Institutional Functions of Jinhua Human Resources and Social Security Bureau
(a) to implement the principles, policies, laws, regulations and rules of the party and the state on human resources and social security; To formulate the city's human resources and social security reform and development plan and organize its implementation; To formulate policies on talent development, personnel management, labor and social security, and organize their implementation, supervision and inspection; Responsible for the city's talent, personnel and labor security statistics.

(two) comprehensive management of the city's talent development work. To formulate and implement the city's talent development strategy, planning and comprehensive policies in conjunction with relevant departments; Responsible for guiding and coordinating the organization and implementation of talent selection, training and introduction projects in the city; Responsible for the comprehensive management of postdoctoral, financial experts and overseas students in this city; Formulate human resources market development planning and human resources flow policy, establish a unified and standardized human resources market, and promote the effective development and rational allocation of human resources.

(three) responsible for promoting entrepreneurship and employment. To formulate plans and policies for urban and rural entrepreneurship and employment development; Improve the public entrepreneurship employment service system, establish and improve the entrepreneurship support and employment assistance system; Take the lead in formulating employment policies for college graduates, and be responsible for employment guidance and services for college graduates after leaving school; Establish and improve the city's employment and unemployment prediction, early warning, monitoring and analysis system to maintain a stable employment situation.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Formulate and organize the implementation of urban and rural social insurance and supplementary insurance policies and standards, and gradually improve the level of overall funds; To organize the formulation of unified measures for the transfer and connection of social insurance relations in the whole city; Manage social insurance agencies and be responsible for the construction of social insurance service system; To organize the formulation of measures for the management and supervision of social insurance and its supplementary insurance funds, and review the budget and final accounts of the city's social insurance funds; Organize the implementation of social insurance fund early warning analysis and formulate countermeasures; Responsible for the review and filing of all kinds of supplementary insurance related contents.

(five) responsible for the city's vocational ability construction. Establish and improve the vocational qualification system and vocational skills training system for urban and rural workers, and be responsible for vocational skills appraisal; Responsible for the management of technical colleges and various vocational training institutions and appraisal institutions; Formulate policies for training and encouraging high-skilled talents, and formulate policies for training and encouraging rural practical talents jointly with relevant departments; To formulate policies for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of professional title system, and be responsible for the qualification review and qualification examination of professional and technical personnel.

(six) in conjunction with the relevant departments, formulate measures for the distribution of wages and income of personnel of organs, enterprises and institutions, and establish a mechanism for the normal growth and payment of wages of personnel of organs, enterprises and institutions; To formulate welfare and retirement policies for personnel of organs, enterprises and institutions; To formulate policies for the management of total wages and wage plans of institutions directly under the municipal government, and be responsible for the management and audit of personnel and total wages of institutions directly under the municipal government; Responsible for the macro-control of employees' wages; To guide the management of total wages of state-owned enterprises and the distribution of wages and income of enterprise leaders.

(seven) in conjunction with the relevant departments, to guide the reform of the personnel system of institutions in the city, formulate policies for the management of staff in institutions and organs, and comprehensively manage the employment, assessment, training, rewards and punishments, open recruitment and post setting management of institutions.

(eight) to be responsible for the introduction of foreign talents in the city, and to formulate the intelligence policy for the introduction of foreign talents in the city; Responsible for the management of foreign experts and experts from Hong Kong, Macao and Taiwan in this Municipality; Centralized management of the city's overseas (border) training; Responsible for promoting the intellectual exchange and cooperation of talents from abroad.

(nine) in conjunction with the relevant departments to formulate resettlement plans for demobilized military cadres, and organize the implementation according to the cadre management authority. Responsible for the education and training of demobilized military cadres, organize and formulate policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and service of demobilized military cadres who choose their own jobs.

(ten) responsible for the comprehensive management of the city's civil servants and the staff of the civil service law management institutions; Improve the civil service system in conjunction with relevant departments, and formulate relevant personnel deployment policies and special personnel placement policies; Organize and implement the government incentive system in conjunction with relevant departments; To undertake the appointment and removal of municipal government personnel; Carry out performance appraisal of civil servants in conjunction with relevant departments.

(eleven) to co-ordinate the formulation of the city's labor and personnel dispute mediation and arbitration system and labor relations policy; Improve the coordination mechanism of labor relations; Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with illegal cases according to law; Accept human resources and social security letters and visits, and coordinate relevant departments to handle major letters and visits and emergencies.

