Chapter I General Provisions Article 1 In order to strengthen patriotic health work in urban and rural areas of this Municipality, improve the level of social health management, safeguard people's health, and promote the construction of socialist material civilization and spiritual civilization, these Regulations are formulated in accordance with the provisions of relevant state laws and regulations and in light of the actual situation of this Municipality. Article 2 Patriotic health work refers to social health activities organized by the government with the participation of the whole society, aiming at enhancing public health awareness, preventing and controlling diseases, reducing health hazards, improving health environment, advocating civilized health habits and improving people's health level. Article 3 Patriotic health work shall follow the principles of government organization, territorial management, unit responsibility, participation of the whole people, scientific governance and social supervision. Fourth organs, organizations, enterprises, institutions and other organizations (hereinafter referred to as units) and individuals within the administrative area of this Municipality shall abide by these regulations.

All units and individuals have the obligation to participate in patriotic health activities. Article 5 People's governments at all levels shall incorporate patriotic health work into the national economic and social development plan, make overall arrangements, implement it step by step, implement scientific management, gradually realize the institutionalization and standardization of patriotic health work, and coordinate the improvement of social health level with economic and social development. Article 6 People's governments at all levels shall include the funds for patriotic health work in the fiscal budget at the same level to ensure the smooth development of patriotic health work. Chapter II Organization and Duties Article 7 Under the leadership of the people's government at the same level, the city and county (district) patriotic health campaign committee (hereinafter referred to as Aiweihui) shall make overall plans, organize, coordinate, supervise and guide the patriotic health work within their respective administrative areas.

City, county (District) patriotic health campaign committee Office (hereinafter referred to as Ivy Office) is the office of Ivy Association at the same level, which is responsible for the daily work of patriotic health and undertakes the specific duties of organizing and coordinating various departments to perform social health work.

Township (town) people's governments, sub-district offices, enterprises and institutions, and village (neighborhood) committees shall set up patriotic health organizations or be equipped with full-time (part-time) staff according to the actual work, and be specifically responsible for the patriotic health work of their own units. Article 8 The main duties of Aiweihui at all levels are:

(a) to lead and coordinate the patriotic health work within their respective administrative areas;

(two) to organize the implementation of patriotic health related laws, regulations, rules and policies;

(3) Organizing the formulation of plans, norms and standards for patriotic health work;

(four) to guide and supervise all units to perform their duties of patriotic health work;

(5) Organizing exchanges and cooperation in patriotic health work;

(six) to complete other patriotic health work assigned by the local people's government. Article 9 The main responsibilities of Ivy's offices at all levels are:

(a) to implement the resolutions of the Patriotic Health Association, formulate annual plans and special work arrangements for patriotic health work and organize their implementation;

(2) Organizing supervision, inspection and appraisal of patriotic health work such as environmental sanitation, sanitation of units and residential areas, sanitation of villages and towns, prevention and treatment of diseases, improvement of water and toilets in rural areas, and health education;

(three) summarize and exchange patriotic health work, to carry out the popularization of applied technology;

(four) to organize and mobilize all social members to participate in patriotic health activities and carry out national health education activities;

(five) to organize and coordinate the relevant departments to formulate preventive measures and emergency countermeasures for public health emergencies such as major epidemics and poisoning accidents;

(6) Organizing activities to eliminate disease vectors;

(seven) to carry out propaganda, training and technical guidance on patriotic health work, check and assess the patriotic health work of all departments and units, and organize business training;

(eight) to coordinate the patriotic health work of autonomous regions and local cities;

(nine) to complete other patriotic health work assigned by the Municipal Patriotic Health Association. Article 10 Aiweihui at all levels shall be composed of relevant government departments at the same level, and all member units shall perform their duties according to the division of work under the coordination of Aiweihui.

(a) the health department should strengthen the health supervision of public places, be responsible for the technical guidance, supervision and monitoring of pest control and rural water and toilet improvement, carry out the publicity, popularization and scientific research of health science knowledge, and supervise and manage the harmless treatment of garbage, sewage and feces in medical and health units;

(two) the environmental protection department is responsible for the unified supervision and management of enterprises and institutions that produce pollution, and intensify environmental law enforcement to ensure the stable discharge of pollutants such as waste gas, waste water, solid waste and noise;

(three) the housing construction department is responsible for bringing urban environmental sanitation into the urban construction planning, carrying out urban environmental infrastructure construction in a planned way, and strictly managing the environmental sanitation and construction waste at the urban engineering construction site;

(4) The municipal department is responsible for the management of urban environmental sanitation, and solves the problem of closed storage, timely removal and harmless treatment of urban garbage, as well as the harmless treatment of urban feces and sewage;

(five) the financial department in accordance with the provisions of the patriotic health work required funds included in the annual budget;

(six) the education department is responsible for school health management, strengthen the education of health knowledge for students, improve the school environment, and supervise all kinds of schools to offer health education courses in accordance with state regulations;

(seven) the food and drug supervision and administration department is responsible for the hygiene management of food and drugs;

(eight) the administrative department for Industry and commerce is responsible for the health supervision and management of the bazaars;

(nine) the public security organ shall investigate and deal with acts that hinder official duties in patriotic health management and supervision according to law;

(ten) transportation, tourism and other departments responsible for the health management of stations, airports, hotels and tourist attractions;

(eleven) propaganda, culture, news, radio and television departments should take various forms to do a good job in health promotion and health knowledge popularization education;

(12) Trade unions, youth leagues and women's federations shall mobilize and organize workers, youth, students and women of all ethnic groups to actively participate in and cooperate with patriotic health activities, so as to improve their own civilization quality and health care capabilities;

(thirteen) the municipal and county (District) Religious Affairs Bureau shall organize religious groups at all levels to regularly carry out environmental sanitation rectification activities in their respective places of religious activities, and should also actively improve the indoor sanitation of their own units.

Other relevant departments should complete their patriotic health work tasks according to the division of responsibilities.
