The veterinary administrative department of the local people's government at or above the county level shall be responsible for the management of practicing veterinarians within their respective administrative areas.
Animal health supervision institutions established by local people's governments at or above the county level shall be responsible for the supervision and law enforcement of practicing veterinarians. Article 5 The veterinary administrative department of the people's government at or above the county level shall, in accordance with the relevant provisions of the state, commend and reward practicing veterinarians who have made outstanding contributions to the prevention, control and eradication of animal epidemics. Article 6 A practicing veterinarian shall have good professional ethics and practice in accordance with the requirements of laws, administrative regulations and technical specifications concerning animal epidemic prevention, animal diagnosis and treatment and veterinary drug management.
Veterinarians should regularly participate in the education and training of veterinary professional knowledge and relevant policies and regulations, and constantly improve their professional quality. Seventh practicing veterinarians perform their duties according to law, and their rights and interests are protected by law.
Encourage the establishment of veterinary trade associations, implement industry self-discipline, standardize practice behavior and improve service level. Chapter II Qualification Examination Article 8 The State practices the qualification examination system for practicing veterinarians. The qualification examination for practicing veterinarians is organized by the Ministry of Agriculture, with unified outline, unified proposition and unified examination throughout the country. Article 9 Persons with a college degree or above in veterinary medicine, animal husbandry and veterinary medicine, Chinese veterinary medicine (Chinese veterinary medicine) or aquaculture can take the qualification examination for practicing veterinary medicine. Tenth veterinary qualification examination includes two parts: veterinary comprehensive knowledge and clinical skills. Article 11 The Ministry of Agriculture shall organize the establishment of the National Veterinary Qualification Examination Committee. The examination committee is responsible for examining and approving examination subjects, examination outlines and examination questions, supervising and guiding the examination work, and determining the qualified standards. Article 12 The Office of Veterinary Practitioner Management of the Ministry of Agriculture undertakes the daily work of the examination committee, and is responsible for drafting examination subjects, compiling examination outlines, establishing examination question banks, organizing examination propositions, and putting forward suggestions on passing examination standards. Thirteenth veterinary qualification examination results meet the standards of veterinary practice, and obtain the qualification certificate of veterinary practice; Those who meet the qualification standards for practicing assistant veterinarians shall obtain the qualification certificate for practicing assistant veterinarians.
Qualification certificates for practicing veterinarians and assistant veterinarians shall be issued by the competent veterinary departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Chapter III Practice Registration and Filing Article 14 Anyone who has obtained the qualification certificate of practicing veterinary medicine and engaged in animal diagnosis and treatment activities shall apply to the registration authority for veterinary practice registration; Those who have obtained the qualification certificate of practicing assistant veterinarian and engaged in auxiliary activities of animal diagnosis and treatment shall file with the registration authority. Fifteenth to apply for veterinary practice registration or filing, the following materials shall be submitted to the registration authority:
(a) the registration application form or filing form;
(two) the qualification certificate of practicing veterinary medicine and its copy;
(3) a health examination certificate issued by a medical institution within 6 months;
(four) the original identity certificate and its copy;
(5) The employment certificate of the animal clinic and its copy; If the applicant is the legal representative (person in charge) of an animal clinic, a copy of the animal clinic license shall be provided. Sixteenth registration authority shall complete the examination of the application materials within 20 working days after receiving the application for registration of practicing veterinarians. Those who pass the examination shall be issued with a veterinary practice certificate; Unqualified, notify the applicant in writing and explain the reasons.
After receiving the filing materials of practicing assistant veterinarians, the registration authority shall timely review the filing materials. If the materials are complete and true, an assistant veterinary practice certificate shall be issued. Seventeenth veterinary practice certificate and assistant veterinary practice certificate shall specify the name, scope of practice, the name of the animal clinic and other matters.
The format of veterinary practice certificate and assistant veterinary practice certificate shall be stipulated by the Ministry of Agriculture and uniformly printed by the veterinary administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Eighteenth in any of the following circumstances, the practicing certificate of veterinarian or assistant veterinarian shall not be issued:
(a) does not have full capacity for civil conduct;
(2) The practicing certificate of veterinarian or assistant veterinarian has been revoked for less than 2 years;
(3) Suffering from infectious diseases of human beings and livestock that are prohibited from engaging in animal diagnosis and treatment activities as stipulated by the state. Nineteenth practicing veterinarians who change the animal clinics they employ shall go through the registration or filing procedures again in accordance with the provisions of these Measures. Article 20 The veterinary administrative department of the local people's government at or above the county level shall report the list of registered veterinarians to the Ministry of Agriculture step by step. Chapter IV Management of Practice Activities Article 21 A practicing veterinarian shall not practice in more than two animal clinics at the same time, except for consultation, support, invitation to visit and first aid between animal clinics.