(twelve) in conjunction with the relevant departments to formulate comprehensive policies for migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(thirteen) to undertake other tasks assigned by the municipal government.

According to the above responsibilities, the Municipal Human Resources and Social Security Bureau has 12 functional offices:

(a) responsible for secretarial, publicity, information, confidentiality, file management and other daily work; To undertake the news release of bureau organs, the disclosure of government information, the comprehensive management of portal websites, security and confidentiality, etc. Responsible for the organization of party group meetings, executive meetings, annual work meetings and other overall important meetings; To be responsible for the financial affairs of the bureau and the management of state-owned assets, and to guide and supervise the financial affairs of the directly affiliated units; Responsible for the logistics support work of the bureau; Responsible for the organization and personnel work of this system; Take the lead in handling the proposal; Important government affairs and internal affairs of the comprehensive coordination bureau; To be responsible for the management and service of the retirees of the bureau; To guide the management and service of retirees in directly affiliated units.

(2) Arbitration Law Department (under the brand of administrative examination and approval department). Responsible for conducting comprehensive policy investigation and research; Supervise and inspect the implementation of laws, regulations and policies on human resources and social security; To guide and supervise the administration and law enforcement of the human resources and social security system in the city according to law; To undertake relevant administrative reconsideration, administrative litigation and administrative punishment hearings; To undertake the legality audit of normative documents of this Council; Responsible for the publicity, consultation and popularization of human resources and social security laws, regulations and policies; To formulate policies on mediation and arbitration of labor and personnel disputes and guide their implementation; Responsible for the supervision, inspection, business guidance and work guidance of the grassroots mediation organizations of the city's labor and personnel dispute handling administrative institutions; Guide and participate in the mediation and handling of mass incidents with great influence; To formulate policies to coordinate labor relations and protect workers' rights and interests; To organize the implementation of policies on working hours, rest and vacation, and special labor protection for female and underage workers; Guide enterprises to establish labor contracts and collective contract systems, and organize the implementation of the collective wage negotiation system for enterprise employees; Participate in the evaluation of municipal model workers; Responsible for handling letters and visits and analyzing public opinion; Coordinate the creation of peace, comprehensive management of social security and maintenance of social stability; To undertake the daily work of coordinating the office of the tripartite meeting of labor relations and the office of the labor and personnel dispute arbitration commission; To undertake the relevant administrative examination and approval and audit functions of the department; Take the lead in drafting the rules, regulations and procedures of the administrative examination and approval service of this department; Put forward suggestions on the increase, change or cancellation of administrative examination and approval items of the department according to law; Responsible for online handling, online publicity and online consultation of administrative examination and approval services of the department; To guide, coordinate and supervise the administrative examination and approval and related services of the units directly under the Ministry.

(3) Employment Promotion and Unemployment Insurance Department. To formulate policies for coordinating urban and rural employment, entrepreneurial employment, employment assistance and equal employment for workers and organize their implementation; Improve the public employment service system, be responsible for the construction of grass-roots work platform for labor security, and guide and standardize the information management of public employment services; Take the lead in formulating employment policies for college graduates, and be responsible for employment guidance and services for graduates after leaving school; To formulate and implement policies for the entry and employment of overseas personnel (excluding experts); Responsible for handling the trans-regional transfer procedures of enterprise personnel; Manage special funds for employment in conjunction with relevant departments; To formulate development plans and basic policies for unemployment insurance and organize their implementation; Draw up the project plan and payment standard of unemployment insurance benefits; Formulate measures to promote employment by using unemployment insurance funds and organize their implementation; Establish an early warning system for unemployment, formulate policies to prevent and control large-scale unemployment, and maintain a stable employment situation; Formulate comprehensive policies for migrant workers' work in conjunction with relevant departments, and undertake the daily work of the office of the joint meeting of migrant workers' work in the city; Responsible for the management and query of educated youth files.

