People who have left their homes, can't solve their own accommodation, are or will be in a state of vagrancy or begging, including vagrants and beggars who have no life.

Third, the content of assistance.

According to the actual needs of the recipients, we will provide life assistance, medical treatment, education and correction, home assistance, temporary resettlement, active assistance, household registration and other assistance services on a voluntary and free basis.

(1) Life assistance

Provide food that meets the hygiene requirements for the recipients in the station, and the basic living standard shall not be lower than the minimum living standard for urban residents in this Municipality; Take care of the special dietary needs of minors, the elderly, ethnic minority recipients and patients. According to the gender, age and physical and mental condition of the recipients, we will arrange to live in different districts with single beds and distribute necessary daily necessities for the recipients.

(2) medical treatment

When sudden diseases, mental disorders or suspected infectious diseases occur in the station, the rescue management institution shall promptly send them to medical institutions or contact medical emergency institutions for treatment and diagnosis; If there are suspected infectious diseases, report to the local disease prevention and control institutions and take necessary disinfection and isolation measures. When public security, urban management and other public servants perform their duties, they find vagrants and beggars, mental patients and critically ill patients and send them directly to the hospital for treatment.

(3) Education and correction

Relief management agencies to carry out psychological counseling and needs assessment for minors. If the aided minors have psychological and behavioral deviations, the relief management institution shall provide them with targeted psychological counseling and behavioral correction; Assist in providing services such as compulsory education and alternative education according to the age, education level, physical and mental status, intellectual development level and detention time of the aided minors; Take the initiative to contact the local human resources and social security department to help 14-year-old minors who are not suitable for compulsory education and are willing to receive vocational skills training for free.

(4) Returning to China for help

(7) Household registration

For the stranded resettlement personnel who really can't find out their identity information, the rescue management institution shall, in accordance with the relevant policies of the state and the province, declare and register with the location of the public security organ's account. Those who meet the conditions for the support of destitute personnel will be included in the scope of support for destitute personnel in a timely manner and the social assistance policy will be implemented.
