In any of the following circumstances, the health administrative department of the people's government at or above the county level shall order it to make corrections within a time limit; Overdue reform, informed criticism, and give a warning; If the circumstances are serious or cause serious consequences, a fine of less than 30 thousand yuan may be imposed, and the responsible person in charge and other directly responsible personnel shall be punished according to law:

(1) No management committee or working group for blood for clinical use has been established;

(two) within one year, the clinical blood use plan has not been formulated or the implementation of the plan has not been evaluated and assessed;

(three) the system of blood distribution and blood transfusion inspection has not been established;

(four) the application management system for clinical blood use has not been established;

(5) Failing to establish a training system for medical personnel on clinical blood use and blood donation knowledge;

(six) the evaluation and publicity system of clinical blood use by departments and doctors has not been established;

(seven) the economic income as the assessment index of blood transfusion department or blood bank work;

(eight) other acts in violation of these measures. Medical institutions and their medical personnel who violate the regulations on the management of clinical blood use and constitute a crime shall be investigated for criminal responsibility according to law.
