The municipal human resources department shall incorporate the concept and knowledge of ecological civilization construction into the training content of cadres in this Municipality.
All kinds of schools should strengthen the cultivation and education of teachers and students' awareness of ecological civilization, and organize the theme activities of ecological civilization construction in combination with the actual situation.
Radio, television, newspapers, internet and other media should widely publicize and report the construction of ecological civilization, and cooperate with relevant units to do a good job in information disclosure according to law. Chapter II Promotion Measures Section 1 Construction and Development of Ecological Civilization Article 7 The Municipal People's Government shall organize the preparation of plans for the construction of ecological civilization, and submit them to the Standing Committee of the Municipal People's Congress for deliberation and approval before promulgation and implementation.

Ninth any unit or individual shall abide by the national and provincial ecological protection red line, to ensure the priority of the ecological protection red line.
The Municipal People's Government and the Town People's Government (street offices, park management committees) shall strengthen the control of the red line of ecological protection, formulate and implement the management measures of the red line of ecological protection and the protection and restoration plan. All kinds of development activities that do not meet the requirements of ecological protection red line are strictly prohibited, and any change of use is strictly prohibited.
