Shanghai Bidding Network is affiliated to Shanghai Municipal Government Procurement Center, and it is a municipal centralized procurement institution. It is a purchasing agency and a non-profit enterprise legal person. Entrusted by the purchaser, the Shanghai Municipal Government Procurement Center handles procurement matters according to the management requirements of the government procurement supervision and management department.

The main responsibilities of Shanghai Bidding Network are:

(a) to implement the laws, regulations, rules and policies of the state and this Municipality on government procurement.

(two) according to the provisions of the centralized procurement catalogue of municipal government procurement, accept the entrustment of the purchaser and be responsible for the organization and implementation of centralized procurement of municipal government procurement. Can accept the entrustment of the purchaser, sign the government procurement contract with the supplier on behalf of the purchaser or organize the supplier's performance acceptance.

(three) to establish and improve the internal supervision and management system of centralized procurement institutions according to law, strengthen the education and training of internal personnel, and realize the clear rights and responsibilities between different links of procurement activities.

(four) to formulate the procurement operation rules of the centralized procurement institutions, and regulate and manage the behaviors of purchasers, government procurement evaluation experts and suppliers in the procurement process.

(five) to deal with the doubts of government procurement suppliers according to law, and to cooperate with the procurement supervision and management department of the municipal government to deal with complaints against suppliers.

(six) to save the procurement documents of centralized procurement organizations according to law and submit the statistical data of centralized procurement organizations to the procurement supervision and management department of the municipal government.

(seven) to undertake other tasks assigned by the Shanghai Municipal Administration of Organs and Affairs.
