Chapter I General Principles

Article 1 Chongqing Construction Engineering Cost Management Association (hereinafter referred to as Chongqing Cost Association) is translated into English as Chongqing Construction Cost Association (CCCA). (hereinafter referred to as the Association).

Article 2 the nature of the association

Association is a city-wide non-profit social organization composed of engineering cost management institutions, engineering cost consulting units, construction, design, construction, scientific research, education and other units related to engineering cost, as well as professional workers such as cost engineers and senior experts and scholars. It is an industrial social organization legal person with independent legal person qualification approved by Chongqing Construction Committee and registered by Chongqing Civil Affairs Bureau.

Article 3 Purpose of the Association

Adhere to the party's basic line, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, abide by the national constitution, laws, regulations and social ethics, conscientiously implement the Scientific Outlook on Development, build a harmonious * * *, and serve the government and party member wholeheartedly. Establish and improve the industry self-discipline mechanism of service, management and coordination, safeguard the legitimate rights and interests of members, reflect their demands, standardize their behavior and provide enthusiastic service. Continuously improve the quality and professional level of engineering cost professionals, and serve for reasonably determining and effectively controlling engineering cost and improving investment efficiency. Make positive contributions to revitalizing Chongqing and promoting Chongqing's construction, development and prosperity.

Article 4 The competent department of Chongqing Construction Engineering Cost Management Association is Chongqing Municipal Construction Committee, and the registration authority is Chongqing Civil Affairs Bureau. We accept the professional guidance, supervision and management of Chongqing Municipal Construction Committee and Chongqing Civil Affairs Bureau.

Article 5 The office address of this Association is located at the 6th floor of Meiyuan International Business Building, No.555 Jinhong Avenue, Xinpaifang, Yubei District, Chongqing.

Chapter II Scope of Business

Article 6 The business scope of this Association is as follows:

To implement Scientific Outlook on Development, we should closely focus on the working principle of "perfecting system, improving policies, democratic management and improving services" and do a good job in the work of the association according to the management mode of "legal norms, government supervision and industry self-discipline".

(a) to organize research on the relevant theories, principles, policies, models and methods of the reform and development of construction project cost management system, put forward policy suggestions on the reform of project cost management and valuation basis to the competent government departments, and actively promote the application of modern management technology in project cost activities;

(two) constantly improve the industry self-discipline mechanism, strengthen the integrity construction of engineering cost consulting units and cost engineers, and standardize the practice behavior of engineering cost consulting units and cost engineers in accordance with the engineering cost industry practice rules and other systems. Establish a complete examination, assessment and continuing education and training system, and strengthen industry supervision and management in specific implementation. Conscientiously implement the relevant laws, regulations, standards, quotas and methods promulgated by the state, professional ministries and local governments, and assist the competent government departments to standardize the engineering cost consulting market.

(III) According to the regulations of the Ministry of Construction and the Municipal Construction Committee on the self-discipline management of construction units, and in accordance with the Interim Provisions on the Management of Construction Units in China and the detailed rules for the implementation of this Municipality, actively do a good job in the examination, registration, practice, alteration, verification, continuing education and training, supervision and management of construction units.

(four) to formulate and implement a standardized petition system, listen to and reflect the demands of members, coordinate the internal and external relations of the industry, help solve practical problems, form a joint force of social management and social services, earnestly safeguard the legitimate rights and interests of members, and serve members.

(five) entrusted by the competent department of business, organize members to complete the revision of the relevant project cost indicators, quotas and standards. Undertake and complete scientific research projects or research topics entrusted by the relevant departments of the state and this Municipality.

(six) editing, publishing and distributing engineering cost information and training materials. Run the project cost information website well. Evaluation and popularization of engineering cost application software.

(seven) the organization of academic, technical and information exchange and business cooperation in the construction economy inside and outside the city, and the promotion of advanced experience in project cost management;

(VIII) Regularly carry out activities such as ranking advanced units and individuals in engineering cost, outstanding performance in engineering cost, top 100 operating income of engineering cost consulting enterprises, commend and reward units and individuals who have made outstanding achievements in engineering cost management, consulting and research, sum up and popularize advanced experience, improve innovation ability, work quality and business level, and promote the healthy development of the industry.

(nine) to organize and complete the work entrusted by the relevant government departments and all sectors of society.

Chapter III Members

Article 7 Members of this Association are divided into unit members, individual members and honorary members.

Article 8 All units and individuals who support the articles of association of this Association and meet one of the following conditions may become members of this Association.

(a) the project cost management institutions;

(two) the project cost consulting unit;

(3) Enterprises, institutions and legal entities engaged in project cost construction, design, construction, scientific research and education.

(four) cost engineers and senior experts and scholars in the field of engineering cost;

(five) to obtain the qualification of national cost engineer, and have the technical title of engineer or above;

(six) domestic and foreign industry celebrities.

Article 9 Membership procedures:

(1) submitting an application for membership;

(2) Approved by the Secretariat of this Association;

(3) The membership card shall be issued by the secretariat.

Article 10 Members shall enjoy the following rights:

The right to vote, to be elected and to vote;

(two) the right to participate in activities organized by the association;

(three) to obtain the priority of our services;

(4) the right to demand protection of their legitimate rights and interests;

(five) have the right to suggest, criticize and supervise the work of this association;

(6) Freedom to join and quit voluntarily.

Article 11 Members shall perform the following obligations:

(1) Abide by the articles of association of this Association and implement the resolutions of this Association.

