Promote the introduction of policies for the protection and utilization of nectar plants, explore paid pollination mechanisms, and coordinate relevant departments to support the cultivation of nectar plants in afforestation and the project of returning farmland to forests and grasslands. Gradually promote the high quality and good price of bee products and improve the interest linkage mechanism between enterprises and farmers. In areas where bees are concentrated, cooperate with relevant departments to properly solve problems such as public security, fees, sales of bee products, bee pesticide poisoning and human safety, and protect the personal rights and economic interests of bee farmers. Encourage and support farmers to adopt green prevention and control technology and spray pesticides with low toxicity to bees during the honey flow period of grain, fruit trees, vegetables and other crops. Accelerate the implementation of the system of prior notification of pesticide spraying, and explore the establishment of information communication channels and mechanisms between farmers and beekeepers. Actively support the establishment of a risk relief fund system for the beekeeping industry, and constantly enhance the ability of beekeepers to resist risks and disasters. (3) Accelerate the pace of scientific research, development and application. Establish a technical support system closely integrated with Industry-University-Research, and accelerate the research and popularization of beekeeping and bee pollination technology. Increase support for the research and development of new beekeeping machines, new bee medicines, new technologies and new products, strengthen the contact between beekeeping production and processing enterprises and scientific research institutions, earnestly do a good job in the scientific and technological training of beekeepers, and train beekeepers through various channels, forms and levels, such as holding on-site meetings and training courses, so as to improve the technical level of beekeeping management.
Legal basis: beekeeping management measures
Article 3 The Ministry of Agriculture is responsible for the management of beekeeping throughout the country. The competent beekeeping departments of local people's governments at or above the county level shall be responsible for the management of beekeeping within their respective administrative areas.
Article 4 The competent departments of beekeeping at all levels shall take measures to support the development of beekeeping industry, promote the scale, mechanization, standardization and intensification of beekeeping, popularize bee pollination technology, and give play to the role of beekeeping in promoting agricultural production and quality improvement, protecting ecology and increasing farmers' income.
Article 5 Beekeepers may voluntarily establish trade associations and professional cooperative economic organizations according to law to provide information, technology, marketing and training services for their members and safeguard their legitimate rights and interests. The competent departments of beekeeping at all levels shall strengthen the support, guidance and services to the beekeeping industry organizations and professional cooperative economic organizations, and improve the degree of organization and industrialization of beekeeping.