(four) talent development and marketing department (hanging the brand of the Municipal Bureau of Foreign Experts Affairs). In conjunction with relevant departments, formulate development plans and macro policies for talent work in the city; To formulate human resources market development plan and human resources mobility policy; Organize the implementation of the city's high-level and urgently needed talent introduction projects, and organize regional talent resources development, exchanges and cooperation; Participate in the statistics of the city's human resources market information and enterprise talents; Guide and manage human resources intermediary institutions; Responsible for the comprehensive management of postdoctoral, financial experts and overseas students in this city; To formulate intellectual plans and policies for the introduction of foreign talents in the city; Responsible for the management of foreign experts and experts from Hong Kong, Macao and Taiwan in this Municipality; To undertake the acceptance of the work permit for foreign experts in China entrusted by the Provincial Bureau of Foreign Experts Affairs; To undertake the issuance of the Foreign Expert Certificate authorized by the Provincial Bureau; To undertake the extension window of the project "Qualification of Foreign Cultural and Educational Experts" set up by the Provincial Bureau in Tianjin; Responsible for the intelligence project of introducing foreign talents in the city; Centralized management of the city's overseas (border) training; Standardize the introduction of foreign intelligence intermediary organizations; Responsible for the management and release of intelligence information of imported talents; To undertake international, Hong Kong, Macao and Taiwan exchanges and cooperation related work.

(5) Civil Service Management Office. Responsible for the comprehensive management of the city's civil servants and the staff of the civil service law management institutions; To comprehensively manage the classification, employment, assessment, rewards and punishments, appointment and dismissal, resignation and dismissal, complaints and accusations of civil servants in the city and the staff of institutions managed with reference to the Civil Service Law; Responsible for the preparation of the examination and employment plan submitted to the city's civil servants and the staff of the civil service law management institutions; Responsible for the daily registration of civil servants; Responsible for the audit of the qualifications and positions of municipal non-leadership positions; According to the authority to review and approve the matters of public institutions managed by the Civil Service Law; Comprehensive management of the city's administrative reward and commendation work, responsible for the reward and commendation work in the name of the municipal government, and auditing the reward and commendation activities of the municipal system; To undertake the appointment and removal of municipal government personnel; Responsible for recommending and selecting national, provincial and ministerial advanced collectives and advanced workers; Responsible for the assessment of the post responsibility system of municipal organs.

(six) demobilized officers resettlement office (hanging demobilized military cadres resettlement working group office brand). To formulate policies and plans for the resettlement of demobilized military cadres in the city and organize their implementation, supervision and inspection; Responsible for the resettlement of demobilized military cadres and their spouses and children; Responsible for the education and training of demobilized military cadres; Formulate and implement policies to solve the difficulties of some enterprises and stabilize demobilized cadres in conjunction with relevant departments; To undertake the management and service of demobilized military cadres who choose their own jobs.

(7) Office of Vocational Capacity Building. Responsible for the comprehensive management of the training of civil servants and staff of public institutions and the continuing education of professional and technical personnel with reference to the civil service law; Responsible for the city's vocational skills training, formulate vocational skills training plans and policies for urban and rural workers, and organize the implementation, supervision and inspection; Responsible for enterprise staff management, social unemployed, rural labor transfer skills training; Formulate and implement the city's vocational skills qualification system; Supervision and management of the city's vocational skills training and appraisal institutions; Formulate policies for training and encouraging high-skilled talents, formulate policies for training and encouraging practical talents in rural areas in conjunction with relevant departments, and improve the evaluation system for skilled talents; Comprehensive management of the city's vocational skills competition; Formulate the development planning and management rules of technical colleges and vocational training institutions in our city, comprehensively manage technical colleges and public training bases in our city, undertake the enrollment office of technical colleges, and organize the evaluation of teachers' professional titles in technical colleges; To guide and standardize the assessment of vocational skills and the assessment of technicians and senior technicians.

(eight) professional and technical personnel management office. (9) Personnel Management Office of public institutions. To guide the reform of institutions, personnel system and personnel management in the city; To formulate policies for the management of public institutions and national staff and guide their implementation; Responsible for the implementation of the employment system of public institutions; Responsible for the implementation of the post setting management system of public institutions, formulate policies and regulations on post setting, post competition, training, rewards and punishments, complaints and reports of public institutions and guide their implementation, and examine and approve the post setting scheme of municipal public institutions; To formulate policies on public recruitment and special personnel placement in public institutions and guide their implementation, and be responsible for reviewing personnel recruitment plans and personnel recruitment and deployment in institutions directly under the municipal government; Participate in the statistical work of the staff of institutions and government staff in the city; To undertake the daily work of the office of the municipal leading group for institutional reform.

