Rules of teacher education and punishment: It is pointed out that when necessary, schools and teachers can implement education and punishment when students are disobedient, disorderly, misbehaving, dangerous and infringe on their rights and interests.

The Disciplinary Rules for Primary and Secondary Education (Trial) is a rule formulated in accordance with the Education Law, Teachers Law, Juvenile Protection Law, Juvenile Delinquency Prevention Law and other laws and regulations and the relevant provisions of the state in order to implement the fundamental task of educating people, ensure and standardize schools and teachers to perform their education, teaching and management duties according to law, protect students' legitimate rights and interests, and promote students' healthy growth and all-round development.

Matters needing attention when school rules and regulations stipulate education and disciplinary measures

1, content restrictions. Considering that there are great differences in practice in different places, different schools and different stages of education, the detailed rules stipulate that schools can formulate corresponding educational disciplinary measures by formulating school rules and disciplines according to the characteristics of students, but the relevant measures are limited to the implementation of general educational disciplinary measures and heavier educational disciplinary measures, and their severity should be roughly equivalent to the measures stipulated in Articles 8 and 9 of the detailed rules.

2, the operability of the specification. The "Detailed Rules" require that students' behavior norms should be clarified in school rules and disciplines, and the specific circumstances and rules for implementing educational punishment should be improved. The school rules and regulations are clear, scientific and reasonable, and easy to operate, so as to prevent all kinds of "wonderful school rules".

3. The legality of the procedure. The "Detailed Rules" emphasize that schools should fully promote democracy when formulating school rules and regulations, solicit opinions from faculty, students and parents, and organize hearings if conditions permit. School rules and regulations shall be submitted to the parents' committee and the staff congress for discussion, reviewed and approved by the principal's office meeting, and reported to the competent education department for the record. Schools should publicize and explain school rules and regulations to students and parents by means of entrance education and class meetings.
