Regulations of Xuzhou Municipality on the Administration of Parking Lot
Chapter I General Provisions Article 1 In order to strengthen the planning and construction of parking lots, standardize the use and management of parking lots, and improve the city appearance and traffic environment, these Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, use and management of parking lots in urban and town planning areas within the administrative area of this Municipality. Article 3 The planning, construction, use and management of parking lots shall adhere to the principles of overall planning, supporting construction, effective utilization and social governance. Article 4 The municipal, county (city) and district people's governments shall strengthen the organization and leadership of parking lot planning, construction, use and management, establish a comprehensive coordination mechanism, and formulate relevant policies for development, support and encouragement.

Town People's Government and sub-district offices shall do a good job in parking management within their respective jurisdictions, guide neighborhood (village) committees and owners' committees to carry out parking autonomy, make full use of parking resources in residential quarters, and promote parking enjoyment in different periods. Article 6 Parking industry associations shall formulate industry self-discipline norms, carry out industry service quality evaluation and training, accept complaints and mediate parking service disputes. Article 7 The Municipal People's Government may formulate incentive policies to encourage social capital to invest in the construction of public parking lots.

Encourage the use of underground spaces in green spaces, public places, school playgrounds and other places to build underground parking lots. Eighth city, county (city), district urban management administrative departments shall establish credit records of public parking lot managers and motor vehicle parking people, and incorporate the credit records into the public credit information management system. Chapter II Planning and Construction Article 9 The administrative departments in charge of urban management of cities, counties (cities), tongshan district and jiawang district shall, jointly with the departments of planning, development and reform, land and resources, transportation, municipal gardens and traffic management of public security organs, formulate special parking lot plans according to the needs of overall urban planning and urban construction and development, and report them to the people's government at the same level for approval before implementation.

The special planning of parking lot shall determine the overall development strategy of urban parking, coordinate the above-ground and underground space, rationally lay out the parking lot, define the control objectives and construction sequence, and closely link with the urban transportation hub and urban rail transit transfer station. Tenth city, county (city), tongshan district, jiawang district people's government should be the parking lot land supply plan into the state-owned construction land supply plan. If the idle land recovered according to law meets the planning requirements, it can be given priority as parking lot land.

Government agencies, institutions and various enterprises can use their own construction land to build public parking lots without changing the nature of existing land and planned land under the premise of conforming to the overall land use planning and urban planning.

Park-and-ride parking facilities, bus and tram stops and other public welfare parking facilities belong to urban municipal infrastructure, and land use shall be handled in accordance with land management laws and regulations.

Encourage the use of land to be built, idle factory, bridge space, corner space, urban road planning red line and the outer edge of the building, and other idle sites, and set up parking lots according to law. Eleventh the use of underground space resources to build a separate public parking lot, the construction unit shall handle the planning, land and other procedures in accordance with the law.

Newly built and expanded schools can use the underground space of the school playground to develop and build public parking lots.

If the underground space of existing public buildings, roads, squares and green spaces is used to build a parking lot, the construction unit shall obtain the consent of the owner of the ground construction land, put forward a construction plan, and go through the corresponding planning, land and fire control procedures according to law.

In accordance with the provisions of the second and third paragraphs, the construction of parking lots shall conform to the relevant national, provincial and municipal construction standards and norms, and shall not affect the use function and safety of school playgrounds, public buildings, roads, squares and green spaces. Article 12 The municipal planning department shall, jointly with the administrative department of urban management and the traffic administrative department of the public security organ, scientifically and reasonably determine the parking standards for newly built, rebuilt and expanded buildings, and may formulate parking berth allocation standards higher than those stipulated by the province, solicit social opinions, and publish and implement them after being approved by the Municipal People's Government; Building parking standards are evaluated every two years and adjusted according to the evaluation results. Thirteenth construction units in the new construction, renovation and expansion of buildings should be in accordance with the parking standards with the construction of parking lots.

Supporting the construction of the parking lot should be designed, constructed, accepted and delivered at the same time with the main project.

The parking lot that has been put into use shall not be stopped or used for other purposes without authorization. Fourteenth toll parking lot to implement electronic toll collection. The administrative department of city management shall specify the time limit for the implementation of electronic toll collection.

New construction, renovation, expansion, large and medium-sized road repair need to set up parking electronic toll collection facilities, should be synchronized to reserve strong and weak conditions.

No unit or individual may move, destroy or dismantle the electronic toll collection facilities in the parking lot without authorization.
