Chapter I General Provisions Article 1 In order to strengthen archives construction, standardize archives management, effectively protect and utilize archives, and serve the economic and social development of the autonomous region, these measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 The term "archives" as mentioned in these Measures refers to historical records in different forms, such as words, charts, audio-visual and so on, which are of preservation value to the country and society and directly formed by past and present state organs, social organizations and individuals engaged in political, military, economic, scientific, technological, cultural and religious activities. Article 3 State organs, social organizations, enterprises, institutions and other organizations and individuals engaged in archival activities within the administrative area of the autonomous region shall abide by these measures. Article 4 Archives work shall be conducted under the principle of unified leadership and hierarchical management, so as to maintain the integrity and safety of archives and facilitate the use of all sectors of society. Fifth people's governments at or above the county level shall, in accordance with the provisions of the state, establish and improve archives institutions, determine the staffing, and ensure the development of archives. Sixth people's governments at or above the county level shall incorporate the construction of archives into the national economic and social development plan and annual plan.

The people's governments at or above the county level shall incorporate the funds needed for archival undertaking into the fiscal budget at the same level. Article 7 The archives administration department of the People's Government of the Autonomous Region shall be in charge of the archival undertaking of the whole region, and implement overall planning, organization and coordination, supervision and guidance on the archival work of the whole region.

The archives administration departments of the people's governments at the city (prefecture) and county level shall be in charge of the archives work within their respective administrative areas.

The archives administration department of the people's governments at or above the county level shall be responsible for the archives filing management of institutions and archives intermediary service institutions within their respective administrative areas. Eighth state organs, social organizations, enterprises and institutions, other organizations and individuals have the obligation to protect archives. Ninth autonomous regions to encourage citizens to establish personal files; Encourage collectives and individuals who legally hold archives to donate archives to comprehensive archives at all levels in the autonomous region. Article 10 People's governments at or above the county level shall reward units and individuals that have made outstanding contributions in archival work or donated important and precious archives to the state. Eleventh archives (rooms) at all levels should take measures to protect the health of personnel engaged in archival work who are exposed to toxic and harmful substances. Chapter II Archives Institutions and Their Duties Article 12 Archives of all levels and types within the administrative area of the autonomous region shall be set up according to the following authorities:

The comprehensive archives shall be set up according to the administrative divisions at or above the county level and reported to the people's government at the same level for approval.

The establishment of special archives shall be planned by the archives administration department of the people's government of the autonomous region, reported to the people's government of the autonomous region for approval, and reported to the National Archives Bureau for the record.

The establishment of departmental archives shall be planned by the archives administration department of the people's government of the autonomous region and reported to the people's government of the autonomous region for approval.

The establishment of archives of public institutions shall be approved by the competent department. Unless otherwise stipulated by the state.

The establishment of enterprise files is decided by the enterprise itself. Thirteenth institutions engaged in archival consulting, sorting, evaluation, appraisal, technical services and other intermediary services shall be registered according to law.

Personnel engaged in archival intermediary services shall meet the employment conditions prescribed by the state.

Archives intermediary service institutions shall accept the supervision and guidance of the archives administration department. Article 14 Township (town) people's governments and sub-district offices shall, according to the actual economic and social development, set up a comprehensive archives room or designate a person to be responsible for archives work, and assist the archives administration department of the people's government to supervise and guide the archives work of subordinate units and village (neighborhood) committees within their respective jurisdictions. Fifteenth archives at all levels are subject to the supervision and guidance of the people's government at the same level and the archives administration department at a higher level. Article 16 The archives administration department of the people's government at or above the county level shall mainly perform the following duties:

(a) the implementation of archives laws, regulations, principles and policies;

(two) to formulate the archives development plan and archives work system within their respective administrative areas;

(three) to supervise and guide the archival work within their respective administrative areas;

(four) the organization of archives professional education, training archives staff;

(five) to organize and guide the research of archives theory and science and technology. Seventeenth state organs, social organizations, enterprises, institutions and other organizations mainly perform the following duties:

(a) the implementation of archives laws, regulations, principles and policies;

(two) to establish and improve the archives work system;

(three) to provide the necessary guarantee for the development of archival work;

(4) Centralized management of archives;

(five) in accordance with the provisions of these measures, the archives are standardized and kept safely;

(six) in accordance with the provisions of article thirty-first of these measures to transfer files to the archives;

(seven) other duties that should be performed. Eighteenth comprehensive archives is responsible for collecting and managing the historical archives and all kinds of archives formed by organs, social organizations, institutions and state-owned enterprises at the same level. Nineteenth special archives are responsible for the collection and management of archives in special fields or special carrier forms. Twentieth department archives is responsible for collecting and managing the archives of the department and its subordinate units. Twenty-first enterprises and institutions archives is responsible for collecting and managing the archives formed by the unit and its subordinate institutions.
