Therefore, the conditions for applying for a tourist guide card are:
Has obtained the qualification certificate of tour guide. That is, those who pass the national unified examination for tour guide qualification are those who have obtained the qualification certificate issued by the National Tourism Administration, which is a prerequisite for applying for a tour guide certificate.
Sign a labor contract with a travel agency or register with a tour guide service company. According to the provisions of China's Labor Law, a labor contract refers to an agreement between a laborer and an employer to determine the labor relationship and clarify the rights and obligations of both parties. People who sign labor contracts with travel agencies refer to full-time tour guides, travel agency employees and full-time travel agency employees. The tour guide concludes a labor contract with the travel agency, clarifying that the tour guide has the obligation to complete the work in the travel agency and abide by the internal labor rules of the employer. The travel agency has the obligation to pay wages according to the quantity and quality of the tour guide's work and provide corresponding working conditions.
"Tour guide service company" refers to an enterprise engaged in the management and training of tour guide business and providing services such as supply and demand information for travel agencies and tour guides. It is a bridge between tour guides and travel agencies. The personnel registered in the tour guide service company can be full-time tour guides or part-time tour guides, but they are not official employees of the travel agency. After registering with a tour guide company, they can hire a tour guide through a travel agency when necessary. This employment relationship has obvious seasonality and timeliness. Usually, in the tourist season and when the travel agency is short of tour guides, the required tour guides are hired through the tour guide service company. At the end of the tourist season, the employment relationship between the travel agency and the hired tour guide will also be terminated.
3. Good conduct and no bad record. Refers to the person who has not received criminal punishment and whose tour guide card has not been revoked. Taking this article as one of the conditions for applying for a tour guide card is conducive to fundamentally solving the outstanding problems of soliciting and receiving tourists privately and disrupting the normal business order of the tourism market.
Application procedure
According to "Regulations on the Management of Tour Guides" and practical experience, the procedures for applying for a tour guide card after obtaining tour guide qualification are generally as follows: [4] (1) Accumulate work experience.
After passing the tour guide qualification examination, the person who intends to engage in tour guide work must complete at least three months' internship in a travel agency, conclude a labor contract with the travel agency or register with a tour guide company, and the travel agency or tour guide company will evaluate the applicant's conduct and business ability and draw a conclusion.

The tourism administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the provisions of Article 6 of the Regulations on the Administration of Tour Guides, apply for a tour guide card within 15 days from the date of receiving a written application for a tour guide card. If it is found that there is any situation in Article 5 of the Regulations on the Administration of Tour Guides, it shall notify the applicant in writing.
It is a legal system in modern administration to issue a tourist guide card by the tourism administrative department, and it is a specific administrative act that allows applicants to engage in tourist guide activities. This behavior directly determines whether the applicant can engage in the tour guide profession and directly affects his legitimate rights and interests. Therefore, the provisions of Article 6 of the Regulations on the Administration of Tour Guides express three meanings:
(1) The tourism administrative department must issue a tourist guide card to qualified applicants within 15 days from the date of receiving the written application from the applicant. This is a mandatory provision, indicating that the tourism administrative department must issue tourist guide cards to applicants who meet the certification conditions, and there is no such thing as "not issuing them".
(2) Failing to issue or reply the application conditions within the time limit, leaving the applicant in an uncertain state, which belongs to the dereliction of duty of the tourism administration department. The applicant may apply for reconsideration to the tourism administrative department at the next higher level in accordance with the Administrative Reconsideration Law, or bring a lawsuit to the people's court in accordance with the Administrative Procedure Law.
(three) the circumstances that do not meet the conditions for issuing certificates are limited to the four situations stipulated in Article 5 of the Regulations on the Administration of Tour Guides. Only under one of the above four circumstances, the tourism administrative department may decide not to issue a tour guide card. At the same time, if the tourist guide card is not issued, the tourism administrative department shall notify the applicant in writing.
The departments that issue tourist guide cards and temporary tourist guide cards are the tourism administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The styles and specifications of tourist guide cards and temporary tourist guide cards shall be stipulated by the tourism administrative department of the State Council. The tourism administrative departments of the State Council have the right to stipulate styles and specifications and make them uniformly, or they can stipulate styles and specifications uniformly, which shall be made and published by the tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government respectively.

Lost and reissued tourist guide card: If the tourist guide card is found lost, the holder must report the loss and reissue it immediately.
(1) If the tourist guide card is lost, the owner must immediately report the loss to the travel agency, submit written materials about the loss, and ask the travel agency to issue a certificate of loss.
② The original and photocopy of the host's lost certificate, ID card, tour guide qualification certificate or tour guide grade certificate shall go through the formalities of reporting the loss to the issuing authority.
(3) One month after applying for the registration form of the tourist guide card and publishing the "Invalid Certificate of Loss Reporting" in China Tourism Daily or provincial daily newspaper, the tourist guide card shall be reissued at the original issuing authority with the notice of newspaper publication and the above-mentioned documents.
(four) during the period of applying for a replacement tour guide card, the applicant shall not engage in tour guide activities.
If the tour guide card is damaged, the tour guide shall apply to the original issuing authority for a new card according to the regulations.
Those who pass the tour guide qualification examination shall be awarded the "Tour Guide Qualification Certificate" within 30 working days from the end of the examination by the tourism administrative department that organized the examination.
Those who have obtained the qualification certificate of tour guides and have not been engaged in tour guide activities for 3 years will automatically lose their qualification certificate.
Those who have obtained the Qualification Certificate for Tour Guides may apply to the local tourism administrative department for a tour guide certificate.
Annual review: after the tour guide card is replaced by a tour guide IC card, you must participate in the annual review, and those who do not participate in the annual review shall be handled in accordance with relevant regulations.
"Tour Guide Qualification Certificate" is just a kind of qualification certificate, which cannot be used directly. You must change to a tour guide IC card to use with the group.
