In order to seize the opportunity of Huaying Agricultural Listing and give full play to Huaying Group's leading role as a leading enterprise in agricultural industrialization, Xinyang Municipal Party Committee and Municipal Government decided to implement Huaying Agricultural Enrichment Plan in two to three years, that is, the development plan of "11333". In order to ensure the completion of the objectives and tasks as scheduled, the following opinions are formulated. 1. Increase financial incentives. After the newly-built standardized breeding community is accepted and put into use, Huangchuan County will give subsidies according to the standard of construction area 10 yuan/square meter. Among them, those outside Huangchuan County will be subsidized again by the local county according to the standard of 5 yuan/square meter. The above subsidies are directly supplied to the owners of farming communities. To complete the task of building a new standardized breeding community in that year, the municipal finance will reward it according to the standard of 1 10,000 yuan/month; For overfulfilled tasks, the municipal finance will reward them according to the standard of 30,000 yuan/person. The above rewards are given to the county. 3. Increase credit support. In the construction of farming communities, if loans are needed, the county guarantee company will provide guarantees for the owners of farming communities to apply for fixed assets investment loans, and the owners of farming communities will provide counter-mortgage and the banks will provide loan support; The secured loan shall not be less than 40% of the total investment in fixed assets, and the part higher than the benchmark interest rate of the loan shall be subsidized by the county finance for a maximum period of two years. If the owners of the farming community mortgage the buildings above the ground in the farming community, the housing management department shall handle the property right certificate. If the owners of the farming community need working capital loans, the county guarantee company will guarantee them and the bank will give them loans. The owners of the farming community set up a special fund account in Huaying Company, and all the working capital loans entered the account, with the funds closed and earmarked. The guarantee fee of the guarantee company shall be borne by the county where it is located. 4. Carry out breeding insurance. For duck houses, chicken houses, ducks and chickens in the breeding community, the insurance premium shall be fully borne by the county finance where the breeding community is located. 5. Develop contract farming. Huaying Company signed a contract with the aquaculture owners to supply poultry seedlings and feed and recover the finished ducks (chickens) to safeguard the interests of the aquaculture owners. 6. Give land support. The implementation of the Animal Husbandry Law stipulates that rural collective economic organizations, farmers and animal husbandry cooperative economic organizations shall build farms and breeding communities in accordance with the overall land use planning of townships (towns), and the land shall be managed according to agricultural land. The site selection of breeding community should avoid basic farmland. The land department does not charge any fees for the construction of the breeding community. 7. Implement preferential tax policies. Deed tax, land use tax and farmland occupation tax of Huaying breeding, slaughtering and processing projects are all used to support farmers and enterprises to develop production. 8. Strengthen supporting facilities. Production wells in the farming community are subsidized by the county where they are located according to the standard of 100 yuan/meter. Aquaculture and processing water are free of water resource fees. "Village-to-village" and village-group road projects give priority to the construction of new breeding communities; The planning and construction of road facilities of the project enjoy the preferential policies of industrial agglomeration areas. Where Huaying project is electrified, priority should be given to ensuring power supply; Engineering construction only charges for materials, not for labor. 9. Implement preferential electricity prices. The electricity consumption in farming communities shall be subject to preferential electricity prices, and the standards shall be implemented in accordance with the provisions of the provincial government and the Provincial Development and Reform Commission on the implementation of electricity consumption for farming according to electricity consumption for agricultural production. 10. Support cleaner production. Integrate funds such as biogas national debt project, "biogas project" and farmers' biogas digesters in the follow-up project of returning farmland to forests, and build biogas digesters of not less than 48 cubic meters for each newly built standard breeding community. 1 1. Provide environmental protection services. We will steadily promote the control of aquaculture pollution sources in accordance with the law, do a good job in environmental impact assessment and "three simultaneities" acceptance, and there is no charge for "environmental assessment" approval and "three simultaneities" acceptance; Provide free site selection advice for new projects; All the sewage charges levied on agricultural communities are used for pollution control in agricultural communities. 12. Provide technical services. The functional departments of the municipal and county governments provide breeding planning and technical services, and the license fee for animal epidemic prevention certificate is exempted. The quarantine fee of the place of origin shall be fully returned to the breeding community for epidemic prevention. Huaying company gives technical guidance on epidemic prevention, and the national compulsory immunization vaccine is provided free of charge by the county animal husbandry department. 13. Optimize the investment environment. Huaying Group enjoys all the preferential policies of the municipal and county governments for investment projects in the whole city, and implements "one case, one discussion" for projects with a capital of over 100 million yuan. 14. Do a good job in publicity and training. Incorporate Huaying duck and chicken breeding technology into farmers' practical technical training content; Huaying Company actively fulfills its obligations of technical guidance and training in community construction, breeding, disease prevention and control, etc. Newspapers, television, radio and other news media should increase public welfare propaganda, publicize this policy opinion and Huaying duck (chicken) breeding, disease prevention and control and other technologies, and create a strong public opinion atmosphere for the implementation of Huaying's plan to enrich the people through agriculture.

According to the Policy Opinions of Xinyang Municipal Party Committee and Municipal Government on Implementing Huaying Agriculture Enrichment Plan (201March 17 Xinfa [2010] No.5), in order to give full play to Huaying agriculture as a leading enterprise in agricultural industrialization, the municipal party Committee and Municipal Government formulated a policy to encourage farmers to build cherry valley duck and broiler breeding farms. Including land support, tax incentives, direct financial subsidies for field construction, credit guarantee support, aquaculture insurance, facility reinforcement, preferential electricity prices, environmental protection services and the construction of biogas digesters for cleaner production; Huaying Agriculture signed a contract with the owner after the completion and acceptance of the farm, and was responsible for supplying poultry seedlings, feed and medicines, providing technical services and recycling finished ducks (chickens).
