Chapter III Transfer Education
Article 12 The courses of Party schools mainly include advanced courses, training courses, special seminars and teacher training courses. The academic system of each class is determined according to the actual situation.
Thirteenth Party schools at all levels should hold refresher courses according to the rotation training plan for cadres, and complete the rotation training task for on-the-job leading cadres at all levels in party member.
The Central Party School mainly trains leading cadres at the provincial and ministerial levels in party member, and training leading cadres at the bureau level in party member and county (city) committee secretaries.
Party schools in all provinces, autonomous regions and municipalities directly under the Central Government mainly train leading cadres at the deputy bureau level in party member, leading cadres at the county level in party member and secretaries of township (town) party committees in rotation.
The Party School of the municipal (prefectural) committee mainly trains leading cadres at the deputy county level in party member and at the township level in party member.
The Party School of the county (city) committee mainly trains deputy township-level leading cadres in party member and grassroots cadres in party member.
Fourteenth party schools above the municipal (prefectural) committee set up training courses for young and middle-aged leading cadres in party member to provide on-the-job training for reserve cadres.
The Central Party School mainly trains provincial and ministerial reserve cadres among young and middle-aged leading cadres in party member.
Party schools in all provinces, autonomous regions and municipalities directly under the Central Government mainly train bureau-level reserve cadres among leading cadres in party member at the county level.
The Party School of the municipal (prefectural) committee mainly trains the reserve cadres at the county level among the leading cadres of villages and towns in party member.
Article 15 Party committees above the city (prefecture) shall, according to the needs of the central work, hold various special seminars in Party schools to discuss major issues of socialist modernization and party building.
Article 16 The Central Party School and the Party schools of provinces, autonomous regions and municipalities directly under the Central Government in areas where ethnic minorities live in concentrated communities may set up corresponding classes for ethnic cadres.
Seventeenth central party schools and party schools of provinces, autonomous regions and municipalities directly under the central government can hold teacher training courses mainly for party school teachers.
The Central Party School and the Party Schools of provinces, autonomous regions and municipalities directly under the Central Government may cooperate with relevant departments to hold seminars on teaching and research backbones of philosophy and social sciences.
Article 18 Party schools should strengthen the assessment of students' rotation training, and take students' learning, party spirit cultivation and compliance with school rules and discipline as the assessment contents. The assessment results will serve as one of the important basis for the appointment and promotion of cadres.
Students who violate relevant regulations and disciplines at school will be given criticism and education until disciplinary action, depending on the seriousness of the case.
Article 19 Party school education is a sign of cadres' academic achievements in school. Party school students who have completed their study tasks according to the teaching plan and passed the examination have obtained party school education.
For some reason, those who did not participate in the training rotation of the Party School or failed to meet the requirements of the training rotation should make up the training in time. Those who have passed the make-up exam training have obtained the party school education.
Article 20 The Central Party School and the party schools of provinces, autonomous regions and municipalities directly under the Central Government that have the conditions have obtained the right to confer master's and doctor's degrees according to law, and with the consent of the education administrative department of the State Council, graduate students are enrolled to study for master's and doctor's degrees, which are incorporated into the national degree management system.
