Chapter I General Provisions Article 1 In order to protect the public's life and health rights and interests, standardize the pre-hospital medical emergency service in this Municipality, improve the ability and level of pre-hospital medical emergency service, and timely and effectively rescue acute, critical and severe patients, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to pre-hospital medical emergency services and their supervision and management within the administrative area of this Municipality.

The pre-hospital medical emergency service as mentioned in these Regulations refers to the medical activities of on-site rescue, first aid and monitoring on the way to the hospital before the acute, dangerous and severe patients are sent to the hospital for treatment, and the handover activities with the hospital medical emergency institutions.

Dispatching institutions as mentioned in these Regulations refer to institutions that accept pre-hospital medical emergency calls and dispatch pre-hospital medical emergency institutions to provide services.

The pre-hospital medical emergency institutions mentioned in these Regulations refer to medical institutions that meet the requirements of the state and this Municipality and engage in pre-hospital medical emergency services.

The term "in-hospital medical emergency institutions" as mentioned in these Regulations refers to medical institutions that have the ability of emergency rescue and receive and treat patients transferred by pre-hospital medical emergency institutions. Article 3 Pre-hospital medical emergency service is a public welfare undertaking organized by the government, and it is an important content of basic public services and urban safe operation guarantee.

Pre-hospital medical emergency and non-emergency medical transport should be classified and managed, and non-emergency medical transport should not occupy pre-hospital medical emergency resources. Article 4 The Municipal People's Government shall strengthen the leadership of pre-hospital medical emergency services, and implement unified planning and layout, unified command and dispatch, unified service standards and unified supervision and management of pre-hospital medical emergency institutions in the city.

The Municipal People's Government and its relevant departments shall study and establish a management system that conforms to the characteristics of pre-hospital medical emergency services, clearly divide the responsibilities of the municipal and district people's governments and their relevant departments, and incorporate pre-hospital medical emergency services into the government performance appraisal system.

The District People's Government shall, according to the unified planning of the whole city, be responsible for organizing and implementing the planning for the establishment of pre-hospital medical emergency institutions within its administrative area. Article 5 The municipal and district people's governments shall incorporate the pre-hospital medical emergency service into the national economic and social development plan, continuously guarantee the investment in the development of pre-hospital medical emergency service, and ensure that the pre-hospital medical emergency service in their respective administrative areas is compatible with economic and social development and residents' needs. Article 6 The municipal health department is the competent department of pre-hospital medical emergency in this Municipality, and is responsible for the organization, coordination, supervision and management of pre-hospital medical emergency.

Under the unified leadership of the district people's government and the operational guidance of the municipal health department, the district health department shall supervise and manage the pre-hospital medical emergency service activities within its administrative area according to law.

Development and reform, finance, planning of natural resources, human resources and social security, medical insurance, civil affairs, public security, transportation, education, economy and information technology departments shall, according to their respective responsibilities, do a good job in pre-hospital medical emergency services. Seventh pre-hospital medical emergency institutions shall continue to provide pre-hospital medical emergency services in accordance with the scope of practice, service standards and charging standards stipulated by the state and this Municipality.

In-hospital medical emergency institutions shall cooperate with pre-hospital medical emergency institutions to transport acute, dangerous and severe patients. Eighth units and individuals shall respect and cooperate with pre-hospital medical emergency institutions to carry out pre-hospital medical emergency services, and consciously maintain the order of pre-hospital medical emergency services. Ninth radio, television, newspapers, Internet and other media should carry out public welfare publicity of medical first aid, popularize medical first aid knowledge, and raise social awareness of medical first aid.

All kinds of schools at all levels should take medical first aid knowledge and skills training as the special education content of local courses, and carry out targeted training suitable for the actual situation of schools and the characteristics of students under the guidance of professional institutions to improve students' safety awareness and self-help and mutual rescue ability. Tenth units and individuals are encouraged to participate in pre-hospital medical emergency services and support pre-hospital medical emergency services through public welfare donations and voluntary services. Eleventh to encourage medical research institutions, universities and medical institutions to carry out medical emergency technology, facilities and equipment research and emergency medicine related research; Support the application of advanced medical science and technology in pre-hospital medical emergency service.

The city advocates the popularization and application of TCM diagnosis and treatment techniques and methods in pre-hospital medical emergency services. Chapter II Service Institutions Article 12 The municipal health department, the municipal planning department and the natural resources department shall, according to the planning of the establishment of medical institutions in this Municipality, comprehensively consider factors such as urban and rural layout, regional population, service radius, traffic conditions, the distribution of medical emergency institutions in hospitals, medical treatment capacity and so on. To formulate the planning for the establishment of pre-hospital medical emergency institutions in this city, coordinate the layout of pre-hospital medical emergency institutions and their emergency workstations, and announce them to the public. Thirteenth pre-hospital medical emergency institutions and their emergency workstations shall conform to the planning of pre-hospital medical emergency institutions in this Municipality.

The existing pre-hospital medical emergency institutions and their emergency workstations do not meet the plan, and the health department shall organize and adjust according to the plan. Article 14 The construction of pre-hospital medical first-aid institutions and their first-aid workstations shall conform to unified standards. The specific standards shall be formulated by the municipal health department according to the national standards and the actual situation of this Municipality.
