Does the technical director of your 4S shop need to do so many things? The annual plan needs to be made at least at the level of general manager and service manager, and the technical training schedule is your job. What brand of car is it, is there any relevant maintenance manual, how many maintenance workers are there at present, and what is their maintenance level? Then make a plan based on these things.
