Ship safety supervision rules
In order to ensure the safety of life and property on water, prevent pollution from ships, and standardize the activities of ship safety supervision and management, the maritime administrative agency shall, in accordance with these Rules, carry out safety supervision and management activities according to law, and supervise and verify whether ships, crew members and their related activities comply with laws, regulations, administrative rules or the provisions of relevant international conventions and regional cooperation organizations that China has concluded or participated in. Ship safety supervision and management is divided into ship safety inspection and ship safety supervision. Ship safety inspection refers to the maritime administrative agency's supervision and management of ship safety and pollution prevention technology, crew configuration and competency, working and living conditions on board, including flag state supervision and inspection and port state supervision and inspection. Ship safety supervision refers to all on-site supervision and inspection carried out by the maritime administrative agency except ship safety inspection. Article 3 The ship safety supervision and management shall follow the principles of legality, fairness, honesty and convenience. Article 4 The traffic administrative department of the State Council shall be in charge of the supervision and administration of ship safety throughout the country. The national maritime administrative agency is specifically responsible for the supervision and administration of ship safety throughout the country. Other maritime administrative agencies at all levels shall, in accordance with their duties and authorization, implement the supervision and administration of ship safety. Article 5 These Rules shall apply to the ship safety supervision and management activities of China registered ships and foreign ships sailing, berthing and operating in the waters under the jurisdiction of China. These Rules do not apply to military vessels, fishing vessels and sports vessels, except as otherwise provided by laws and administrative regulations.

Legal basis:

Article 6 of the Regulations on the Supervision and Administration of Ship Safety in People's Republic of China (PRC) shall establish and improve the supervision and inspection system for ship safety and pollution prevention, ensure the effective maintenance of ships and their equipment, and equip ships with competent crew members who meet the minimum requirements for safe manning.

During the operation of the ship, the shipping company shall perform the main responsibilities of safety management and pollution prevention, ensure that the ship is seaworthy or towable, do a good job in cargo stowage isolation according to regulations, and educate passengers on safety.