(10) Wage and Welfare Department (with the brand of Retirees Management Office). Responsible for coordinating the distribution of wages and income of organs, enterprises and institutions in the city. To formulate and organize the implementation of the wage and income distribution policy, welfare policy and retirement policy for the staff of government agencies and institutions in the city; Formulate macro-control policies for the distribution of wages and income of enterprise employees, and guide the management of total wages of state-owned enterprises and the distribution of wages and income of enterprise leaders; Take the lead in implementing the reform of the distribution system of public institutions in the city; Take the lead in formulating the wage survey and comparison system and policies for civil servants and their counterparts in enterprises in the city; Responsible for the audit of the wages of the staff of municipal organs and institutions and the retirement expenses of retirees; To guide and supervise the distribution of wages and income in counties (cities, districts) and departments, organs and institutions; Responsible for determining the salary standards for new employees and rewards and punishments in institutions directly under the municipal government; Responsible for the audit of the change of the length of service of the staff of municipal organs and institutions; Responsible for the qualification of technical level promotion of skilled workers in government agencies and institutions; Responsible for the work of wage statistics information; Participate in the reform of social security system such as pension and medical care for staff of government agencies and institutions in the city; Responsible for inspecting and guiding the implementation of the "two treatments" for retirees of government agencies and institutions in the city; Responsible for the collection, management and use of funds for the examination and approval of nursing expenses for retirees in municipal organs and institutions and for coordinating activities; Organize and implement activities related to retirees of municipal organs and institutions; Guide the management and service of retirees in counties (cities, districts).

(xi) Social insurance department. To formulate social insurance development plans, reform plans and basic policies covering urban and rural organs, enterprises and institutions and organize their implementation; Formulating methods for determining the rates of endowment insurance, medical insurance, industrial injury insurance and maternity insurance, fund collection management policies, personal account management policies, treatment items and payment standards, and supervising their implementation; Formulate measures for socialized payment of pensions for enterprise retirees, formulate policies and measures for socialized management services for urban enterprise retirees and organize their implementation; Responsible for adjusting the treatment policies and payment standards for employees who are sick, die non-work-related and support their immediate family members and disabled non-work-related employees, and for adjusting the living allowance standards for enterprises to streamline the difficulties of employees in their later years and long-term temporary workers in non-enterprise plans; Improve the retirement policy of enterprise employees and the calculation policy of length of service and payment period; Responsible for the identification of the types of work and working years of the employees of the employer who participate in the endowment insurance for urban employees, the verification of the deemed payment period and the retirement audit; To formulate policies and measures for supplementary medical insurance and supplementary old-age insurance, and be responsible for filing supplementary old-age insurance schemes for urban units; To formulate the municipal overall planning policy of basic medical insurance and supervise its implementation; To formulate the scope and payment standards of basic medical insurance drugs and medical services and organize their implementation; Organize the formulation of management measures for designated medical institutions and pharmacies and supervise their implementation, and be responsible for the qualification identification and assessment of designated medical institutions and pharmacies in urban areas; Formulate measures for urban civil servants' medical subsidies and measures for the overall management of medical expenses for retirees and medical staff and supervise their implementation; Responsible for the identification of work-related injuries of unit staff within the scope of urban work-related injury insurance; To formulate measures for prevention, rehabilitation and labor ability appraisal of work-related injuries in the whole city and organize their implementation; To be responsible for the appraisal of the degree of disability caused by work-related injuries and occupational diseases of employees in the whole city and the appraisal of the loss of working ability of urban employees due to illness and non-work-related disability; To undertake the daily work of the office of the Municipal Labor Ability Appraisal Committee.

(12) Office of Fund Supervision and Information Management. To formulate measures for the supervision and management of social insurance funds in the whole city and organize their implementation; To supervise and inspect the budget and final accounts, collection, management, adjustment, operation, payment, preservation and appreciation of social insurance funds according to law; Establish and improve the fund supervision network and supervision and reporting system, and investigate and deal with illegal acts in the management and use of funds; Guide, supervise and inspect the social insurance agencies to establish and improve the internal control system; To undertake the comprehensive statistical analysis of this bureau; To undertake the daily work of the office of the Municipal Social Insurance Supervision Committee; Guide the informatization construction of human resources and social security system in the city, and comprehensively manage the informatization construction of human resources and social security system directly under the municipal government.
