2. Workers' assessment should be based on the assessment types, contents and methods stipulated in the Regulations on Workers' Assessment and the Measures for Workers' Assessment in Hebei Province, as well as the newly promulgated technical grade standards (vocational skill standards) and enterprise post specifications, and make overall arrangements and strict standards to ensure quality.
3 workers assessment should be based on the necessary pre-test training for workers, and gradually form an incentive mechanism that is closely integrated with training, assessment and employment and linked to treatment.

Provincial departments in charge of various industries should, according to the actual situation of the industry, constantly promote, standardize and improve the workers' assessment system, comprehensively carry out the workers' assessment work, focus on the key positions of enterprises and the workers' assessment of enterprises that implement the post skill wage system, and strive to greatly improve the technical quality of employees in provincial enterprises by the end of the Ninth Five-Year Plan. So as to realize that intermediate skilled workers account for 50% of the total number of skilled workers, senior skilled workers account for 10% of the total number of skilled workers, technicians and technicians.

Workers in all provincial enterprises should be assessed for their ideological and political performance, production performance and technical and professional level in accordance with the plan of the Regulations on Workers' Assessment. Among them, workers engaged in technical jobs should participate in the technical grade assessment (or appraisal) of the corresponding jobs and obtain the corresponding technical grade certificate; Ordinary workers are assessed according to the "Post Specification" formulated by the industry or enterprise, and obtain corresponding post certificates. Special operators who belong to the state regulations must carry out technical business level assessment while obtaining the operation certificate of special operators.
According to the assessment status of workers in provincial enterprises, the focus of recent assessment should be on technical jobs, especially the first batch of 50 technical jobs that must be trained and employed as stipulated by the state; The scope of enterprise assessment should focus on the assessment of workers in large and medium-sized state-owned enterprises and enterprises that have implemented or are preparing to implement the post skill wage system; The scope of assessment focuses on the level appraisal assessment of workers who have not yet obtained technical grade certificates, graduation assessment after the expiration of apprenticeships and apprenticeships, transfer assessment and corresponding upgrade assessment when the salary level is promoted.
(4) Methods and steps
1. According to the Regulations on Workers Assessment and the Measures for Workers Assessment in Hebei Province, the assessment of workers' ideological and political performance and production performance should be organized by enterprises on the basis of strengthening the daily management of workshops and teams; The evaluation of workers' technical professional level, except for the special types of senior workers stipulated by our province, is organized by the provincial labor and social security department, and other types of jobs are organized by the competent department of industry. Among them, the advanced industrial theory examination of the main types of work in the industry is organized by the competent department of the industry. Conditional enterprise groups and large enterprises, with the approval of the provincial department in charge of industry, can also organize the senior industrial examination of the main types of work separately. The assessment of non-major jobs and major jobs below the intermediate level shall be organized and implemented by the enterprise workers assessment committee.
2. For the assessment of vocational skill appraisal in our province, if the enterprise can go to the local vocational skill appraisal institute for appraisal; Any qualified industry or enterprise can also establish a vocational skill appraisal institute in accordance with the regulations to conduct vocational skill appraisal for workers in this industry and enterprise; At present, it is neither conditional nor convenient to go to the social vocational skill appraisal institute for appraisal. This assessment can also be organized according to the method of workers' assessment.
3. The assessment of workers by provincial enterprises is generally divided into three steps: the first step is the preparation stage. Mainly for investigation and research. Improve the organization, formulate regulations, publicize and launch, and prepare for the pre-test training. The second step is the pre-test training stage. On the basis of industry departments and enterprises, organize pre-test technical training in stages and batches. The third step is the examination and certification stage. Workers assessment agencies at all levels should organize the implementation according to the division of responsibilities.
(5) Organization and leadership
1, establish and improve workers' appraisal institutions. In accordance with the provisions of the Measures for Workers' Assessment in Hebei Province, the competent departments of various industries in the province should establish professional assessment institutions for workers' assessment, and be responsible for the assessment of workers in this industry under the guidance of the Provincial Workers' Assessment Committee. Where the competent department of industry has not yet established a worker assessment institution, it is necessary to establish an institution and carry out work as soon as possible. Departments that have established institutions should also further enrich their strength and strengthen guidance on the assessment of workers in this industry. Conditional enterprise units may also set up professional assessment institutions after approval, which are responsible for assessing the employees of the enterprise.
