School (the first floor of Nanyuan Hotel, No.26 Nanhe Road), and candidates purchase them voluntarily.

3. In principle, the ratio of the number of recruitment positions to the number of qualified candidates should reach 1:3. Those who fail to take the exam according to the prescribed time shall be deemed to have given up the qualification for public examination automatically. If the actual examination opening ratio is lower than 1:3 due to the absence of candidates in the * * * subject public examination, the recruitment plan for this post shall be reduced or cancelled in principle, and the reduction and cancellation of the recruitment plan shall be announced on Mianyang Personnel Examination Network in www.mypta.gov.cn. Individual majors in short supply can be relaxed to 1:2 after being approved by the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau.

5. Add points to public * * * subjects. According to the Notice of the Organization Department of the Provincial Party Committee, the Provincial Personnel Department and other nine departments on Further Improving the Relevant Policies for Volunteers in the "Three Supports and One Support" Program (Chuan Ren Fa [2007] 1 6), those who signed up for the "College Students Volunteer Service in the West" Program, the "Three Supports and One Support" Program and the "Special Post for School Teachers in Rural Compulsory Education Stage" in 2008 will pass the examination. (2) Examination of professional subjects

1. After the examination of public * * * subjects, according to the number of job recruiters and the examination results of public * * * subjects from high to low, the proportion of examiners of professional subjects is 1: 2- 1: 4 (the proportion of individual job recruiters and applicants reaches or exceeds 1:20).

2. Personnel who intend to take the professional subject examination shall be issued the Notice of Professional Subject Examination by the recruiting unit, and the time and method of receiving the Notice of Professional Subject Examination shall be subject to the announcement notice, and no telephone notice shall be made. Those who fail to receive the professional subject examination notice from the recruiting unit within the specified time shall be deemed to have given up automatically, and the replacement personnel shall be determined according to the order of public subject examination scores from high to low, and published on the bulletin board of Mianyang Personnel Examination Network in www.mypta.gov.cn. If the proportion of candidates who intend to take the professional subject examination is lower than 1: 2 because they voluntarily give up the vacancy, the recruitment plan for this position will be reduced or cancelled (individual majors in short supply can be opened after being approved by the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau according to their management authority, but the scores of reference professional subjects must reach the prescribed score line). According to the provisions of Sichuan Price Fee [2003] No.237 document, those who enter the professional subject examination will be charged the professional subject examination fee of 80 yuan.

3. See the notice of professional subject examination for the time and place of the examination. On the day of the examination, the applicants will take the professional subject examination at the test center specified in the Notice of Professional Subject Examination with their professional subject examination notice and original ID card (excluding old temporary id card and expired ID card and ID card copy). Those who fail to arrive at the examination room within the specified time shall be deemed to have given up their professional subject examination qualification automatically. If the actual examination proportion of professional subjects is lower than 1:2 due to the shortage of personnel who take the examination of professional subjects, the recruitment plan for this position will be reduced or cancelled (individual short-term majors can start the examination after being approved by the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau according to the management authority, but the reference professional subjects must reach the prescribed score line).

4. The examination results of professional subjects shall be posted by the recruiting unit at the designated place of the unit and reported to the Municipal Personnel Bureau.

5. The total examination score was posted at the entrance of the Municipal Personnel Bureau on February 20th, 2009, and posted on the bulletin boards of Mianyang Personnel Examination Network www.mypta.gov.cn, Mianyang Municipal Party Committee Organization Department website zzb.my.gov.cn and Mianyang Personnel Bureau website rsj.my.gov.cn.

Sixth, physical examination

(a) according to the number of job recruiters, according to the candidates' total test scores, the physical examination objects are determined in turn from high to low (such as the total test scores are tied, according to the test scores of public subjects, if the recruiting unit has other special provisions, those provisions shall prevail). Physical examination items and standards refer to "General Standard for Physical Examination of Civil Servants (Trial)" (People's Republic of China (PRC) Ministry [2005]1No.), unless otherwise stipulated by the state, province, industry and post, such provisions shall prevail. Physical examination should be carried out in general hospitals at or above the county level. If the initial physical examination is unqualified, it may be reexamined in a general hospital at or above the county level upon my own application, and the application for reexamination shall be made within 5 days from the date of receiving the notification of the physical examination results. Those who fail to attend the physical examination at the designated place at the specified time shall be deemed to have given up automatically.

