Chapter I General Provisions Article 1 In order to strengthen the work of production safety, prevent and reduce production safety accidents, ensure the safety of people's lives and property, and promote sustained and healthy economic and social development, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Work Safety and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the safety production, supervision and management of enterprises, institutions and individual economic organizations engaged in production and operation within the administrative region of this province. Where relevant laws and regulations have other provisions on fire safety, road traffic safety, railway traffic safety, water traffic safety, civil aviation safety, special equipment safety and nuclear and radiation safety, those provisions shall prevail. Article 3 Work safety in production should be people-oriented, adhere to the principle of safety first, prevention first, treating both the symptoms and root causes, comprehensive management, and establishing rules and regulations. In accordance with the principle that safety must be in charge of industries, enterprises and production and operation, it should implement graded responsibility and territorial management, strengthen and implement the main responsibilities of production and business units, and establish a mechanism in which production and business units are responsible, all employees participate, government supervision, industry self-discipline and social supervision. Article 4 The production and business operation entity is the main body responsible for the safety production of the entity, and its main person in charge is the first responsible person, taking full responsibility; Other responsible persons shall be responsible for production safety within their respective responsibilities. Employees of production and business units have the right to obtain safety production guarantee according to law, and shall fulfill their obligations of safety production. Article 5 The local people's governments at or above the county level shall, according to the national economic and social development plan, organize the formulation of safety production plans, improve the responsibility system and assessment system for safety production, increase the investment in safety production funds, establish and improve the coordination mechanism for safety production and the joint meeting system for safety production in key industries (fields), coordinate and solve major problems in safety production work, and support and urge all relevant departments to perform their safety production duties according to law. Agencies of local people's governments such as township (town) people's governments, sub-district offices, development zone management agencies, etc. We should perform the duties of production safety in accordance with the provisions of laws and regulations, clarify the work organization of production safety, determine the supervision and management personnel of production safety, and strengthen the work of production safety. Article 6 Local people's governments at all levels and their relevant departments shall follow the scientific laws of the production process and the requirements of laws and regulations, improve the management level of production safety and ensure production safety. The main person in charge of the local people's governments at all levels shall take overall leadership responsibility for the work of production safety in their respective administrative areas; Other responsible persons have relevant leadership responsibilities for safety production within their respective responsibilities. The main person in charge of the relevant departments of the local people's governments at or above the county level shall be fully responsible for the work of production safety within the scope of duties of the industry (field); Other responsible persons shall be responsible for production safety within their respective responsibilities. Article 7 The safety production supervision and management departments of local people's governments at or above the county level shall comprehensively supervise and manage the work of safety production within their respective administrative areas, guide, coordinate, supervise and inspect the relevant departments of the people's governments at the corresponding levels and the people's governments at lower levels to perform their duties of safety production, and specifically implement the management and assessment of the target responsibility system for safety production. The safety production supervision and management departments of local people's governments at or above the county level and the departments (hereinafter referred to as the supervision departments) that supervise and manage the safety production work in related industries (fields) shall, within their respective functions and duties, supervise and manage the safety production work in related industries (fields) according to law. Article 8 Local people's governments at or above the county level and their relevant departments, township (town) people's governments, sub-district offices, development zone management agencies and other local people's government agencies and production and business units shall publicize and implement safety laws and regulations, and organize safety culture, safety knowledge popularization, safety accident warning education, emergency rescue drills and other activities. So as to improve the safety awareness and accident prevention and rescue ability of the whole society. Article 9 The local people's governments at all levels shall commend and reward the units and individuals that have made remarkable achievements in improving the conditions for safe production, preventing production safety accidents, participating in emergency rescue of production safety accidents, reporting illegal activities in production safety, and researching, popularizing and applying advanced science and technology in production safety. Chapter II Guarantee of Safety in Production of Production and Business Units Article 10 Production and business units shall carry out standardization construction of safety in production, ensure that workplaces, equipment, facilities and their designs meet the requirements of standards and specifications, formulate and improve operating rules for safety in production in accordance with relevant state regulations, and establish rules and regulations for safety in production including the following contents:

(a) the responsibility for production safety and the management of production safety performance, rewards and punishments;

(two) production safety inspection, production safety accident investigation and rectification, emergency disposal and reporting, investigation and handling;

(3) Education and training in safety production, prevention and control of occupational hazards, and equipment and management of labor protection articles;

(4) Safety management and monitoring of major hazard sources in dangerous workplaces, important posts, special operators, equipment and facilities; (five) safety production input and cost management;

(six) the safety management of contracting and leasing units;

(seven) other contents to ensure safety in production. Eleventh the main person in charge of the production and business operation entity shall perform the duties of safety in production according to law, implement various safety production systems, and regularly study, supervise and inspect the work of safety in production. Safety production management institutions and safety production management personnel of production and business units shall perform their duties of safety production according to law, organize the assessment of the responsibility system for safety production of their own units, and put forward opinions on rewards and punishments.
