On-the-job training is very important to improve the professional ability of faculty and staff, and it can promote faculty and staff to be competent for their posts in time and perform their duties well. It can spread new teaching experience in time, introduce mature teaching achievements, transform them into productive forces and improve teaching quality.

National training of professional backbone teachers in secondary vocational schools, the training object is professional teachers with intermediate or above teacher positions in secondary vocational schools. The training period is 12 weeks (including 4 weeks of enterprise practice), and the mode of alternating centralized training and enterprise practice is adopted, mainly to learn relevant professional knowledge and skills, vocational education theory and professional teaching methods. The training task is undertaken by the state's key vocational education teacher training base and qualified large and medium-sized enterprises. On the basis of national training, 2000 teachers were sent to study abroad for 8 weeks to learn advanced professional teaching methods and curriculum development techniques in vocational education.

The training of professional backbone teachers in higher vocational colleges in China includes 22,500 in China, 2,500 abroad and 25,000 in-service in enterprises. The training targets are professional teachers with intermediate or above teacher positions in non-demonstration (backbone) higher vocational colleges across the country. The domestic training lasts for 4 weeks and is organized in the form of centralized training, enterprise practice and group discussion, mainly to learn new theories, cutting-edge technologies and key skills in professional fields. Training tasks are undertaken by higher vocational colleges, national model higher vocational colleges and other qualified universities, units and regional training bases of large and medium-sized enterprises. The foreign training lasts for 4 weeks, mainly studying the teaching theory and methods of vocational education, advanced educational technology and curriculum development means. The on-the-job training of enterprises lasts for 8 weeks, and the key point is to be familiar with the advanced technology, production technology and flow, management system and culture, job specifications and employment requirements of enterprises in related industries.

According to the project requirements of the Ministry of Education and the Ministry of Finance and the plan to improve the quality and teaching ability of higher vocational teachers in our province, the main body of training tasks is arranged in the province. In order to promote inter-provincial exchanges and the enjoyment of high-quality resources, at least 10% of the national training in our province is arranged to use resources outside the province.

1. Overall planning and implementation at different levels. The quality improvement plan of teachers in higher vocational colleges is guided by the state, arranged by ministries and agencies as a whole, and implemented with schools as the main body. Declaring schools should make scientific planning, careful arrangement, innovate system and mechanism, strive to improve the practical teaching ability of professional teachers, and strive to improve the construction level of teachers in vocational colleges in the region.

2. Financial guidance and multi-party participation. In order to give full play to the leading role of the government in the development of vocational education, governments at all levels should increase investment in the construction of teachers in vocational colleges, fully mobilize the enthusiasm of vocational colleges, training institutions, industrial enterprises and individual teachers, and gradually establish and improve the government-led and multi-participation working mechanism and the financial-led and multi-channel funding input mechanism.

3. Highlight key points and strengthen the incentive mechanism. Strengthen overall planning, focus on solving outstanding problems such as poor professional teaching ability of teachers, low proportion of part-time teachers in enterprises, and weak teacher training system, especially focusing on supporting the construction of teachers in modern agriculture, advanced manufacturing and modern service industries, and giving due consideration to the differences in economic and social development levels among regions. The projects supported by the central government will focus on areas and institutions that attach importance to the construction of teachers and have achieved remarkable results.

4. Strengthen management and improve quality. Establish and improve the project management system and working mechanism, improve the project qualification examination system, strengthen the project implementation process management and effect evaluation, improve the level of project management informationization, and standardize and efficiently promote project implementation. Comprehensively sum up the experience of teachers' team building during the Eleventh Five-Year Plan period, make good use of the achievements of previous projects such as teacher training packages, innovate work ideas and modes, improve the enterprise participation mechanism, and promote all regions and training institutions to continuously improve the quality of project implementation.
