Article 2 These Provisions shall apply to major and extra-large projects such as construction projects, government procurement, property rights transactions and land transfer. , to enter the Hefei Tendering and Bidding Center for public bidding, it is necessary to publicize the performance.

Article 3 The mega-projects mentioned in these Provisions refer to:

(1) Construction projects with an estimated amount exceeding 1 100 million yuan;

(two) the government procurement of goods with a budget of more than 30 million yuan and services with a budget of more than 3 million yuan;

(3) Property right transactions and land transfer projects with a reserve price of 6,543.8 billion yuan or more;

(four) other projects whose budgetary estimate (budget) and pre-tender estimate amount do not meet the provisions of the preceding paragraph, but which have high social concern and great influence.

Article 4 If the performance of a project needs to be publicized, it shall be put forward by the business department of Hefei Tendering and Bidding Center jointly with the tenderee, audited by the leaders of Hefei Tendering and Bidding Center, and reported to the leaders of the Municipal Organs Administration Bureau for approval.

Article 5 The bidding documents of projects that need to publicize their performance shall clearly inform the bidders, and the similar performance of the winning bidder will be publicized.

Article 6 The announcement of the bid-winning result of a project that needs to publicize its performance shall specifically publicize the corresponding contents of the performance requirements.

Article 7 The performance announcement shall reflect the principle of openness and transparency according to the characteristics of the project and under the premise of not revealing the commercial secrets of the winning bidder, so as to facilitate the supervision of other bidders and the public.

Article 8 These Interim Provisions shall come into force as of the date of promulgation.

Article 9 These Interim Provisions shall be valid for three years.
