Students in public normal colleges have obtained the national certificate of primary and secondary school teachers' qualification examination without examination, in order to obtain the reform of primary and secondary school teachers' qualification hereinafter referred to as "the reform of exemption certification", and the following scheme is hereby formulated.

Starting from 20021,colleges and universities that recruit postgraduates of education and public normal students can participate in the reform of exemption certification, and colleges and universities that implement the reform of tax-free certification should evaluate the educational and teaching abilities of postgraduates of education and public students, and provide financial support for ordinary students in their own schools according to their training objectives. According to some or all of the qualification examination subjects of the evaluation results of education and teaching ability, graduates of 202 1 or above who have passed the evaluation may be exempted from being primary and secondary school teachers.