(two) to safeguard the reputation and legitimate rights and interests of the association;

(three) to participate in the activities of the association and complete the assigned work;

(four) timely report the situation to the association and provide relevant information; Pay membership dues as required;

(five) to pay the membership fee according to the regulations.

Article 12 A member who withdraws from the club shall notify the club in writing and return his membership card.

If a member fails to pay the membership fee or participate in the activities of the association for one year, it will be deemed as automatic withdrawal.

Thirteenth members who seriously violate the articles of association or rules and regulations shall be removed from the membership by the Standing Council of the Association.

Article 14 Measures for the management of members shall be formulated by the secretariat authorized by the Standing Council of the Association and implemented after being approved by the Council or the Standing Council.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Fifteenth the highest authority of this association is the member congress, and its functions and powers are:

(a) to formulate and amend the articles of association;

(2) Electing and dismissing directors;

(three) to consider the work report and financial report of the Council;

(4) Deciding to terminate.

(5) Deciding on other major matters.

Article 16 A general meeting of members' representatives shall be held only when more than two thirds of the members' representatives are present, and its resolution shall take effect only after more than half of the members' representatives present vote.

Seventeenth members' congress is held every four years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the board of directors, reported to the administrative department for examination, and approved by the association registration authority. However, the longest extension shall not exceed 1 year.

Article 18 The Council is the executive body of the general meeting of members, leading the association to carry out its daily work during the intersessional period and being responsible for the general meeting of members.

Article 19 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress;

(two) to elect and recall the chairman, vice chairman and secretary general;

(3) Electing and dismissing executive directors;

(four) to decide the working principles and tasks of the association;

(five) to prepare for the convening of the members' congress;

(six) to report the work and financial situation to the members' congress;

(seven) to decide to absorb or recall members;

(8) Deciding to establish offices, branches, representative offices and entities;

(nine) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(ten) to lead the work of various institutions of the Association;

(eleven) to formulate internal management system;

(twelve) to decide on other major issues.

Article 20 The Association shall establish a standing council. The Standing Council is elected by the Board of Directors, exercises the functions and powers of Article 18, items 1, 4, 5, 7, 8, 9, 10,1,and is responsible to the Board of Directors when the Board is not in session. The number of executive directors shall not exceed one third of the number of directors.

Article 21 The Council (or the Standing Council) shall meet at least once a year; Special circumstances can also be held by means of communication.

Article 22 The board of directors (or executive board) can only be convened when more than two thirds of the directors (executive directors) are present, and its resolutions can only take effect when more than two thirds of the directors (executive directors) are present.

Article 23 The secretariat is the permanent office of the Association, and it shall set up functional departments to undertake daily specific affairs according to the needs of work.

Article 24 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Association;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Having not been subjected to criminal punishment of deprivation of political rights;

(6) Having full capacity for civil conduct.

Twenty-fifth the chairman, vice-chairman and secretary-general of the association are over the maximum working age, and they can only take up their posts after being approved by the Council, submitted to the administrative department for examination and approval, and approved by the registration authority of the association.

Article 26 The term of office of the Chairman, Vice-Chairman and Secretary-General of this Association is 4 years. (The term of office of the chairman, vice-chairman and secretary-general shall not exceed two terms at the longest.) If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the competent business department for examination and approval, and approved by the association registration administration organ before taking office.

Article 27 The chairman of the Association is the legal representative of the Association. The legal representative of this Association shall not concurrently serve as the legal representative of other social organizations.

Article 28 The chairman of this Association shall exercise the following functions and powers:

(a) to convene and preside over the Council or the Standing Council;

(two) to check the implementation of the resolutions of the members' congress, the Council or the Standing Council;

(3) Signing relevant important documents on behalf of this Council.

Article 29 The Secretary-General of this Association shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities.

(5) Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Thirtieth sources of funds for this group:

(1) membership fees;

(two) donations and subsidies from relevant units or individuals;

(three) special research funds entrusted by the government or relevant departments;

(four) the income of the association and its affiliated institutions to carry out activities or services according to law within the approved business scope;

(5) interest;

(6) Other lawful income.

Article 31 the association collects membership fees in accordance with the relevant provisions of the state.

Article 32 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 33 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.

Article 34 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 35 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and release relevant information to the society in an appropriate way.

Article 36 Before changing its members or legal representatives, the Association must accept the financial audit of the registration administration organ and the competent business administration department of the Association.

Article 37 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 38 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Article 39 Any amendment to the articles of association of this Association shall be approved by the Council and submitted to the members' congress for deliberation.

Article 40 The revised articles of association of this Association shall come into effect after being adopted by the members' congress, reviewed and agreed by the competent business department and approved by the registration administration organ of this Association.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41 If the Association completes its purpose, dissolves or needs to be cancelled due to division or merger, the Council or the Standing Council shall propose a termination motion.

Article 42 The motion to terminate this association must be voted by the general meeting of members and submitted to the competent administrative department for examination and approval.

Forty-third before the termination of this association, a liquidation organization shall be established under the guidance of the competent business department and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 44 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 45 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the competent business departments and the registration and administration organs of associations in accordance with relevant state regulations.

Chapter VIII Supplementary Provisions

Article 46 The Articles of Association was adopted by the members' congress on June 5, 2007+February 6+March 5.

Article 47 The right to interpret the Articles of Association belongs to the Council of the Association.

Article 48 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
