Article 5 The municipal and district people's governments shall incorporate the funds for helping the disabled into the financial budget, make overall plans and strengthen management. Article 6 The municipal and district people's governments shall create employment conditions and provide necessary employment environment for the disabled who have reached the legal employment age and have certain working ability. Article 7 Persons with disabilities who have reached the legal age for employment and have a certain ability to work shall apply to the labor department for employment registration before their initial employment, and the labor department shall give priority to it.
The government determines the vocational training base for the disabled from various vocational education and training institutions, and provides vocational skills training services for the disabled who apply for employment registration, and the required expenses are paid from the employment security fund for the disabled; Public welfare employment agencies shall provide free employment services for persons with disabilities who apply for employment registration.
Where an employer employs disabled persons, the labor department shall give priority to employment registration. Article 8 The employing unit shall provide the disabled employees with corresponding working conditions and labor protection, and treat them equally with other employees in social insurance, welfare treatment, regularization, promotion and professional title evaluation. Article 9 Except for reasons prescribed by laws, regulations and labor contracts according to law, the employing unit shall not terminate the labor contract with disabled employees. Disabled persons who set up individual industrial and commercial households may, with the approval of the administrative department for industry and commerce, reduce or exempt the industrial and commercial management fees in accordance with the relevant provisions. Twelfth disabled people enjoy preferential tax treatment in accordance with the relevant provisions of the state.
Welfare enterprises that arrange employment for disabled people can enjoy tax benefits such as enterprise income tax in accordance with relevant state regulations.
