1. First, according to the Notice of the State Council on Issuing the Catalogue of Government-Approved Investment Projects (version 20 14), determine whether the project belongs to the approval system or the filing system; In addition, government investment projects belong to the examination and approval system;

2. According to the Catalogue for Classified Management of Environmental Impact Assessment of Construction Projects (Order No.33 of the Ministry of Environmental Protection), determine the type of project environmental impact report, whether it is a report, a report form or a simple registration form;

3. Prepare the basic information of the project;

4. Go through the filing and land formalities in the second step;

5. Find a qualified unit and entrust the preparation of the EIA report;