(II) Vacancies caused by failing to participate in the physical examination as required and failing to pass the physical examination shall be filled by the medical examiners from high score to low score according to the total scores of the candidates who have participated in the examinations of public subjects and professional subjects of the post after being approved by the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau according to the management authority.

(3) The physical examination shall be organized and implemented by the competent department and the recruiting unit. All expenses arising from the medical examination shall be borne by the applicant.

Seven. evaluate

Competent departments and recruiting units shall conduct a comprehensive assessment of qualified personnel in accordance with regulations. Those who do not meet the recruitment requirements are found in the assessment, and their employment qualifications are cancelled. Whether the resulting vacancy is filled or not is decided by the recruiting unit. If it is necessary to make up for it, it will be made up in equal amount according to the total score of the candidates after examination and approval according to the management authority, and a comprehensive assessment will be conducted after passing the physical examination.

Eight. publicize

Those who pass the examination, physical examination and assessment shall be publicized by the recruiting unit in www.mypta.gov.cn and Mianyang Personnel Examination Network. The publicity contents include name, gender, admission ticket number, test scores, and positions to be employed. , and announced the recruitment unit, the competent department, the Municipal Commission for Discipline Inspection, the Municipal Personnel Bureau of supervision and reporting telephone. The publicity period is 5 days. During the publicity period, when accepting social reports, informants should truthfully reflect the problems in the form of real names and provide necessary supporting materials or investigation clues. Any questions reflected anonymously will not be accepted.

After 5 days of publicity, those who report serious problems and find evidence will not be hired. If the problem is serious, but it is difficult to verify or deny it at the moment, the employment will be suspended, and then the employment will be decided after finding out. During the publicity period, if the publicized person cancels the proposed employment qualification due to being reported and verified, and gives up automatically before handling the employment procedures, whether to make up for it shall be determined through consultation between the recruiting unit, the competent department and the Municipal Personnel Bureau.

Nine. hire

If there is no objection after publicity, the employing unit shall go through the examination and approval formalities at the Municipal Personnel Bureau within 10 working days after the expiration of publicity. The Municipal Personnel Bureau shall confirm the qualifications of the personnel to be employed when going through the examination and approval procedures. In the qualification review, it is found that there are people who do not meet the recruitment conditions, and their employment qualifications will be cancelled, and the resulting vacancies will not be filled.

With the approval notice from the Municipal Personnel Bureau, the recruiting unit shall go through the salary preparation and verification procedures for the personnel to be hired, and the recruiting unit shall notify the personnel to report to the unit within the specified time (the specific time shall be subject to the written notice of the recruiting unit), and sign an employment contract with a minimum service life of not less than 5 years in the recruiting unit (the probation period for the employed personnel to participate in the work again is 3 months; The probation period for employees who are working for the first time is 12 months; A person with a master's degree or above enters into an employment contract for the first time without a probation period. The employment contract period includes probation period), and handle personnel agency, social insurance and other related procedures for it.

With the approval of the Municipal Personnel Bureau, those who fail to report at the specified time are deemed to have given up automatically and cancelled their employment qualifications. The resulting vacancy will not be filled.

The staff of the institutions recruited this time shall be employed and managed in accordance with the provisions of the Trial Measures for the Administration of Employment System of Institutions in Sichuan Province.

X. Recruitment discipline

(3) Anyone who has husband-wife relationship, lineal consanguineous relationship, collateral consanguineous relationship within three generations or close in-laws relationship with the person in charge of the recruiting unit shall not apply for positions in organization, personnel, labor, finance, auditing, discipline inspection and supervision of the unit and positions with direct superior-subordinate leadership.

Personnel engaged in recruitment should avoid having the above-mentioned kinship with referees or other matters that may affect the fairness of recruitment when handling recruitment matters.