2. Do a good job in propaganda and ideological education. Through extensive and in-depth publicity and education, it is necessary to make the broad masses of workers clearly implement the Regulations on Workers' Assessment and the significance of implementing the workers' assessment system, fully understand the assessment standards, scope, content, conditions and methods, further enhance their understanding, and actively and seriously participate in the assessment.
3. Seriously conduct pre-test training. Before the examination of workers, enterprises should organize and arrange technical training for workers, and then conduct examinations and assessments on the basis of training. Training can be carried out in various forms according to the actual situation of the enterprise, such as full-time, amateur, amateur and self-study.
4, to strictly "technical grade certificate" issued by the management work. The technical grade certificate of workers is the basis to prove the technical professional level of workers after passing the examination according to national standards, and it is valid throughout the country. Therefore, workers' assessment institutions at all levels should organize the assessment in strict accordance with the standards, and issue technical grade certificates according to the prescribed issuing authorities. "Advanced Technical Grade Certificate" for special jobs required by the state and our province, and certificates of various technicians and senior technicians issued by provincial labor and social security departments. In addition, the technical grade certificate shall be issued by the worker assessment institution of the competent department of industry. The "post qualification certificate" belongs to all enterprises, except those clearly stipulated by the state and the province, which are uniformly printed and distributed by enterprises. Examination and certification should adhere to standards, ensure quality, strictly examine the qualifications of participants, and resolutely stop the phenomenon of lowering standards and issuing certificates indiscriminately.
5, the provincial workers assessment committee and the competent departments of various industries should strengthen the guidance, inspection and service of workers assessment. It is necessary to unify policy standards and ensure the quality of evaluation. In the pre-test training, we should give full play to the role of various social training institutions and vocational skill appraisal institutions, and provide necessary services for enterprises in terms of teaching materials, teachers and places. We should pay attention to go deep into the enterprise to do a good job of investigation and study, help the enterprise solve the problems in the evaluation in time, and ensure the smooth progress of this work.
(6) Several specific policies
1 If it is really difficult for an enterprise with two stops and one loss to organize the assessment, it may be suspended with the approval of the competent department of the industry, and then the assessment will be organized after the business conditions of the enterprise improve or meet the conditions.
2, when assessing the technical level of workers, male workers over the age of 50 and female workers over the age of 45 should be tested for theoretical knowledge, according to the actual needs of enterprises can be appropriately relaxed or exempted from theoretical knowledge examination.
3, the corresponding relationship between technical level and wage level. Enterprises that implement the post skill wage system should participate in the corresponding technical level assessment according to the technical level corresponding to the skill wage level when conducting the assessment at this level; Enterprises that implement graded wages can implement graded assessment according to the following salary grades and technical grades: those who have worked continuously for more than 2 years and less than 5 years in this type of work and have passed the training of junior workers, and the salary grade is below 6, are assessed as junior workers; Those who have worked continuously in this type of work for more than 6 years and less than 10 years, and have been trained as intermediate workers, and the salary level is from level 4 to level 1, are assessed as intermediate workers; Those who have worked continuously in this type of work for more than 1 1 year, and have been trained by senior workers, and their salary level is above grade seven, are assessed as senior workers. Where the special operations personnel stipulated by the state have obtained the operation certificate of special operations personnel, but have not obtained the technical grade certificate, they should participate in the corresponding technical grade assessment according to the above corresponding relationship (those who meet the conditions stipulated in Document No.9 of the former Provincial Department of Labor and Personnel [1990] can be exempted from the assessment).
4, for the country has no technical grade standard, but should be included in the scope of technical jobs, the competent department of industry can formulate the technical grade standard of corresponding jobs according to local conditions, and implement it in our province after being approved by the Provincial Department of Labor and Social Security.
5. It is necessary to gradually establish an incentive mechanism that combines training, assessment and employment, and closely combines posts and benefits. When enterprises optimize their internal combination and compete for posts, workers who have obtained the operation certificate or post certificate of special operators with technical grade certificates are given priority; When a worker is promoted to the wage level, he cannot be promoted to the corresponding wage level without obtaining the corresponding technical level; Workers who fail this level of examination are allowed to make up the examination within one year. If the make-up exam is still unqualified, the technical level will be lowered, and the salary level higher than the technical level will be temporarily retained, and it will be written off when it is promoted in the future.
6. In principle, the employee assessment expenses shall be borne by the employee himself, and the enterprise may also give employees appropriate subsidies from the enterprise education funds according to the actual situation.
